北京：普通门诊跨省直接结算将全覆盖

本报讯（实习记者 柴嵘）集采药品价格平均降幅超50%、医保电子凭证投用、异地就医费用结算“掌上办”……市医保局昨天介绍，10年来，本市医疗保障体系更加健全完善，“互联网+医保服务”高效便捷。年底前，本市所有具备接诊能力的定点医疗机构，普通门诊费用跨省直接结算将全覆盖。

The Municipal Medical Insurance Bureau introduced yesterday that in the past 10 years, the city's medical security system has been more perfect, and the "Internet + medical insurance service" is efficient and convenient. By the end of the year, the direct settlement of general outpatient expenses across provinces in all designated medical institutions in the city with reception capacity will be fully covered.

10年来，本市简化异地就医备案流程，推行“网上办”“掌上办”，实现跨省异地就医费用“结算即报”，减轻参保人员负担。2020年1月，本市启动普通门诊费用跨省异地就医直接结算。截至2022年9月底，2921家定点医疗机构实现跨省异地就医普通门诊直接结算，累计为参保人减少资金垫付9.24亿元。市医保局表示，预计2022年底前，本市所有具备接诊能力的定点医疗机构，普通门诊费用跨省直接结算将实现全覆盖。

In January 2020, the city launched the direct settlement of general outpatient expenses across provinces and places for medical treatment. By the end of September 2022, 2,921 designated medical institutions had achieved direct settlement of general outpatient treatment across provinces, with a total of 924 million yuan for the reduction of funds for the insured. The Municipal Medical Insurance Bureau said that it is expected that by the end of 2022, the direct settlement of general outpatient expenses across provinces will be fully covered by the end of 2022.

目前本市已形成了以基本医疗保险为主体，医疗救助为托底，补充医疗保险、商业健康保险共同发展的多层次医疗保障体系。本市还在全国率先实现全域医保电子凭证就医结算，医保业务可“脱卡”办理，城乡居民医保经办业务延伸至乡镇（街道、地区）便民服务中心。

At present, the city has formed a multi-level medical security system with basic medical insurance as the main body, medical assistance as the foundation, and the joint development of supplementary medical insurance and commercial health insurance. The city is also the first in the country to realize the medical settlement of global medical insurance electronic vouchers. The medical insurance business can be "uncarded", and the medical insurance operation business of urban and rural residents can be extended to the convenient service centers of towns (streets and regions).

第七批国家组织药品集采中选结果预计11月份将在本市执行，国家集采药品达294个。最近几年，市医保局还积极推进京津冀省际联盟药品集采工作，先后组织开展2个批次38个药品集采，集采药品累计达332个，药价平均降幅超过50%，累计降低药品费用75亿元。
