受全国人大常委会委托，栗战书委员长向大会报告全国人大常委会工作。栗战书在报告中指出，2021年在人民代表大会制度历史上具有特殊重要意义。党中央首次召开人大工作会议，习近平总书记发表重要讲话，深刻回答了新时代发展中国特色社会主义民主政治、坚持和完善人民代表大会制度的一系列重大理论和实践问题，为做好新时代人大工作指明了前进方向、提供了根本遵循。

Entrusted by the Standing Committee of the National People's Congress, chairman Li Zhanshu addressed in the report that 2021 is of special significance in the history of the people's Congress system. The Cental Party held the first work conference of the National People's Congress, when General Secretary Xi Jinping delivered a keynote speech, profoundly answered a series of significant theories and practice issues, including developing socialist democratic policy with Chinese characteristics in the new era as well as insisting on and improving the system of People's Congress, and guided the work of People's Congress in the new era.

栗战书在报告中说，一年来，在以习近平同志为核心的党中央坚强领导下，全国人大常委会紧跟党中央重大决策部署，紧贴人民群众对美好生活的期盼，紧扣推进国家治理体系和治理能力现代化的需求，依法履职，担当尽责，主要做了以下工作：一是进一步完善宪法相关法，维护宪法的最高法律地位、权威和效力。修订香港基本法附件一和附件二，形成一套符合香港法律地位和实际情况的民主选举制度。纠正违宪违法行为，维护国家法治统一。二是围绕党和国家工作大局，加快立法修法步伐，为全面建设社会主义现代化国家提供法律保障。一年来，制定法律17件，修改法律22件，作出有关法律问题和重大问题的决定10件。三是强化监督力度和实效，监督“一府一委两院”依法履职，保障党中央重大决策部署贯彻落实。四是支持和保障代表依法履职，使发挥代表作用成为人民当家作主的重要体现。五是紧紧围绕国家总体外交目标任务，推进人大对外工作。六是推进全过程人民民主建设，坚持人大常委会基本定位，加强人大常委会自身建设。

Amend annexes I and II of the Hong Kong Basic Law to form a set of democratic electoral system in line with Hong Kong's legal status and actual situation. Correct unconstitutional and illegal acts and safeguard the unity of the rule of law in the country. Second, focus on the overall situation of the work of the party and the state, accelerate the pace of legislative amendment, and provide legal guarantee for the comprehensive construction of a modern socialist country. Over the past year, 17 laws have been enacted, 22 laws have been amended, and 10 decisions on legal and major issues have been made. Third, strengthen supervision and effectiveness, supervise the "one government, one committee and two courts" to perform their duties according to law, and ensure the implementation of the major decisions and arrangements of the Party Central Committee. Fourth, support and ensure that deputies perform their duties according to law, so that giving full play to the role of deputies has become an important embodiment of the people's ownership of the country. Fifth, closely focus on the country's overall diplomatic objectives and tasks, and promote the NPC's foreign work. Sixth, promote the people's democracy construction in the whole process, adhere to the basic orientation of the Standing Committee of the National People's Congress, and strengthen the self construction of the Standing Committee of the National People's Congress.

在报告中，栗战书指出，一年来，常委会工作最大的启示，就是始终坚持以习近平新时代中国特色社会主义思想为统领，坚决维护习近平总书记党中央的核心、全党的核心地位，坚决维护以习近平同志为核心的党中央权威和集中统一领导，把坚持党的领导、人民当家作主、依法治国有机统一起来，充分发挥人民代表大会制度作为党领导国家政权机关的重要制度载体作用，作为实现我国全过程人民民主的重要制度载体作用，确保人民代表大会制度按照党中央指明的方向发展，确保人大工作沿着党中央确定的道路前进。

在报告中，栗战书指出，2022年全国人大常委会工作的总体要求是：以习近平新时代中国特色社会主义思想为指导，全面贯彻落实党的十九大和十九届历次全会精神，弘扬伟大建党精神，深刻领会“两个确立”的决定性意义，增强“四个意识”、坚定“四个自信”、做到“两个维护”，坚持党的领导、人民当家作主、依法治国有机统一，坚持稳字当头、稳中求进，按照中央人大工作会议部署，不断发展全过程人民民主，推动立法、监督、代表、对外工作高质量发展，加强常委会自身建设，切实提升人大工作质量和水平，为实现第二个百年奋斗目标、全面建设社会主义现代化国家作出新的贡献。

最高人民法院院长周强在最高人民法院工作报告中指出，2021年，最高人民法院深入贯彻习近平法治思想，忠实履行宪法法律赋予的职责，各项工作取得新进展。最高人民法院受理案件33602件，审结28720件，地方各级人民法院和专门人民法院受理案件3351.6万件，审结、执结3010.4万件，结案标的额8.3万亿元。

The Supreme People's court accepted 33602 cases and concluded 28720 cases. Local people's courts at all levels and special people's courts accepted 33.516 million cases, concluded and enforced 30.104 million cases, and the subject matter of the settlement was 8.3 trillion yuan.

在报告中，周强从六个方面总结2021年主要工作：一是坚决维护国家安全和社会稳定；二是积极服务经济社会高质量发展；三是始终坚持以人民为中心；四是深入推进司法体制改革和智慧法院建设；五是自觉践行全过程人民民主；六是着力建设忠诚干净担当的法院铁军。

周强在报告中表示，2022年，人民法院要坚持党对司法工作的绝对领导，坚持以人民为中心，坚持统筹发展和安全，坚持稳中求进工作总基调，筑牢政治忠诚，始终将“努力让人民群众在每一个司法案件中感受到公平正义”落实到法院一切工作中；维护安全稳定，服务建设更高水平的平安中国、法治中国；服务发展大局，精准服务“六稳”、“六保”；保障民生权益，不断满足人民群众对公平正义的更高需求；巩固改革成果，推动改革更加系统集成、协同高效；锻造法院铁军，坚持全面从严管党治警，奋力推进新时代人民法院工作高质量发展。

最高人民检察院检察长张军在最高人民检察院工作报告中指出，2021年，在以习近平同志为核心的党中央坚强领导下，在全国人大及其常委会有力监督下，最高人民检察院更加自觉融入国家治理，依法能动履职，刑事、民事、行政、公益诉讼等各项检察工作取得新进展。全国检察机关共办理各类案件363.7万件，同比上升20.9%。最高人民检察院制定司法解释19件，制发指导性案例8批37件、典型案例76批563件。

Zhang Jun, the chief procurator of Supreme People's Procuratorate pointed out in the report that with the significant guidance of the Central Party with commrade Xi Jinping as its core, and the forceful supervision of the standing committe of People's Congress, the Supreme People's Procuratorate participated in the natioanl governance more actively, and new progress has been made in public interest litigation and other procuratorial work. Procuratorial institutions nationwide handled 3.637 million cases of various types, up 20.9% year-on-year. The Supreme People's Procuratorate formulated 19 judicial interpretations, prepared and issued 37 guiding cases in 8 batches and 563 typical cases in 76 batches.

张军在报告中指出，2022年，检察机关将坚持稳中求进工作总基调，抓住“稳进、落实、提升”不放，依法能动履职，推动建设更高水平的平安中国、法治中国。要坚持稳进，切实担当服务保障高质量发展政治责任；狠抓落实，切实担当助推全面依法治国新征程法治责任；持续提升，切实担当实现检察工作高质量发展检察责任。讲政治、顾大局、谋发展、重自强，忠实履行法律监督职能，为全面建设社会主义现代化国家作出新贡献。
