  • 二、坚持依法精准防疫,促进行业恢复发展

  • (一)强化系统防控,筑牢民航防线。形成一套科学、 精准、随疫情变化动态调整的防控标准、办法和机制,有效防止疫情通过航空运输渠道传播,基本保持航线航班总体稳定。两次修订《运输航空公司、机场疫情防控技术指南》, 加大人、物、环的防控力度,会同有关部门起草全国机场疫情防控工作方案,完成防疫检查 7971 次,全面系统强化各环节防控工作。针对南京禄口国际机场疫情,迅速行动,积极应对,依据职责督导南京禄口机场堵塞疏漏、认真整改。 密切跟踪全球疫情形势,动态调控国际客运航班,有力维护国内抗疫成果。全年累计实施 268 次熔断措施,熔断航班 603班。累计实施 11 次控制客座率措施,控制客座率航班 44 班。民航华东地区管理局强化疫情防控检查工作,明确防疫检查发现问题和提示风险处理程序,统一制发文书,落实落细疫情防控“四方责任”,推动形成疫情防控合力。

In view of the epidemic situation of Nanjing Lukou International Airport, act quickly, respond actively, and supervise the blockage, omission and serious rectification of Nanjing Lukou Airport according to its duties. Closely follow the global epidemic situation, dynamically regulate and control international passenger flights, and effectively safeguard the achievements of domestic anti-epidemic. In the whole year, a total of 268 circuit breakers were implemented and 603 flights were cut. A total of 11 measures were implemented to control the occupancy rate, and 44 flights were controlled. The East China Regional Administration of Civil Aviation will strengthen the work of epidemic prevention and control inspection, clarify the procedures for problems found in epidemic prevention inspection and prompting risks, unify the preparation and issuance of documents, implement the "quadripartite responsibility" for detailed epidemic prevention and control, and promote the formation of a joint force in epidemic prevention and control.
  • (二)加大政策供给,促进行业发展。积极与相关部门沟通协调,在财政支持、税费减免、金融信贷等方面,出台一揽子系统的、务实的为企业纾困解难、促进行业恢复发展的对策措施,有效扩大企业降本增效空间,全年为行业降低成本近 100 亿元。加快推进重大基础设施建设,全年完成固定资产投资 1150 亿元,连续两年实现投资超千亿。全行业优化常态化疫情防控状态下的运输生产组织,进一步激发国内航空市场潜力,全年新增航空人口 3563 万。

  • 三、持续深化“放管服”,加快构建服务型政府

Promote the model approval of domestic aviation products, improve the C919 project report and supervision mechanism, complete the airworthiness examination of China's first composite aviation propeller and issue the model certificate.

  • 四、加强立法顶层设计,持续完善法规体系

  • (四)加强涉外民航法治工作研究。健全涉外工作机制, 加快国际规则立法转化,继续推进 2010 年《北京公约》和《北京议定书》的批准工作。推动国际民航公约附件中增加电子执照许可条款,实现中国民航标准国际化。积极参加国际民航组织《解决分歧规则》工作组、无人机法律问题研究组,阐明中方立场,提出中国方案。

  • 五、深化行业监管改革,确保行业安全发展

  • (二)持续加强监察员队伍建设。继续加强监察员资质能力建设,推动“1+4+N”监察员培训架构的形成,进一步规范监察员资质管理。加强监察员培训学院建设,强化突出实训内容,优化课程体系。开展新《安全生产法》《行政处罚 法》宣贯,开展监察员入门通识、入门业务和强化业务培训合计 57 期,组织民航首批高级监察员考评选拔,抓好高级监察员的培养使用、组织考评和示范引领。民航西北地区管理局开展监察员跨专业培训试点,制定方案并研发课程,探索解决行业快速发展与监察员人数增长有限问题。民航各地区管理局通过开展监察员执法技能知识竞赛、信用民航知识竞赛等活动,以赛代训、以赛促学。
