2021 年，在党中央、国务院坚强领导下，民航局坚持以习近平新时代中国特色社会主义思想为指导，深入学习贯彻党的十九大和十九届历次全会精神以及中央全面依法治国 工作会议精神，深入学习贯彻习近平法治思想，扎实落实中央全面依法治国决策部署，全面推进依法行政，充分发挥法治在促进民航治理体系和治理能力现代化进程中的重要保 障作用。

一、深入贯彻习近平法治思想，深化民航法治政府建设

二、坚持依法精准防疫，促进行业恢复发展

（一）强化系统防控，筑牢民航防线。形成一套科学、 精准、随疫情变化动态调整的防控标准、办法和机制，有效防止疫情通过航空运输渠道传播，基本保持航线航班总体稳定。两次修订《运输航空公司、机场疫情防控技术指南》， 加大人、物、环的防控力度，会同有关部门起草全国机场疫情防控工作方案，完成防疫检查 7971 次，全面系统强化各环节防控工作。针对南京禄口国际机场疫情，迅速行动，积极应对，依据职责督导南京禄口机场堵塞疏漏、认真整改。 密切跟踪全球疫情形势，动态调控国际客运航班，有力维护国内抗疫成果。全年累计实施 268 次熔断措施，熔断航班 603班。累计实施 11 次控制客座率措施，控制客座率航班 44 班。民航华东地区管理局强化疫情防控检查工作，明确防疫检查发现问题和提示风险处理程序，统一制发文书，落实落细疫情防控“四方责任”，推动形成疫情防控合力。

In view of the epidemic situation of Nanjing Lukou International Airport, act quickly, respond actively, and supervise the blockage, omission and serious rectification of Nanjing Lukou Airport according to its duties. Closely follow the global epidemic situation, dynamically regulate and control international passenger flights, and effectively safeguard the achievements of domestic anti-epidemic. In the whole year, a total of 268 circuit breakers were implemented and 603 flights were cut. A total of 11 measures were implemented to control the occupancy rate, and 44 flights were controlled. The East China Regional Administration of Civil Aviation will strengthen the work of epidemic prevention and control inspection, clarify the procedures for problems found in epidemic prevention inspection and prompting risks, unify the preparation and issuance of documents, implement the "quadripartite responsibility" for detailed epidemic prevention and control, and promote the formation of a joint force in epidemic prevention and control.

（二）加大政策供给，促进行业发展。积极与相关部门沟通协调，在财政支持、税费减免、金融信贷等方面，出台一揽子系统的、务实的为企业纾困解难、促进行业恢复发展的对策措施，有效扩大企业降本增效空间，全年为行业降低成本近 100 亿元。加快推进重大基础设施建设，全年完成固定资产投资 1150 亿元，连续两年实现投资超千亿。全行业优化常态化疫情防控状态下的运输生产组织，进一步激发国内航空市场潜力，全年新增航空人口 3563 万。

三、持续深化“放管服”，加快构建服务型政府

Promote the model approval of domestic aviation products, improve the C919 project report and supervision mechanism, complete the airworthiness examination of China's first composite aviation propeller and issue the model certificate.

持续深化“证照分离”改革，2 项行政审批改为备案，21 项“证照分离”改革事项在全国推广实施。对外公布取消证明事项清单和实施告知承诺制清单，取消证明事项 49 项、实施告知承诺制 5 项。

四、加强立法顶层设计，持续完善法规体系

（一）编制发布“十四五”民航立法规划。编制发布 “十四五”民航立法专项规划，并将立法规划首次作为专项规划纳入民航“十四五”规划体系中，充分发挥立法对行业发展的引领、规范和保障作用，为提升行业治理提供坚实法治根基。

（四）加强涉外民航法治工作研究。健全涉外工作机制， 加快国际规则立法转化，继续推进 2010 年《北京公约》和《北京议定书》的批准工作。推动国际民航公约附件中增加电子执照许可条款，实现中国民航标准国际化。积极参加国际民航组织《解决分歧规则》工作组、无人机法律问题研究组，阐明中方立场，提出中国方案。

五、深化行业监管改革，确保行业安全发展

（四）压实责任加大监管力度。出台《民航安全生产工作考核办法》《民用航空安全培训与考核规定》，开展对航空公司、机场的安全保障财务考核，发挥考核约束作用，引导企业加大安全投入。完善企业法定自查制度，对 6 家单位试点法定自查评价工作。对失信主体严格实施惩戒，全年共 有 17 名行业从业人员、2 家通航企业的严重失信行为被记入 民航行业信用信息记录。民航东北地区管理局开展监管反思， 查找安全监管中存在的差距和不足，提出多项监管改进措施。

六、健全机构职能体系，加强权力制约监督

（三）深化政务信息公开。加强主动公开、决策公开、 执法公开，规范依申请公开，全年办理政务信息公开申请 264 件。充分发挥新闻发布会、政府网站等平台宣传作用，召开民航局例行新闻发布会 12 场，参加国新办和国家联防联控机制新闻发布会 7 场，回复民航局网站留言 799 条，有效回应社会关切的行业热点。

目前，在推进法治政府建设方面，民航局还存在“放管服” 改革举措有待深化，民航法律法规制修进度有待加快，科技创新对行业监管的支撑作用有待增强，监管方式有待进一步优化提升等问题。

At present, in promoting the construction of a Law-based Government, the Civil Aviation Administration still leaves some problems to slove, such as the reform measures of "release management and service" need to be deepened, the progress of the formulation and revision of civil aviation laws and regulations need to be accelerated, and the supporting role of scientific and technological innovation in industry supervision needs to be strengthened.

2022 年是民航“十四五”发展的关键之年，民航局将继续深入学习贯彻习近平法治思想，坚持法治政府、法治行业一体建设，出台民航局权责清单并建立清单动态调整机制，构建职责明确、依法行政的政府治理体系，抓住民航法全面修订契机，发展完善中国特色民航法规体系，推进系统监管、 智慧监管、精准监管，进一步提升监管效能，全面落实《民航局深入推进法治建设实施方案（2021-2025 年）》，为新发展阶段民航高质量发展和民航强国建设提供强有力的法治 保障，以优异成绩迎接党的二十大胜利召开。
