两个“河南”一样亲 ——记中组部第四批援青干部孙辉

“从首都北京到青海河南，从热闹都市到高寒草原，就像到了两个不同的世界：从喧哗到安静，从繁华到自然。”2019年7月27日，孙辉怀着一颗赤诚之心赴青海省黄南藏族自治州河南蒙古族自治县挂职，开展援青工作。
"from the capital Beijing to Henan, Qinghai, from the bustling city to the alpine prairie, it is like two different worlds: from noisy to quiet, from prosperous to natural." On July 27, 2019, Sun Hui went to Henan Mongolian Autonomous County, Huangnan Tibetan Autonomous Prefecture, Qinghai Province with a sincere heart to carry out youth aid work.
因为援青，孙辉从农业农村部中国绿色食品发展中心（以下简称部中心）的一名干部成为河南县的一名副县长，协助分管有机园区规划、农畜产品品牌认证和农业农村部对口援建河南县项目落实与管理等工作。

黄河九曲十八弯，河南县位于九曲黄河第一弯。

“我的祖籍在河南省，老家地处黄河中下游的分界线，而我这次要去的是黄河上游的河南县，黄河流经了两个‘河南’，一个是我的老家，另一个是我的第二故乡，我想这也是一种缘分吧。”初见孙辉，他身形高大、健硕，说起对河南县的第一印象，他自然地提到了黄河。

Speaking of his first impression of Henan County, he naturally mentioned the Yellow River.
三年前的那个夏日，孙辉从北京启程来到河南县。坐飞机、转汽车，整整一天的舟车劳顿，到达河南县时，已是夜幕时分。
On that summer day three years ago, Sun Hui left Beijing for Henan County. After a whole day of tiredness by air and bus, it was dark when we arrived in Henan County.
从平原到海拔3600米的高原，一道道难关横在孙辉的面前。首先面临的是“气候关”。随之而来的失眠、呼吸急促、头疼脑胀等一系列高原反应让他第一次体会到“吸不饱氧气”的痛苦。“来这里最不能适应的是高原环境,空气太稀薄了,刚来的一个月几乎不敢大喘气，几乎没有睡过一个整觉。”由于高原上特殊的饮食习惯，这三年，孙辉的血压、血脂也在不断升高，还做了胆囊切除手术。

"the most difficult thing for me to get used to here is the plateau environment. The air is so thin that I hardly dare to gasp for breath in the first month, and I have hardly slept a whole night." Due to the special eating habits on the plateau, Sun Hui's blood pressure and blood lipids have been rising over the past three years, and he has also undergone cholecystectomy.
通过努力，孙辉很快克服了高反，适应了新的环境，融入了新的集体。在援派单位的帮助、支持下，他按照工作计划全力推进农业农村部在河南县的对口援建项目和各项挂职工作，来河南县一周年之际，他的党员预备期满，组织批准他成为了一名正式党员，为他光荣的援青之路，添上了一笔重彩。

其次是面临着“适应关”。每逢佳节倍思亲，随着时间的推移，对家人的思念与日俱增。“又要走？”听闻儿子要去青海挂职，父亲忍不住伤心地哭了。2016年孙辉被单位派往陕西延川县挂职工作，好容易把儿子盼回来了，这没过多长时间，又要被派往青海。接到援青任务的时候，孙辉的父亲被诊断为胃癌，刚刚做完切除手术，老人家年轻时被派往国外工作多年，晚年，就想和孩子们一起享受天伦之乐，没想到又是一次离别。

When he heard that his son was going to work in Qinghai, the father could not help crying sadly. Sun Hui was sent to work in Yanchuan County, Shaanxi Province in 2016, and he managed to get his son back. It wasn't long before he was sent to Qinghai again. When he received the task of assisting the youth, Sun Hui's father was diagnosed with stomach cancer. just after the resection, the old man was sent to work abroad for many years when he was young. In his old age, he wanted to enjoy the family with his children, but he did not expect another parting.
三年当中，在经受了“脸被晒黑”“嘴唇干裂”“彻夜失眠”“高寒缺氧”的磨砺后，他却像热爱故土一样，深深地爱上了这片辽阔的草原……
In the past three years, after being honed by "suntanned face", "dry lips", "sleepless all night" and "cold and hypoxia", he fell in love with this vast prairie as if he loved his native land.

河南县畜种资源优势明显，但生态有机畜牧产业发展还有很大的提升空间，与国家提出的建设畜牧大县、强县的要求相比各个方面的差距显而易见，这种之前不曾切身感受过的巨大地域反差，让初上高原的孙辉内心感到十分震撼，但也激起了他的更加强烈的使命感。
The advantage of animal breed resources in Henan County is obvious, but there is still a lot of room for improvement in the development of eco-organic animal husbandry industry, and the gap in all aspects is obvious compared with the requirements put forward by the state for the construction of large and strong animal husbandry counties. this huge regional contrast, which has never been personally felt before, shocked Sun Hui, who first came to the plateau, but also aroused his stronger sense of mission.
“要想在这里干一番事业，必须先要融入。融入当地群众，融入这个民族，融入这片土地。”这是孙辉的答案。

作为农业农村部援派的一名挂职干部，为了尽快开展工作，孙辉在工作中想了不少办法：通过主动沟通，积极融入周围干部、群众；通过调研、走访等形式了解县里的经济、社会发展情况；通过和当地干部座谈，实地了解县里生态有机畜牧产业的基本情况和发展面临的困难以及急需的项目和政策支持；通过和牧民攀谈了解牧民的真实想法，拉近和他们的距离；通过对村、乡、镇领导、牧民连点贫困户的走访，掌握了大量河南县畜牧产业发展的一手材料，他很快进入了角色……
As an on-duty cadre sent by the Ministry of Agriculture and Village, in order to carry out his work as soon as possible, Sun Hui thought of many ways in his work: actively integrate into the surrounding cadres and masses through active communication; to understand the economic and social development of the county through investigation, visits and other forms Through a discussion with local cadres, we learned on the spot the basic situation of the eco-organic animal husbandry industry in the county and the difficulties faced by its development, as well as the much-needed projects and policy support; through talking with herdsmen, we understood the true thoughts of herdsmen and narrowed us closer to them. through visits to poor households in villages, townships, towns, and herdsmen, he quickly entered the role of a large number of first-hand materials on the development of animal husbandry industry in Henan County.
“只有离群众更近，才能知道他们的所想所盼。”为此，孙辉经常下乡调研，了解县里有机畜牧产业的基本情况，去联点帮扶牧民家里了解生活生产现状，每次去，他都要自己采购一些米、面、油、菜。

To this end, Sun Hui often went to the countryside to investigate and understand the basic situation of the organic animal husbandry industry in the county. He went to joint points to help herdsmen's families understand the current situation of life and production. Every time he went there, he had to buy some rice, noodles, oil and vegetables.
河南县宁木特乡周龙村周毛老阿妈是孙辉联点帮扶牧户中的其中一户，他清楚地记得第一次去的时候，老阿妈家空荡荡的，连个能坐的地方都没有，周毛老阿妈年事已高，浑身都是病，最小的孙女只有七岁，家里没有多余劳动力，孙辉见状心里十分难受。
Old Grandma Zhou Mao in Zhoulong Village, Ningmute Township, Henan County, is one of Sun Hui's joint points to help herdsmen. He clearly remembers that when he went for the first time, the old grandmother's house was empty and there was no place to sit. Old Grandma Zhou Mao was old and sick all over her body. The youngest granddaughter was only seven years old, and there was no extra labor at home. Sun Hui felt very uncomfortable when he saw this.
“每次去联点户家，我都会给他们带些他们需要的生活用品，还要掀开井盖看一看水通不通，打开柜子看一看吃的用的够不够？如果不去掀井盖、不去看米缸，你永远不知道老百姓真正缺什么。”因为语言不通，孙辉更多的是做而不是“听”。三年来，孙辉已经记不清，第几次去周龙村看望他的联点帮扶户。周毛老阿妈身体不好，药费负担很重；久美南杰家吃水还不是很方便；才让东智家希望再多养一些牛羊改善生活……孙辉把这些事情都记在了心里，通过和县里主管部门积极的沟通、协调，都得到了解决。

If you don't lift the manhole cover or look at the rice jar, you will never know what the common people really lack. " Because of the language barrier, Sun Hui is more likely to do than "listen". Over the past three years, Sun Hui can no longer remember how many times he went to Zhoulong Village to visit his joint helpers. Old Grandma Zhou Mao is in poor health and has a heavy burden on medicine; the draught of Jiumei Nanjie's family is not very convenient, which makes Dong Zhijia hope to raise more cattle and sheep to improve their lives. Sun Hui kept all these things in mind and solved them through active communication and coordination with the county competent department.
但孙辉心里清楚，给一家一户帮的小忙解决不了根本的问题，为了提高老百姓收入，必须通过产业发展。经过调查，孙辉觉得河南县的牛板粪、羊板粪有机质含量高，是很好的绿色肥料，肯定能卖上好价钱。于是，便和村干部商量，引导牧民将牛板粪、羊板粪收集后集中堆放，然后销售给县里的绿色生资肥料企业，拉长畜牧产业链条，让牧民多一份收入。
But Sun Hui knew in his heart that a small favor to a family could not solve the fundamental problem, and in order to improve the income of ordinary people, it was necessary to develop the industry. After investigation, Sun Hui felt that cow dung and sheep dung in Henan County had a high content of organic matter, which was a good green fertilizer and would certainly sell at a good price. As a result, they discussed with village cadres to guide herdsmen to collect cow dung and sheep dung, collect them, and then sell them to green raw-capital fertilizer enterprises in the county, so as to lengthen the chain of animal husbandry industry and let herdsmen have more income.
如今，行走在河南草原上，每当路过一个牧委会或养殖大户家附近都会看到草原上已经修建起来储粪棚和堆肥设施，这些设施就是农业农村部对口帮扶河南县建设的畜禽粪污资源化利用整县推进项目，它们不久将发挥效益，带动更多牧户增收。
Today, walking on the grasslands of Henan, whenever you pass by a pastoral committee or near a large farmer's home, you will see that manure storage sheds and composting facilities have been built on the grassland. these facilities are the county-wide project of livestock and poultry manure resource utilization built by the Ministry of Agriculture and Village, which will soon bring benefits and drive more herdsmen to increase their income.

河南蒙古族自治县，是青海省唯一的蒙古族自治县，俗称“河南蒙旗”，是农业农村部在青海的对口支援县。
Henan Mongolian Autonomous County, the only Mongolian Autonomous County in Qinghai Province, commonly known as "Henan Mengqi", is the counterpart support county of the Ministry of Agriculture and Village in Qinghai.
河南县大部分地区在海拔3600米以上,最高海拔4539米，自然资源禀赋独特，长期生活在这里的牧民们，在严酷的自然条件下从事畜牧业生产，培育出了适应高原环境的雪多牦牛、苏呼欧拉羊、河曲马等家畜，是世界上为数不多的高寒草甸畜牧业区域，“雪多”牦牛和苏呼“欧拉”羊，已经被农业农村部批准进入畜禽遗传资源保护名录，河南县932万亩草场全部通过了农业农村部中绿华夏有机食品认证中心的基地认证。

It has been approved by the Ministry of Agriculture and Village to enter the list of livestock and poultry genetic resources protection. 9.32 million mu of grassland in Henan County has all passed the base certification of Green Huaxia Organic Food Certification Center in the Ministry of Agriculture and Village.
天河之南，夏日时节牛羊满坡，水清草美。来到河南县的孙辉看到了这片高寒草甸发展生态有机畜牧业的优势，在部中心的支持下，他指导并推动全县的畜产品认证工作；启龙牧场的阿米雪酸奶、三江牧场的精加工牛羊肉等系列畜产品先后获得了国家绿色食品认证，在此基础上，青清海饺子、牦牛奶咖啡、“瀞”度矿泉水有望身披“绿标”亮相今年的青洽会。
To the south of Tianhe River, the slope is covered with cattle and sheep in summer, and the water is clear and the grass is beautiful. Sun Hui, who came to Henan County, saw the advantages of developing eco-organic animal husbandry in this alpine meadow. With the support of the Ministry Center, he guided and promoted the certification of livestock products in the county. A series of animal products such as Amish yoghurt from Qilong Farm and finishing beef and mutton from Sanjiang Ranch have successively obtained the national green food certification. On this basis, Qingqing dumplings, yak milk coffee, and "Yak" mineral water are expected to be unveiled at this year's Youth Fair in the "green label".
在工作中，孙辉始终把推动“两品一标”基地建设和认证工作作为重要抓手，为河南县畜牧产业发展助力，夯实产业发展基础。三年来，经过协调、对接，河南县共有4家企业的23个产品分别通过中心“两品一标”和绿色生资认证。2020年，青海开展省部共建有机绿色农畜产品示范省工作进入了关键阶段，孙辉积极协调部中心支持，先后为河南县雪多牦牛、欧拉羊活体和加工产品进行了有机食品、绿色食品、地理标志认证，实现了河南县主要畜种加工产品“两品一标”全覆盖，同年，河南县获得了部中心颁发的“全国有机牦牛、藏羊生产基地”称号。2021年，全省绿色有机农畜产品示范省暨牦牛产业发展现场观摩会在河南县召开，河南县生态有机畜牧产业发展模式得到了省市州领导和专家的高度肯定。

Over the past three years, after coordination and docking, 23 products of 4 enterprises in Henan County have passed the center's "two products and one standard" and green capital certification respectively. In 2020, Qinghai entered a critical stage in jointly building a demonstration province of organic and green agricultural and livestock products. Sun Hui actively coordinated the support of the Ministry Center. Organic food, green food and geographical indication certification were carried out for live and processed products of Xueduo yak, Oula sheep and processed products in Henan County, realizing the full coverage of "two products and one standard" of the main livestock processing products in Henan County in the same year. Henan County won the title of "National Organic Yak and Tibetan Sheep production Base" issued by the Ministry Center. In 2021, the demonstration province of green organic agricultural and livestock products and the on-site observation meeting on the development of yak industry were held in Henan County. The development model of ecological organic animal husbandry industry in Henan County was highly affirmed by provincial, municipal and state leaders and experts.
品牌建设是孙辉作为农业农村部派驻河南援青的工作重点。为了深入推动河南县畜牧产品品牌建设工作，他先后对河南县龙头企业启龙牧场，瀞度矿泉水厂，三江牧场等龙头企业进行了“两品一标”专题培训，亲自指导企业组织材料申报工作，并多次召开会议就存在的问题提出整改建议。2020年12月他代表河南县政府赴北京参加“雪多”牦牛地理标志答辩取得成功，河南县“雪多”牦牛获得“国字号”地理标志品牌。
Brand building is the focus of Sun Hui's work as an agricultural village department stationed in Henan Province to assist the youth. In order to further promote the brand construction of animal husbandry products in Henan County, he successively conducted special training on "two products and one standard" for leading enterprises in Henan County, such as Qilong Ranch, Liandu Mineral Water Plant, Sanjiang Ranch, and so on. He personally guided the enterprises to organize the material declaration work, and held many meetings to put forward rectification and reform suggestions on the existing problems. In December 2020, on behalf of the Henan county government, he went to Beijing to participate in the defense of geographical indications of "Xueduo" yaks and achieved success. "Xueduo" yaks in Henan County won the geographical indication brand of "national brand".
在农业农村部，省农业农村厅的支持下，第一批国家现代农业示范区（创建）落地河南县，这一项目的落地让孙辉的信心更足，干劲更大了。他说，下一步将在推进、落实农业农村部畜禽粪污资源化利用整县推进项目基础上，在建立、完善河南县绿色、有机牦牛、藏羊加工分割标准体系、动植物疫病监测及预警防控体系、有机农业科技园区规划、青甘川有机牛羊交易市场建设方案等方面继续努力，为河南县畜牧产品提升、产业升级再做一些基础性工作。

He said that the next step will be on the basis of promoting and implementing the county-wide project of resource utilization of livestock and poultry manure from the Ministry of Agriculture and Village, we will continue to make efforts in establishing and perfecting the standard system for the processing and segmentation of green and organic yaks and Tibetan sheep in Henan County, the monitoring and early warning prevention and control system of animal and plant diseases, the planning of organic agricultural science and technology parks, and the construction plan of Qingganchuan organic cattle and sheep trading market. To do some basic work for the promotion of animal husbandry products and industrial upgrading in Henan County.
