打好精准脱贫攻坚战，走中国特色减贫之路

仰角70多度的斜坡上，61岁的白海红小心地走着。宽度仅容一人的小路，因为多年无人经过，已经覆上了一层青草。

白海红所在的甘肃省定西市渭源县元古堆村海拔2400多米，三面环山，村里的百姓曾天天愁水。

猕猴桃、柚子、刺葡萄，一片接着一片，随着山势铺开……走进湖南省湘西土家族苗族自治州凤凰县廖家桥镇菖蒲塘村，仿佛走进了百果园。村民梁立成正在猕猴桃园补充水肥。

梁立成这番经验，来之不易。早些年，他尝试种猕猴桃，看到自家的地远不及种植大户家的产量高，心里很不是滋味。

当年的菖蒲塘村，很多村民和梁立成一样，发现病虫害，找不到“药方子”；摘了熟果子，寻不到好销路。

2013年11月，在湖南省花垣县十八洞村，习近平总书记首次提出“精准扶贫”重要理念。在脱贫攻坚中，各地深入贯彻习近平总书记关于精准扶贫、精准脱贫的重要指示精神，努力在因地制宜上做文章。

以发展壮大果业为依托，菖蒲塘村走上了一条农村美、农业兴、农民富的新路子。唐金生介绍，全村水果种植面积从2013年的1750亩扩展到现在的6000多亩，人均可支配收入从2013年的6121元增加到2021年的28538元，曾经的贫困山乡成为远近闻名的水果之乡。

脱贫攻坚，贵在精准，重在精准。2017年12月18日，习近平总书记在中央经济工作会议上指出，打好脱贫攻坚战，关键是聚焦再聚焦、精准再精准，采取更加集中的支持、更加有力的举措、更加精细的工作，瞄准特定贫困群众精准帮扶。

元古堆村曾是贫中之贫——2012年，全村1917人，扶贫对象有1098人，人均年收入仅1465.8元。

如今，走进新的元古堆村，村口景观墙下，摆着水缸、石磨、木轮轱辘3个老物件，道出曾经的“穷根”——吃水难、出行难。

2007年，苟怀文大学毕业，一直不愿回村。“小时候，出门要翻眼前的山。想一想，就怕。”

2021年2月25日，习近平总书记在全国脱贫攻坚总结表彰大会上庄严宣告：我国脱贫攻坚战取得了全面胜利，现行标准下9899万农村贫困人口全部脱贫，832个贫困县全部摘帽，12.8万个贫困村全部出列，区域性整体贫困得到解决，完成了消除绝对贫困的艰巨任务，创造了又一个彪炳史册的人间奇迹！

走出了一条中国特色减贫道路

红玫瑰、黄菊花、粉百合……来到贵州省铜仁市万山区旺家社区党群服务中心的手工坊，满眼姹紫嫣红。

“这些花，是社区姐妹们一针针绣出来的。”旺家社区党支部书记何英介绍。

手工坊的建立，源于今年3月何英的一次走访。当时，见易地扶贫搬迁户许平在织花，她不由赞叹：“真漂亮！”

旺家社区是万山区最大的易地搬迁安置点，居住约1.8万名集中安置群众。如何让搬迁群众在城里站稳脚跟？社区把加强党建引领作为易地扶贫搬迁后续扶持重要内容。在党组织推动下，社区劳动力全员参加技能培训，并建设一座6000平方米的易地搬迁“微工厂”产业园。

Wangjia Community is the largest resettlement site in Wanshan District, living about 18,000 people centralized resettlement. How to let the relocated masses stand firm in the city? The community regards strengthening the guidance of Party building as an important content of follow-up support for poverty alleviation relocation in inhospitable areas. Under the promotion of the Party organization, all the community labor force participated in skills training, and built a 6,000 square meters of easily relocated "micro factory" industrial park.

许平2019年搬到旺家社区，一个孩子上学，一个孩子才1岁，婆婆长期生病，“到工厂上班要打卡，难以兼顾家里。”如何创造更多灵活就业机会，帮助许平这样的搬迁群众？

Xu Ping moved to Wangjia Community in 2019. One child went to school, one child was only one year old, and her mother-in-law was ill for a long time. 目前，贵州全省949个集中安置点已实现党的基层组织全覆盖。一个个基层党组织，就是一个个坚强战斗堡垒，带领群众攻坚克难，确保“搬得出、稳得住、能致富”。截至今年6月底，全省易地扶贫搬迁群众就业41.45万户、92.99万人，实现了有劳动力家庭一户一人以上就业。

行走宁夏银川市永宁县闽宁镇，这一感受更加深刻。

贺兰山下，一座座大棚整齐排列。“种上蜜瓜，一个大棚年收入可达10万元。好效益靠啥？‘科特派’。”在闽宁镇园艺村，种植大户马雅铃指了指大棚门口的标牌，上面写着“厦门市科技特派员、闽宁协作服务基地”。

“这位‘科特派’大姐，天天在大棚里转。哪些瓜果开花了，哪个棚里果子熟了，她都知道。”马雅铃所称的“‘科特派’大姐”，名叫赖瑞云，福建省亚热带植物研究所副研究员，是福建省第十二批援宁工作队队员。

"The elder sister of 'Ke Te' turns in the greenhouse every day. She knows which fruits have blossomed and which fruits are ripe in the shed." Ma Yaling called "Big Sister of Kedong", named Lai Ruiyun, an associate researcher at Fujian Institute of Subtropical Botany, and a member of the 12th batch of aid teams in Fujian Province.

早在1996年5月，福建、宁夏“千里结亲”。时任福建省委副书记的习近平同志担任帮扶领导小组组长，直接组织实施闽宁对口扶贫协作。这一年，马雅铃14岁，全家从宁夏西吉县一个贫困山村，搬到永宁县这片待开发的荒地。第二年，这里被命名为闽宁村，后来发展成闽宁镇。

As early as May 1996, Fujian and Ningxia "got married thousands of miles away". Comrade Xi Jinping, then deputy secretary of Fujian Provincial Party Committee, served as the leader of the leading group for assistance, and directly organized the implementation of Fujian-Ningxia counterpart poverty alleviation cooperation. 2020年，宁夏利用闽宁协作资金，加上地方筹资，在园艺村建起设施大棚园区。马雅铃承包了6个大棚。从选种优质蜜瓜，到制作有机肥，再到防治病虫害，赖瑞云手把手地教，马雅铃实打实地学。

“赖大姐从福建引来番石榴、莲雾试种。将来，这些水果行情好，价格高，赚钱多。”马雅铃让弟弟加入，一个种，一个卖，生意越做越大。

"Lai Dajie brought guava and lotus mist from Fujian for trial planting. In the future, these fruits will have good market, high price and more money." Ma Yaling asked his younger brother to join, planting one and selling the other, and the business grew bigger and bigger.

26年来，福建派出200多名援宁干部，更有数千名教师、医生和科技人员接力帮扶。闽宁镇先后使用东西部协作资金2.46亿元，安排实施项目57个。“十四五”期间，闽宁协作进一步走深走实：明确闽宁镇打造东西部协作示范镇、移民致富提升示范镇、乡村振兴示范镇，推进10个闽宁产业园转型升级，巩固提升100个左右闽宁示范村……这场跨越时空的“山海情”，不断续写新篇。

前厅卖电动车，后堂开修理店，陕西省平利县长安镇上一家店铺特别光鲜，与“返贫”似乎不沾边。

Electric cars are sold in the front hall and repair shops are opened in the back hall. A shop in Chang'an Town, Pingli County, Shaanxi Province is particularly glamorous, which seems to have nothing to do with "returning to poverty".

2010年，凌均年在镇上买下两层楼，凭着诚信经营，小日子过得滋润。

In 2010, Ling Junnian bought two floors in the town, and managed in good faith, making a good life.

5年前，病魔从天而降。凌均年突然吐血、腹痛，到医院一查，患上了肝硬化。“起初两年，每年治病花销1万多元。”

Five years ago, the disease fell from the sky. Ling Junnian suddenly vomited blood and suffered from abdominal pain. He went to the hospital for a check and suffered from liver cirrhosis. "In the first two years, the annual cost of treating diseases was more than 10,000 yuan."

2020年，凌均年的病情加重，除了在本地治疗，还要经常去西安的大医院治疗。医疗费、交通费、食宿费开销大，积蓄很快要花完。

In 2020, Ling Junnian's condition worsened. Besides local treatment, he often went to large hospitals in Xi'an for treatment. Medical expenses, transportation expenses, room and board expenses are high, and savings will soon be spent.

“单看凌均年的住院支出，近3年就有14.9万元。”县、镇两级马上登门核实，把凌均年纳入防返贫监测对象。

"Looking at Ling Junnian's hospitalization expenses alone, there are 149,000 yuan in the past three years." County and town levels immediately went to the door to verify, and Ling Junnian was included in the monitoring object of anti-poverty.

2021年底，凌均年的医保报销比例上调。今年，他在县医院住了两次院，只掏了不到1000元。此外，他申请到大病医疗救助，获得6000元临时救助。妻子还当上了公益保洁员。

By the end of 2021, Ling's annual medical insurance reimbursement rate will be increased. This year, he spent less than 1,000 yuan on two visits to the county hospital. In addition, he applied for medical assistance for serious diseases and received 6,000 yuan for temporary assistance. His wife became a public cleaner.

“控制了病情，降低了花销，防止了因病返贫。”凌均年重新开门营业，赶上镇里发展夜间经济，在屋后长廊卖起饮料、小吃。

在平利县，18.9万名农村常住人口全部纳入动态监测范围。到目前，像凌均年一样，被纳入防返贫监测对象的有4900多人。今年4月，县里出台防止因病返贫专项救助办法，专门帮扶患病后负担较重的农村人口。

In Pingli County, all 189,000 permanent rural residents are under dynamic monitoring. So far, more than 4,900 people, like Ling Junnian, have been monitored to prevent the return of poverty. In April this year, the county introduced special measures to prevent people from returning to poverty due to illness, specifically to help rural people with heavy burdens after falling ill.

在河南省信阳市光山县晏河村，脱贫户周福蓉靠着电商产业，不仅自己脱了贫，还带动乡亲致富。

In Yanhe Village, Guangshan County, Xinyang City, Henan Province, Zhou Furong, a poverty-stricken household, not only got rid of poverty by himself, but also drove villagers to get rich.

周福蓉跟电商结缘，最初是卖苗木。2014年，她种苗木赔了本，成了贫困户。2016年，她到县里开办的电商培训班学习，将苗木卖到网上，全家脱贫。2017年，仅代销土特产，月收入已达7000多元。

Zhou Furong became attached to e-commerce, initially selling seedlings. In 2014, she lost money in planting seedlings and became a poor household. In 2016, she went to the e-commerce training class run by the county to study, sold seedlings online, and lifted the whole family out of poverty. In 2017, only local products were sold on a commission basis, and the monthly income reached more than 7,000 yuan.

周福蓉没有止步于此。光山县组织的一次农产品展销会，让她开了眼：“各式各样的菜摆在面前，种菜是个好路子。”这回，她被微商吸引，尝试“视频攒人气，引流到微信，用‘互联网+本地化’的模式卖菜。”

Zhou Furong didn't stop there. An agricultural product fair organized by Guangshan County opened her eyes: "All kinds of dishes are in front of her, and growing vegetables is a good way." This time, she was attracted by WeChat business and tried to "video popularity, drain to WeChat, and sell vegetables in the mode of 'Internet plus localization'."

2019年，周福蓉筹资承包占地100多亩的农场，建设30座蔬菜大棚，饲养2000多只土鸡。种菜，她不用化肥，不打农药，蔬菜供不应求。

In 2019, Zhou Furong raised funds to contract farms covering an area of more than 100 acres, built 30 vegetable greenhouses and raised more than 2,000 native chickens. When growing vegetables, she doesn't use chemical fertilizers or pesticides, and the supply of vegetables is in short supply.

14个微信群、4776位微信好友，周福蓉特别珍惜。她不仅在群里卖菜，还教大家种菜、做菜，去年赚了50多万元。她还帮周边村民卖土特产，仅大米一年就销了10万多斤。

There are 14 WeChat groups and 4,776 WeChat friends, which Zhou Furong cherishes especially. She not only sells vegetables in the group, but also teaches everyone to grow vegetables and cook, earning more than 500,000 yuan last year. She also helped the surrounding villagers sell local products, and rice sold more than 100,000 kilograms a year alone.

“数字成为新农资，手机成为新农具，直播成为新农活。”近年来，光山县实施“电商+产业+服务”战略，免费培训近万农民；上线100多款信阳地区优质农产品，打造以“光山十宝、信阳十特、河南十优”为代表的优质农特产品体系；2022年，建立直播基地，打造网红团队，一周销售茶叶300多万元，一周销售马畈鲜桃100多万元……

"Digital has become the new farm tools, mobile phones the new farm tools, and live streaming the new farm work." In recent years, Guangshan County has implemented the strategy of "e-commerce + industry + service", providing free training to nearly 10,000 farmers. More than 100 types of high-quality agricultural products in Xinyang area have been launched, and a high-quality agricultural products system represented by "Guangshan Ten treasures, Xinyang ten special, Henan Ten best" has been built. In 2022, establish a live streaming base, build an Internet celebrity team, sell tea more than 3 million yuan a week, sell Horse Fan fresh peach more than 1 million yuan a week...

2014年，河南省被确定为首批电子商务进农村综合示范省份之一，光山县等7个县被确定为首批示范县。目前，全省认定电商进农村综合示范县99个，实现对53个脱贫县全覆盖。今年上半年，全省农村网络零售额达753.9亿元。

全面实施乡村振兴战略，其深度、广度、难度都不亚于脱贫攻坚。十八洞村梨子寨石碑上，“精准扶贫”四个大字依然催人奋进；四川昭觉县的“悬崖村”阿土列尔村，入云的天梯见证生产生活巨变……乡村振兴足音铿锵，响彻万千阡陌。
