碧波荡漾，川流不息。青海省海南藏族自治州贵德县尕让乡希望村，村级河长李宝林每天都会到黄河岸边走一走：“打小长在水边，现在担了河长的责任，走走看看心里才踏实。”

In Hope Village, Garang Township, Guide County, Hainan Tibetan Autonomous Prefecture, Qinghai Province, village-level river chief Li Baolin walks to the bank of the Yellow River every day: "I grew up at the water's edge when I was a child. 黄河蜿蜒流淌。在贵德县，因泥沙含量低，河水清澈，有着“天下黄河贵德清”的美誉。然而，因乱占、乱采、乱建等问题，母亲河一度容颜晦暗。贵德县全面开展河湖“清四乱”专项整治行动，拆除违法建筑5.42万平方米，清除非法围堤4.6公里，设立县、乡、村三级河长、湖长232名。

健全防洪减灾体系，保障黄河长治久安。河南推进黄河堤防建设、河道整治、滩区治理、生态廊道建设，黄河下游河南段“十三五”防洪工程和沁河下游防洪治理工程全面完成，两岸501公里标准化堤防全线建成。

退耕还湿、退养还滩，湿地成为鸟类乐园。渤海之滨，山东省黄河三角洲国家级自然保护区，原先的光板地、盐碱滩，变成了水草丰茂的大美湿地，黄河口水质明显改善并稳定在Ⅱ类。“保护区的鸟类增加到371种，每年经这里迁徙过往的鸟类超过600万只。”保护区管委会高级工程师赵亚杰说。

监测数据显示，截至2020年底，黄河流域完成初步治理的水土流失面积达25万多平方公里，水土流失面积比1990年减少了48%。去年黄河干流全线达到Ⅲ类水体，到今年已实现连续23年不断流，流域生态环境持续明显向好。

By the end of 2020, more than 250,000 square kilometers of soil erosion had been initially remedied in the Yellow River basin, 48 percent less than in 1990, monitoring data show. Last year, the whole trunk of the Yellow River reached class ⅲ water body, and this year, it has been continuous flow for 23 years, and the ecological environment of the basin has continued to improve significantly.

建设特色优势现代产业体系。青海涌现一批自主技术国际领先的“专精特新”企业，光伏、锂电产业实现集群发展，全国每生产3块锂电池，就有1块出自西宁。甘肃节能环保、清洁生产、清洁能源等十大生态产业增加值已占地区生产总值的27%。宁夏形成完整的风光电储全产业链，单晶硅棒产能约占全球1/5。河南构建智能装备等战略新兴产业链，近10年全省战略性新兴产业增加值年均增速达13.3%。

构建区域城乡发展新格局。宁夏加大力度培育壮大农业产业化龙头企业，带动乡村产业振兴。内蒙古着力促进农牧业产业化、品牌化，并同发展文化旅游、乡村旅游结合起来，增加农牧民收入。山东探索集体统一经营、资产盘活运营等特色发展路子，农民专业合作社达24.5万家，家庭农场达10.5万户。

在甘肃，民生支出占财政支出比例每年都达80%左右，城乡居民收入增速连年高于经济增速，就业、教育、医疗、社保等事业有了长足发展，养老服务设施覆盖95%的城市社区和55%的行政村，普惠性幼儿园覆盖率达92.9%。

In Gansu, the expenditure on people's livelihood accounts for about 80% of the fiscal expenditure every year, and the growth rate of urban and rural residents' income has been higher than that of the economy for years. Employment, education, medical care, social security and other undertakings have made great progress. Old-age service facilities cover 95% of urban communities and 55% of administrative villages, and the coverage rate of universal kindergartens reaches 92.9%.

在陕西，苹果种植“触网上线”，助力乡村振兴。“种苹果收入上来了，比外出打工强多了。”延安宝塔区河庄坪镇万庄村农民张春德腰包鼓了，年收入增长到十几万元。
