今年1月中旬，在十九届中央纪委六次全会召开之际，一部5集电视专题片《零容忍》播出，引发强烈反响。专题片共选取16个案例，采访纪检监察干部、有关审查调查对象及涉案人员、干部群众140多人，生动讲述全面从严治党、推进反腐败斗争的故事，展示出党和国家监督体系的巨大威力。

In the middle of January this year, on the occasion of the sixth plenary session of the 19th Central Commission for Discipline Inspection, a five episode TV feature film "Zero Tolerance" was broadcast, causing a strong response. The feature film selected 16 cases in total, interviewed more than 140 discipline inspection and supervision cadres, relevant review and investigation objects and involved persons, cadres and masses, vividly told the story of comprehensively and strictly governing the party and promoting the anti-corruption struggle, and demonstrated the great power of the party and state supervision system.

监督是治理的内在要素，在管党治党、治国理政中居于重要地位。前不久，中共中央政治局就一体推进不敢腐、不能腐、不想腐进行第四十次集体学习，习近平总书记从六个方面系统总结了我们党在反腐败斗争中取得的显著成效、积累的重要经验，其中一个重要方面就是：“加强对权力运行的制约和监督，深化党的纪律检查体制改革、国家监察体制改革，实现党内监督全覆盖、对公职人员监察全覆盖，强化党的自我监督和群众监督，把发现问题、推动整改、促进改革、完善制度贯通起来，教育引导党员干部秉公用权、依法用权、廉洁用权、为民用权”。全面打赢反腐败斗争攻坚战、持久战，必须健全党统一领导、全面覆盖、权威高效的监督体系，增强监督严肃性、协同性、有效性，形成决策科学、执行坚决、监督有力的权力运行机制，确保党和人民赋予的权力始终用来为人民谋幸福。

党和国家监督体系是党在长期执政条件下实现自我净化、自我完善、自我革新、自我提高的重要制度保障。从将所有行使公权力的公职人员纳入国家监察范围到逐步形成“四个全覆盖”格局，从大力推动“有形覆盖”到走向“有效覆盖”……党的十八大以来，以习近平同志为核心的党中央把制约和监督权力作为保持党的肌体健康的重要保障，以党内监督带动促进其他监督，走出了一条中国特色的监督之路。以党内监督为主导，引领各类监督找准定位发挥作用。强化纪委监委专责监督，推进纪律监督、监察监督、派驻监督、巡视监督统筹衔接，推动人大监督、民主监督、行政监督、司法监督、审计监督、财会监督、统计监督、群众监督、舆论监督有机贯通、相互协调，能够最大程度发挥监督的整体效能。实践充分证明，我们党能够依靠自身力量发现问题、纠正偏差，深化改革、强化治理，推动执政能力整体提升，以党永不变质确保红色江山永不变色。

腐败的本质是权力出轨、行为越轨，许多腐败问题都与权力配置不科学、使用不规范、监督不到位有关。制约和监督权力，最根本的就是要完善权力配置和运行制约机制。党的十八大以来，无论是规范各级党政主要领导干部职责权限，科学配置党政部门及内设机构权力和职能，还是推行权力清单制度，依法公开权力运行流程，都围绕授权、用权、制权等环节，合理确定权力归属，划清权力边界，厘清权力清单，明确什么权能用、什么权不能用，强化权力流程控制，压缩自由裁量空间，杜绝各种暗箱操作，把权力运行置于党组织和人民群众监督之下，最大限度减少权力寻租的空间。

The essence of corruption is power deviance and behavior deviance. Many corruption problems are related to unscientific power allocation, nonstandard use and inadequate supervision. The most fundamental thing to restrict and supervise power is to improve the power allocation and operation restriction mechanism. Since the 18th National Congress of the Communist Party of China (CPC), whether it is to standardize the responsibilities and authorities of the main leading cadres of the Party and government at all levels, scientifically allocate the powers and functions of the Party and government departments and their internal organs, or implement the power list system, and open the power operation process according to law, it has been around the links of authorization, power use, and power control to reasonably determine the ownership of power, draw a clear line of power, clarify the power list, define what power can be used and what power cannot be used, and strengthen the control of power process, Reduce the space for discretion, eliminate all kinds of dark box operations, place the power operation under the supervision of the Party organization and the people, and minimize the space for power rent-seeking.

经过持续不断的努力，健全党和国家监督体系，已由前期的夯基垒台、立柱架梁，中期的全面推进、积厚成势，进入系统集成、协同高效的新阶段。新征程上，我们要深化党和国家监督体制改革，以党内监督为主导，各类监督贯通协调，形成全面覆盖、常态长效的监督合力，确保权力不被滥用。要着力减少腐败机会，抓住政策制定、决策程序、审批监管、执法司法等关键权力，严格职责权限，规范工作程序，强化权力制约，减少权力对微观经济活动的不当干预。要有效防止腐败滋长，把反腐败防线前移，加强日常管理监督，精准运用“四种形态”，抓早抓小、防微杜渐、层层设防。

Through continuous efforts to improve the Party and state supervision system, we have entered a new stage of system integration, coordination and efficiency, from the early stage of ramming the foundation, erecting the column and erecting the beam, to the middle stage of comprehensive promotion and momentum. On the new journey, we need to deepen the reform of the Party's and the state's supervision system, take inner-party supervision as the leading role, coordinate all kinds of supervision, form a comprehensive, normal and long-term joint force of supervision, and ensure that power is not abused. Efforts should be made to reduce opportunities for corruption, seize key powers such as policy making, decision-making procedures, approval and supervision, law enforcement and justice, strictly enforce duties and authorities, standardize working procedures, strengthen power constraints, and reduce improper interference of power in microeconomic activities. It is necessary to effectively prevent corruption from growing, move forward the anti-corruption defense line, strengthen daily management and supervision, accurately use the "four forms", grasp the small early, guard against small problems, and set up defenses at all levels.

坚持和完善党和国家监督体系，是国家治理体系和治理能力现代化的重要内容和重要保障。以彻底的自我革命精神，坚定不移推进全面从严治党，加强对权力运行的制约和监督，持之以恒正风肃纪反腐，我们就一定能跳出治乱兴衰的历史周期率，引领和保障中国特色社会主义巍巍巨轮行稳致远。

Adhering to and improving the Party and state supervision system is an important part and guarantee of the modernization of the national governance system and governance capacity.
