地处武陵山腹地的重庆市酉阳土家族苗族自治县大溪镇，“大溪镇数字乡村平台”运行三个月交出了这样一份答卷：推送政务信息33次，监测集镇乱搭乱建10余起，协助民警办案定责5起，持续观测林下养鸡、果园生长情况并提供种植养殖建议400余户……

酉阳县黑水镇平地坝村党支部书记胡青松给出了他的答案：“自从村务‘搬’上‘云端’，‘靠腿’变成了‘线上忙’，不仅办事的效率高了，群众的满意度也越来越高。”

去年以来，平地坝村整合资源，将数字化技术与乡村治理结合，搭建了以数字为关键生产要素的综合信息展示平台，开启了数字化技术应用乡村治理的探索实践。平台包含乡村总览、产业兴旺、生态宜居、乡风文明、治理有效、共同富裕6项内容，不仅能够实时了解农户动态、为农户提供种植建议，还能以信息化手段精准推送集镇信息、开展返贫动态监测等工作。

村务怎么样，网上就能看。打开数字乡村平台，能清晰地看见村务办理的具体事项及办结率。村民可以通过“民事直说”或曝光台反映事件。网格员则通过一部手机及时服务群众，就近解决纠纷，并通过积分治理，奖惩结合激发村民的主观能动性，自觉担当乡村公序良俗的维护者和倡导者。

Villagers can reflect events through "civil direct talk" or exposure stations. Members of the grid serve the masses in time through a mobile phone, solve disputes nearby, stimulate the initiative of villagers through integral management, rewards and punishments, and consciously act as defenders and advocates of rural public order and good customs.
“过去有事到处找干部，现在手机登录平台发布信息，很快就有村干部主动对接解决问题。”说起平台的好处，村民冉鲜荣逢人就夸。

酉阳县清泉乡清溪村，地处乌江百里画廊的核心区，推开房门就能看见蜿蜒流淌的壮美乌江，每年吸引了不少游客前来打卡观光。瞧见了发展前景，村民陈长书早早就动起了开农家乐的心思。
Qingxi Village, Qingquan Township, Youxian County, is located in the core area of Wujiang Baili Gallery. Pushing open the door, you can see the winding and magnificent Wujiang River, which attracts many tourists to punch in every year. Seeing the development prospect, the villager Chen Changshu started the idea of opening a farmhouse early.
要开农家乐，首先得办理营业执照。“过去办理这类证件，不仅要跑到相隔二十多公里的龚滩镇去办，既费时又耗精力，而且如果遇到资料不齐，还得来回跑。”办证的事，一时让陈长书犯了愁。
To open a farmhouse, you must first apply for a business license. "In the past, to handle such documents, not only did you have to go to Gongtan Town, which is more than 20 kilometers apart, but it was time-consuming and energy-consuming, and you had to run back and forth if you encountered irregular information." For a while, Chen Changshu was worried about the application.
后来，陈长书打听得知，为了方便群众办证，相关部门在全县39个乡镇（街道）邮政网点设立了“政务服务厅”，代办行政审批和公共服务事项，不少证件都能“就近办、一次办、网上办、马上办”。抱着试一试的心态，他走进了乡上邮政网点设立的“政务服务厅”，不到十分钟就完成了营业执照资料填报和申请。

“过去‘跑来跑去’，现在‘网来网去’，最大限度让政务‘网上办’。”酉阳县政务服务中心主任王黎介绍，聚焦乡村治理能力现代化，全县结合群众需求，致力打造“酉服务”品牌，全力汇民意、办实事、聚民心，让政务服务实现“一网通办”。

除了推动政务“网上办”服务下沉乡村，酉阳县还将群众急难愁盼问题反馈“网上办”。去年6月，“酉诉即办”服务群众工作平台应运而生，“网下网上”对接群众需求。成立一年多来，累计受理群众各类诉求4024个，现场解释答疑回复1876件，分类交办2148件，交办诉求办理2103件，按期办理回复率达99.29%。

“妈，天变凉了，多穿点衣服，别感冒了。”酉阳县花田乡何家岩村，一套远程看家系统，让常年在县城务工的村民石敦国通过一台手机，就能随时随地掌握家里的情况，“多亏了这个系统，让我们在外务工更加安心了。”
"Mom, it's getting cold. Put on more clothes and don't catch a cold." In Hejiayan Village, Huatian Township, Youyang County, a remote house-keeping system allows Shi Dunguo, a villager who works in the county town all the year round, to know the situation at home anytime and anywhere through a mobile phone. "Thanks to this system, it makes us feel more at ease to work outside the home."
去年，花田乡与腾讯公司及移动、电信、联通三大通信运营商合作，全域推进数字乡村建设，为全乡222户空巢老人建立了以“让温暖陪伴您身边”为主题的全方位空巢老人关心体系。值得一提的是，通过安装视频看护设施，定制开发了24小时无活动轨迹预警功能，实现亲情通话、远程视频、广播提醒、一键呼救、预警提示等功能整合，让外出子女关爱全天候在线，村“两委”看护全天候不间断。

一夜秋雨后，何家岩村87岁的何易光老人起床突然感觉身体有些乏力。时间还未到中午，村里签约医生就拎着药箱上门来了。
After a night of autumn rain, He Yiguang, an 87-year-old man in Hejiayan Village, got up and suddenly felt a little weak. Before noon, the contracted doctor in the village came to the door with a medicine cabinet.
“手表小，用处大，尤其是老人身体不舒服，系统就能早知道。”花田乡卫生院相关负责人介绍，政府为全乡的空巢老人免费发放了健康手环，该手环同乡卫生院建立了大数据连接关系，老人的血压、血糖、心律等健康状况后台都能实时掌握。同时，系统还开发了摔倒呼救特别功能，对老人的健康状况和安全状况实行全天候监护。

According to the relevant person in charge of Huaxiang Health Center, the government distributed a health bracelet for the empty nesters in the township free of charge. The bracelet has established a big data connection relationship with the township health center, and the blood pressure, blood sugar, heart rhythm and other health conditions of the elderly can be mastered in real time in the background. At the same time, the system has also developed a special function of calling for help when falling down, which can monitor the health and safety of the elderly around the clock.
在花田乡，数字化还催生了网格化管理服务。花田乡党委书记邹艺介绍，全乡以村民小组为单元划分网格，落实就近就地原则，有针对性选择了67名有爱心、善料理群众，实行一天一上门、三天一料理的工作措施，及时就近扶助，让空巢老人生活更舒心。

“义务劳动5分、见义勇为100分、招商引资5分、诚实守信10分……”走进地灵村新时代文明实践站，一张《新时代文明实践站积分细则》，以村（居）民家庭为单位建立积分账户，清晰地对村民日常行为、村中环境卫生等进行考核、量化，实现村规民约、道德法制等素质提升的“绿色积分”全覆盖。

“积分实行数字化管理，村民什么时候干了啥，什么时候挣了几分都有记录。”负责地灵村“积分银行”管理的村民冉四海介绍，村民按照积分细则完成任务，经过审核上传平台记录后就能获得对应积分。20积分可以兑换一包洗衣粉，10积分可以兑换一瓶酱油，同时积分还可以兑换纸、牙膏等10多种生活用品。

“‘积分银行’将无据可考变成有据可查，不仅充分调动了村民共同建设美丽乡村的积极性，而且还成了全镇开展乡村治理的有效抓手。”涂市镇党委书记冉玉峰坦言，系统里看得见的文明积分，正通过潜移默化、润物无声的方式影响更多村民，不断为培育文明乡风、良好家风、淳朴民风、推进乡村振兴注入新动能。
