精细化工行业绿色发展大会在沈阳举行

Green Development Conference of Fine Chemical Industry Held in Shenyang

近日，精细化工行业绿色发展大会暨第七届化工行业危险废物及废盐处理处置论坛在沈阳举行。与会专家一致认为，如何治理危险废物及废盐是制约化工行业绿色发展的一大难题，科学、准确地鉴别和检测危险废物并进行合理的资源化利用是推进化工行业绿色发展的重要抓手。

Recently, the Green Development Conference of Fine Chemical Industry and the 7th Forum on the Treatment and Disposal of Hazardous Wastes and Waste Salt in Chemical Industry were held in Shenyang. Experts at the meeting agreed that how to treat hazardous waste and waste salt is a major problem that restricts the green development of the chemical industry. Scientific and accurate identification and detection of hazardous waste and reasonable resource utilization are important to promote the green development of the chemical industry.

会议指出，化工行业一直是危险废物环境管理的重点行业。化工行业产生的危险废物量占工业危险废物产生量的20%以上，且具有成分复杂、含有毒有害物质、环境风险高、处理处置难度大等特点。

The meeting pointed out that the chemical industry has always been a key industry in the environmental management of hazardous wastes. The amount of hazardous waste generated by the chemical industry accounts for more than 20% of the amount of industrial hazardous waste, and has the characteristics of complex composition, containing toxic and harmful substances, high environmental risk, and difficult treatment and disposal.

“高投入、高消耗、高排放的发展方式严重制约行业绿色低碳转型。”中国石油和化学工业联合会副会长周竹叶指出，加快构建科技含量高、资源消耗低、环境污染少的绿色低碳生产体系是石油和化工行业可持续发展的内在需求，是推进行业供给侧结构性改革，促进行业调结构、转方式的重要举措，也是增加绿色产品有效供给、补齐绿色发展短板的必然要求。

"The development mode of high input, high consumption and high emission seriously restricts the green and low-carbon transformation of the industry." Zhou Zhuye, Vice President of the China Petroleum and Chemical Industry Federation, pointed out that accelerating the construction of a green low-carbon production system with high scientific and technological content, low resource consumption and low environmental pollution is the inherent demand for the sustainable development of the petroleum and chemical industry. It is an important measure to promote the supply side structural reform of the industry, promote the restructuring and mode transformation of the industry, and also an inevitable requirement to increase the effective supply of green products and complement the weaknesses of green development.

为促进化工行业绿色高质量发展，周竹叶提出5项重点工作：一是把节约能源资源放首位，加大节能技术投入力度，加强建设能源管理中心，同时还要推动原料低碳化、轻质化；二是加快产业结构的转型升级，包括提高高端石化产品的供给能力、开发优质耐用可循环的绿色石化产品，以及主动向高端化和差异化转变；三是持续深入推进绿色制造。石化联合会将继续细化并完善节能减排与绿色低碳标准体系框架，持续开展行业绿色工厂、绿色产品、绿色园区认定，培育绿色发展的典型示范；四是加快废物综合利用以实现循环发展。从企业小循环、园区中循环、社会大循环三个层面构建循环经济体系，提高产业关联程度和循环链接效益;五是持续推动企业履行安全环保责任，引导更多企业积极主动践行责任关怀，并将开展环境、社会及公司治理即ESG的评级评价工作和发布行业蓝皮书。

In order to promote the green and high-quality development of chemical industry, Zhou Zhuye proposed five key tasks: One is to save energy resources in the first place, increase investment in energy-saving technology, strengthen the construction of energy management center, but also to promote the low carbon, light weight of raw materials. The second is to accelerate the transformation and upgrading of industrial structure, including improving the supply capacity of high-end petrochemical products, developing high-quality, durable and recyclable green petrochemical products, and actively transforming to high-end and differentiation. Third, continuously and deeply promote green manufacturing. Petrochemical Federation will continue to refine and improve the framework of energy conservation and emission reduction and green low-carbon standard system, continue to carry out the identification of green factories, green products and green parks in the industry, and cultivate typical demonstrations of green development. Fourth, accelerate the comprehensive utilization of waste to realize circular development. To construct circular economy system from three levels: enterprise small circulation, park middle circulation and social large circulation, so as to improve industrial correlation degree and circulation link benefit. Fifthly, continuously promote enterprises to fulfill their safety and environmental protection responsibilities, guide more enterprises to actively practice responsible care, and will carry out rating and evaluation of environmental, social and corporate governance (ESG) and issue industry blue book.

工业和信息化部节能与综合利用司负责人指出，化工行业要充分认识并把握工业绿色低碳发展的新形势，牢牢把握绿色低碳发展的战略方向，遵循“1个行动、构建2大体系、推动6个转型、实施8大工程”的整体部署。精细化工行业要进一步优化产业结构，开拓高附加值的新产品，提高高端产品自给率，培养新的经济增长点；全面建设绿色制造体系，提升全行业绿色发展意识，同时加快相关标准的制定实施;加快自主创新，突破一批绿色发展的关键技术，对可能占据未来技术制高点的新兴技术做好战略储备;并认真研究《“十四五”工业绿色发展规划》《工业领域碳达峰实施方案》等文件提出的新任务和新要求，抓住绿色低碳发展的新机遇，将绿色低碳纳入企业的发展战略，实现高质量发展。

The person in charge of the Department of Energy Conservation and Comprehensive Utilization of the Ministry of Industry and Information Technology pointed out that the chemical industry should fully understand and grasp the new situation of green and low-carbon development of industry, firmly grasp the strategic direction of green and low-carbon development, and follow the overall deployment of "one action, building two systems, promoting six transformations and implementing eight projects." The fine chemical industry should further optimize the industrial structure, develop new products with high added value, improve the self-sufficiency rate of high-end products, and cultivate new economic growth points. Build a green manufacturing system in an all-round way, enhance the awareness of green development in the whole industry, and speed up the formulation and implementation of relevant standards; Accelerate independent innovation, break through a number of key technologies for green development, and make strategic reserves for emerging technologies that may occupy the commanding heights of future technologies. And carefully study the new tasks and new requirements put forward in the "14th Five-Year Plan for Industrial Green Development" and the Implementation Plan for Carbon Peak in the Industrial Field, seize the new opportunities of green and low-carbon development, incorporate green and low-carbon into the development strategy of the enterprise, and realize high-quality development.

“危险废物鉴别是规范化管理危险废物的重要抓手。”生态环境部固体废物与化学品管理技术中心总工程师韦洪莲表示，下一步，固管中心将着力于加强危险废物利用处置能力，通过推动建设“无废集团”“无废工厂”“无废园区”和探索危险废物“点对点”定向利用，真正让危险废物有路可去;继续分行业、分类别开展危险废物环境管理指南编制，提高危险废物的环境管理效率。同时，还将加大危险废物信息化管理力度，推进危险废物全过程监控和信息化追溯。

"The identification of hazardous waste is an important hand for standardized management of hazardous waste. " Wei Honglian, the chief engineer of the Solid Waste and Chemical Management Technology Center of the Ministry of Ecology and Environment, said that, in the next step, the Solid Waste Management Center will focus on strengthening the capacity of hazardous waste utilization and disposal, and truly make hazardous waste have a way to go by promoting the construction of "waste free groups", "waste free factories" and "waste free parks" and exploring the "point-to-point" directional utilization of hazardous waste. We will continue to work out guidelines for environmental management of hazardous wastes by industry and by category to improve the efficiency of environmental management of hazardous wastes. At the same time, it will also strengthen the information management of hazardous wastes, and promote the whole process monitoring and information tracing of hazardous wastes.
