自然保护地是生态建设的核心载体、中华民族的宝贵财富、美丽中国的重要象征，在维护国家生态安全中居于首要地位。我国自1956年在广东省建立第一个自然保护区—鼎湖山自然保护区以来，经过多年努力，已建立各级各类自然保护地近万个，占陆域国土面积的18%。2018年机构改革后，由国家林草局统一保护监管各类自然保护地，推动印发了《关于建立以国家公园为主体的自然保护地体系的指导意见》和《关于在国土空间规划中统筹划定落实三条控制线的指导意见》，强化了自然保护地监管。

Nature reserves are the core carrier of ecological construction, the precious wealth of the Chinese nation, and an important symbol of beautiful China. They play a primary role in maintaining national ecological security. Since the establishment of Dinghushan Nature Reserve, the first nature reserve in Guangdong Province in 1956, China has established nearly 10000 nature reserves of all kinds at all levels, accounting for 18% of the land area. After the institutional reform in 2018, the National Forestry and Grass Administration uniformly protected and supervised all kinds of natural reserves, and promoted the issuance of the Guiding Opinions on the Establishment of a Natural Reserve System with National Parks as the Main Body and the Guiding Opinions on the Overall Delineation and Implementation of Three Control Lines in Territorial Space Planning, which strengthened the supervision of natural reserves.

针对自然保护地交叉重叠、边界不清等历史遗留问题和现实矛盾冲突，自然资源部、国家林草局于2020年启动自然保护地整合优化工作，对全国自然保护地开展全面调查摸底评估，研究制定相关规则，出台系列政策文件。2022年，紧密衔接生态保护红线划定，加快工作进度，加大工作力度，推动全国自然保护地整合优化工作取得重要进展，初步形成《全国自然保护地整合优化方案》。部局联合办公，同步进行保护地整合优化预案再完善工作与生态保护红线调整，对三条控制线及相关保护地进行串联审核，基本完成了“三区三线”划定任务。组织开展风景名胜区整合优化预案编制工作，印发了风景名胜区整合优化工作规则和数据汇交要求，编制了风景名胜区有关文件资料汇编。组建指导组指导编制预案，组织审核专班集中联合审查1051个风景名胜区预案，并对100多个风景名胜区预案进行抽查，完成了审查工作。

In response to the historical problems and practical conflicts such as overlapping and unclear boundaries of natural reserves, the Ministry of Natural Resources and the National Forestry and Grass Administration launched the integration and optimization of natural reserves in 2020, carried out a comprehensive investigation and assessment of national natural reserves, studied and formulated relevant rules, and issued a series of policy documents. In 2022, we will closely link up the delimitation of the ecological protection red line, speed up the work progress, strengthen the work, promote the important progress of the integration and optimization of the national nature reserves, and initially form the National Nature Reserve Integration and Optimization Plan. The Ministry and Bureau jointly worked together to simultaneously carry out the re-improvement of the protection area integration and optimization plan and the adjustment of the ecological protection red line, and carried out the series review of the three control lines and related protection areas, and basically completed the task of "three zones and three lines". Organize and carry out the preparation of the integration and optimization plan for scenic spots, print and distribute the working rules and data collection requirements for the integration and optimization of scenic spots, and compile the compilation of relevant documents and data for scenic spots. A guidance group was set up to guide the preparation of the plan, organize a special audit team to jointly review 1051 plans for scenic spots, and conduct spot checks on more than 100 plans for scenic spots, thus completing the review.

下一步，国家林草局将认真贯彻落实党中央决策部署，继续抓好自然保护地整合优化。一是进一步完善相关程序，争取自然保护地整合优化方案及早落地实施。二是持续加强自然保护地监督管理，定期组织开展人类活动情况遥感监测和核查，做到问题早发现、案件早查处、隐患早排除，确保自然保护地平稳有序健康发展。三是推动完善生物多样性监测监管平台、国家级自然保护区和国家级风景名胜区规划审批审查管理系统，推进以国家公园为主体的自然保护地体系规划和林草系统生物多样性十四五规划与远景目标编制工作。

Next, the State Forestry and Grass Administration will earnestly implement the decisions and arrangements of the Party Central Committee, and continue to focus on the integration and optimization of natural reserves. First, further improve the relevant procedures and strive for the early implementation of the integration and optimization plan of natural reserves. Second, we will continue to strengthen the supervision and management of natural reserves, regularly organize remote sensing monitoring and verification of human activities, so as to find problems early, investigate and deal with cases early, and eliminate hidden dangers early, so as to ensure the stable, orderly and healthy development of natural reserves. Third, we will promote the improvement of the biodiversity monitoring and supervision platform, the planning approval and review management system for national nature reserves and national scenic spots, and promote the preparation of the national park as the main body of the nature reserve system planning and the 14th Five-Year Plan for the biodiversity of the forest and grass system and the far-sighted objectives.
