国家林草局推荐案例入选全国“减证便民”十大典型案例

The cases recommended by the State Forestry and Grass Bureau were selected into the top ten typical cases of "reducing certificates for convenience" in China

司法部近日公布“减证便民”十大典型案例，国家林业和草原局推荐的“湖南省浏阳市林业部门借助信息化手段推行告知承诺制便利林农个人办理林木采伐许可证”入选。

浏阳市是林业大县，林地面积达517万亩。为更好地服务林农，保护林农的合法权益，2021年以来，浏阳市林业部门广泛推广林木采伐App，借助信息化手段推行告知承诺制。林农足不出户，即可掌上办理林木采伐许可证。

Liuyang City is a large forestry county with a forest land area of 5.17 million mu. 在林农完成林木采伐许可证办理后，镇上工作人员第一时间通知村护林员，由护林员上门指导和监督林农依法诚信采伐，确保采伐树种、面积、蓄积等内容在许可范围内。

针对“办证难、办证繁、办证慢”问题，2019年国家林业和草原局出台文件规定，对林农个人申请采伐人工商品林蓄积不超过15立方米的，精简或取消伐前查验等程序，实行告知承诺方式审批。2021年以来，国家林业和草原局在总结各地实行告知承诺制审批和林木采伐App使用情况的基础上，针对出行困难、智能手机使用不便的林农群体，在林木采伐App中新增委托代办功能，并要求各地足额保障告知承诺制审批所需采伐限额。此项林木采伐“减证便民”举措每年将惠及林农超过10万户。经初步统计，2022年，全国各省办理林木采伐告知承诺审批65197件、采伐蓄积516484立方米，如按平均每立方米费用15元测算，共为林农节省支出约775万元。（赵向往 杨娜 王鹤智）
