浙江德清 精准治堵服务亚运

一直以来，保通保畅是浙江交通的持续工作重点。今年以来，浙江省湖州市德清县在延续既有治堵工作成果的基础上，以第十九届亚运会国际赛事为契机，坚持城市可持续发展路线，以交通改善为切入点，统筹赛事交通保障和推进治堵工作，解决目前在城市化和机动化快速发展双重背景下的城市交通拥堵问题，全力满足民生需求，改善市容市貌，展示德清“品质城市”形象。

今年3月，德清召开全县治堵工作布置会，副县长高群出席会议，县公安局、县建设局、县交通运输局、县综合执法局等有关部门及各镇（街道）分管负责人参加会议。会议要求各责任单位从“拥堵时间、拥堵路段、拥堵程度”开展全面排查，重点在中心城区、集镇区域、国省干线公路、入城口、旅游景区等车流、人流密集路段和拥堵时段进行排查，开展专项整治行动。目前通过全面排查，各街道、部门初步提交堵点148个。

The meeting required the responsible units from the "congestion time, congestion sections, congestion degree" to carry out a comprehensive survey, focusing on the central city, town areas, national and provincial trunk highways, the entrance to the city, tourist attractions and other traffic flow, crowded sections and congestion time to carry out a survey, to carry out special rectification action. At present, through a comprehensive survey, the streets and departments initially submitted 148 points of congestion.

在前期梳理《德清县域交通规划（2019—2035）》和《德清综合交通运输“十四五”规划》等相关文件的基础上，德清以街道、乡镇为划分单元，组织项目成员开展面向相关堵点的现场交通调研，摸清既有交通设施水平和交通运营组织现状，为制定治堵方案明确前提条件。根据流量分析、堵点识别、实地勘察、工作调研及治堵政策研究和论证等工作，德清确定易堵点123个，严谨分析每个易堵点存在的问题和治理方案，按照“一点一方案”原则制定整治方案。

Based on traffic flow analysis, identification of congestion points, field surveys, research and policy research, Deqing has identified 123 congestion-prone points, critically analysed the problems and treatment options of each congestion-prone point, and formulated a remediation plan according to the principle of "one point, one solution".

此外，德清以全县“一盘棋”思想统筹推进交通易堵点整治，在前期确定的道路交通易堵点整治方案的基础上整体谋划，分层次分片区有计划推进，逐步解决各个堵点，实现畅通目标。全县制定印发整治任务清单，明确属地镇街和公安、教育、建设、交通、综合执法等单位的牵头整治责任，拟要求非工程治理项目和条件具备且较易实施的工程治理项目12月底前完成整治，规划类项目外的一般工程治理项目明年完成。截至10月底，德清已完成整治点位45个。
