山西太岳林局2023年重点抓好五项工作

Shanxi Taiyue Forestry Bureau will focus on five tasks in 2023

2月14日，山西省太岳山国有林管理局召开2023年林草工作暨党风廉政建设会议，提出2023年重点做好五项工作。

On February 14th, Taiyueshan State-owned Forest Administration of Shanxi Province held a conference on forestry and grass work and the construction of a clean and honest government in 2023, and put forward five key tasks in 2023.

一是以林长制为牵引，全面提升资源保护综合防控能力和水平。压实局场站三级林长职责，从严执行“五项配套制度”，筑牢“三防”安全底线，扎实推进林草防火专项行动，深入开展建设项目违法使用林地排查整治专项行动，认真编制天然林保护修复制度方案，扎实打好有害生物防治持久战，全年林业有害生物成灾率控制在3.5‰以下，草原成灾率控制在9.5%以下，种苗检疫率达到100%。

First, take the forest watcher system as the traction to comprehensively improve the ability and level of the comprehensive prevention and control of resource protection. We make sure that forest watcher in three levels(bureau, plant, station) fully fulfill their duties, trictly implement the "five supporting systems", build a safe bottom line of "three defenses", solidly promote the special action of forest and grass fire prevention. We should carry out in-depth special action of investigation and remediation of illegal use of forest land in construction projects, carefully prepare the system plan of natural forest protection and restoration, and lay a solid foundation for a protracted war against pest. We should make shure that the annual forest pest disaster rate is controlled below 3.5 ‰, the grassland disaster rate below 9.5%, and the seedling quarantine rate reaches 100%.

二是以“双提质”为目标，用实绩捍卫林草生态建设先锋队、主力军、排头兵地位。以开展“生态工程建设质量提升年”活动为契机，提高精品意识，狠抓工程质量，一以贯之地做好林草生态建设基础性工作，高标准实施“双重”工程人工造林4.2万亩、省级造林5万亩、未成林补植补造5万亩、封山育林4.02万亩、退化林修复4000亩，高质量完成森林抚育任务13.6万亩，完成草原保护修复治理7000亩。

Second, with the goal of "quality improvement in two aspects", we should defend the vanguard position of forest and grass ecological construction with actual achievements. Taking the opportunity of launching the "Year of Improving the Quality of Ecological Engineering Construction", we should improve the awareness of high-quality products, pay close attention to the quality of projects, consistently do a good job in the fundamental work of forest and grass ecological construction. We should implement the "double" project of construction of 42,000 mu of artificial afforestation, 50,000 mu of provincial afforestation, 50,000 mu of unfinished forest replanting, 40,200 mu of closing hillsides for afforestation, 4,000 mu of degraded forest restoration, 136,000 mu of forest tending tasks and 7,000 mu of grassland protection, restoration and management with high quality.

三是以自然保护地综合保护为重点，推动建设人与自然和谐共生现代化美丽林区。认真组织完成国家森林公园总体规划修编工作，实施好各类自然保护地建设项目，加强保护地宣传工作，严格落实生物多样性保护。

Third, we should focus on the comprehensive protection of nature reserves, and promote the construction of modern and beautiful forest areas where man and nature coexist in harmony. We should seriously organize and complete the revision of the master plan of the National Forest Park, implement various nature reserve construction projects, strengthen the publicity work of protected areas, and strictly implement biodiversity protection.

四是以“制度执行年”主题活动为抓手，全面提升林区治理能力和水平。以法律法规为准绳，以2022年重新修订出台的34项制度为依据，以问题为导向，扎实推进主题年活动落细落实，进一步清除制度执行中的顽瘴痼疾，创新工作机制，提升管理水平，助推全局各项工作规范化。

Fourth, we should take the theme activities of "System Implementation Year" as important tool, and comprehensively improve the governance capacity and level of forest areas. We should take laws and regulations as the criterion, the 34 systems revised and promulgated in 2022 as the basis, and tthe problems as the guide, so as to push forward the detailed implementation of the theme year activities, further eliminate stubborn and chronic problems in the implementation of the system, innovate the work mechanism, improve the management level, and promote the standardization of the overall work.

五是以丰富森林康养和旅游资源为着力点，奋力答好太岳林局示范亮点命题答卷。召开“全局森林旅游康养工作座谈会”，依托现有开发成熟的六大景区扩容、转型、提质，通过积极运作盘活其他景区，继续打造兴唐寺-云顶小镇多元化、现代化森林景观线，协调推动重点森林旅游康养工程建设。

Fifth, we should focus on enriching forest health and tourism resources, we strive to solve the problems of demonstration of Taiyue Forestry Bureau. We will hold a" the forum on the forest tourism and healthcare", rely on the expansion, transformation and upgrading of the existing six ma ture scenic spots, revitalize other scenic spots through active operation, continue to build a diversified and modern forest landscape line from Xingtang Temple to Yunding Town, and coordinate and promote the construction of key forest tourism health care projects.
