本网讯 日前，《高标准农田建设 通则》（GB/T30600-2022）（以下简称《通则》）经国家市场监督管理总局（国家标准化管理委员会）批准发布，将于2022年10月1日起正式实施。这是2014年《高标准农田建设 通则》（GB/T30600-2014）（以下简称原《通则》）发布后的首次修订，也是2018年党和国家机构改革，农田建设管理职能整合归并至农业农村部后，农业农村部牵头修订的第一个农田建设领域重要国家标准。

This is the first revision of the General Rules for Construction of High-standard Farmland (GB/T30600-2014) (hereinafter referred to as the original General Rules) after its release in 2014, and the first important national standard in the field of farmland construction led by the Ministry of Agriculture and Rural Development after the Party and State institutional reform in 2018 and the integration of farmland construction management functions under the Ministry of Agriculture and Rural Development.

修订原《通则》是落实党中央、国务院关于加强耕地保护建设决策部署的重要举措，也是新时期统一高标准农田建设标准，实现农田建设项目科学规范管理的重要依据。新修订的《通则》以全面提升农田质量为目标，充分考虑区域特点，统筹农田工程建设和质量建设，坚持科学布局、分类施策，目标导向、良田粮用，生态理念、注重质量等编制原则，系统完善了原《通则》相关内容与技术规范，将更好地指导农田建设高质量发展，对进一步规范高标准农田建设行为，提升高标准农田建设质量具有重要意义。

《通则》在修订思路上突出绿色发展理念，统筹设施建设与地力提升，突出科学适用性，提升标准可操作性。在修订设施建设指标的同时，着重补充完善了地力提升相关指标，按建设内容详细划分具体工程类别，每一类别详细制定建设标准，既确保地方开展各类工程建设都能有所参照，也为各地开展耕地质量提升建设提供有效技术参考。

《通则》的主要特点是，突出因地制宜，分区域设置建设标准。充分考虑与《全国高标准农田建设规划（2021-2030年）》的有效衔接，区分不同建设目标、重点、能力和条件，将全国划分为东北区、黄淮海区、长江中下游区、东南区、西南区、西北区和青藏区等七个区域，因地制宜制定高标准农田基础设施建设标准和农田地力标准指标。《通则》还规定了各省高标准农田粮食综合生产能力指标，强化了高标准农田建设的粮食产能导向。

Taking into full consideration the effective connection with the National High Standard Farmland Construction Plan (2021-2030), it distinguishes different construction objectives, priorities, capacities and conditions, divides the country into seven regions, including the Northeast, Yellow and Huaihai Sea, Middle and Lower Yangtze River, Southeast, Southwest, Northwest and Qinghai-Tibet regions, and sets the construction standards for high-standard farmland infrastructure and farmland land strength standards according to local conditions. The General Rules also stipulate the indicators of comprehensive grain production capacity of high-standard farmland in each province, strengthening the grain production capacity orientation of high-standard farmland construction.

《通则》发布实施后，国家市场监督管理总局（国家标准化管理委员会）和农业农村部将以多种方式开展国家标准的宣贯和培训，为更好地指导各地加强高标准农田建设与管理，夯实国家粮食安全基础创造有利条件。

After the release and implementation of the General Rules, the State Administration of Market Supervision and Administration (National Standardization Administration Committee) and the Ministry of Agriculture and Rural Development will carry out the promotion and training of national standards in various ways to create favorable conditions for better guidance to strengthen the construction and management of high-standard farmland and consolidate the foundation of national food security.
