甘肃金昌做实林长制推进林草高质量发展

甘肃省金昌市围绕“生态保护修复、造林增绿、绿色发展、改革创新”全面提升的目标，实现林长制工作高起点发展、林草资源高质量保护、造林增绿高标准推进。
Jinchang City Gansu Province, centering on the goal of "ecological protection and restoration, afforestation and greening, green development, reform and innovation," has realized the development of forest management system at a high starting point, high-quality protection of forest and grass resources, and promotion of afforestation and greening at a high standard.
2022年，金昌市委、市政府主要领导签发总林长令4份，780名林长上岗履职，选聘护林员、草管员等536名，设立林长制公示牌217块。各级林长累计巡林3104次，其中市县（区）级总林长开展巡林调研18次，及时发现并解决了一批实际问题。
In 2022, the main leaders of Jinchang Municipal Party Committee and Municipal Government issued 4 general forest management orders, 780 forest leaders took up their duties, 536 forest rangers and grass keepers were selected and employed, and 217 forest management system publicity boards were set up. The forest leaders at all levels visited the forest for 3104 times in total, among which the chief forest leaders at city and county (district) levels carried out forest patrol investigation for 18 times, and found and solved a number of practical problems in time.
生态保护修复取得新成效。金昌市全面落实祁连山国家公园创建区各项任务，开展自然保护地整合优化“回头看”。开展林草湿荒年度调查监测，样地调查62个，图斑监测606个，核实森林督查疑似图斑144个。有效保护国家级公益林160.75万亩，防治林草有害生物90.26万亩，落实草原禁牧139万亩、草畜平衡353.7万亩。依法办理林地、草原征占用审核审批事项49件，审核审批率100%。
New achievements have been made in ecological protection and restoration. Jinchang City fully implemented the tasks of the Qilian Mountain National Park to create an area to carry out the integration and optimization of nature reserves "look back." Annual investigation and monitoring of forest and grass wet wasteland were carried out, 62 sample plots were investigated, 606 map spots were monitored, and 144 suspected map spots were verified for forest supervision. Effectively protect 1.6075 million mu of national public welfare forest, prevent and control 902,600 mu of forest and grass pests, implement 1.39 million mu of grassland grazing ban and 3.537 million mu of grass-livestock balance. According to law, 49 items of examination and approval of forest land and grassland requisition and occupation were handled, with an examination and approval rate of 100%.
造林增绿实现新提升。通过实施《金昌市全域绿化生态建设规划（2021—2025年）》，河长、林长合力破解生态用水难题，共促“身边增绿”民心项目顺利推进。人工造林2.14万亩，退化林修复0.5万亩，森林抚育1.8万亩，封滩育林2.7万亩，湿地修复0.1万亩，规划造林绿化空间48.91万亩。退化草原生态修复治理5.45万亩，在高标准农田项目区同步配套农田防护林，义务植树115.8万株。建立了市级林草项目库，编制各类林草专项规划3个。

A total of 54,500 mu of degraded grassland was restored, and shelterbelts were built in high-standard farmland project areas, and 1.158 million trees were planted. The municipal forest and grass project database has been established, and three special plans of various kinds of forest and grass have been prepared.
绿色发展带来新收获。金昌市将产业发展和群众生态享受需求紧密结合，借力科技支撑，做大做优经济林果和乡村生态旅游产业。全市整合项目资金434.03万元，发展特色经济林1240亩，新增及改造城市绿地600亩。着力打造以永昌县南坝乡为重点的生态样板区域，花果山绿化项目完成游园化造林3300亩。与高校合作的试验示范项目顺利完成，成功建立3个实践教学基地。新申报林草科技项目3个，培育优质苗木45万株。

The city integrated project funds of 4.340300 million yuan, the development of characteristic economic forest of 1,240 mu, the increase and renovation of urban green space of 600 mu. Efforts were made to build an ecological model area with Nanba Township in Yongchang County as the focus. The green project of Huaguo Mountain completed 3,300 mu of recreational afforestation. The experimental demonstration project in cooperation with colleges and universities has been successfully completed, and 3 practical teaching bases have been successfully established. Three new forestry and grass science and technology projects were declared, and 450,000 high-quality seedlings were cultivated.
创新改革推动新发展。为全方位深化林草领域改革，更好服务乡村振兴，金昌市创新制定“一长一辅一技”技术指导服务制度。稳步推进集体林权制度改革，深化国有林场改革，实施欠发达国有林场巩固提升项目4个。采取政府供苗、各村筹工投劳相结合的方式，筹集资金342.8万元，向群众提供各类优质苗木21.36万株，完成乡村振兴绿化美化点73个。
Innovation and reform drive new development. In order to comprehensively deepen the reform in the field of forestry and grass and better serve rural revitalization, Jinchang innovatively formulated the technical guidance service system of "One long, one auxiliary and one technology". We will steadily advance reform of the collective forest ownership system, deepen reform of state-owned forest farms, and carry out four projects to consolidate and upgrade less-developed state-owned forest farms. Through a combination of government supply of seedlings and village contributions, 3.428 million yuan was raised, 213,600 high-quality seedlings of various types were provided to the public, and 73 landscaping points for rural revitalization were completed.
