近日，国务院应对新型冠状病毒感染肺炎疫情联防联控机制印发《关于切实做好货运物流保通保畅工作的通知》（以下简称《通知》）。《通知》要求，全力畅通交通运输通道。严禁擅自阻断或关闭高速公路、普通公路、航道船闸。不得擅自关停高速公路服务区、港口码头、铁路车站和航空机场，或擅自停止国际航行船舶船员换班。高速公路服务区关停期间，要继续保留加油等基本公共服务功能。

Recently, the State Council in response to the new coronavirus infection pneumonia epidemic joint prevention and control mechanism issued the "on the effective good freight logistics to ensure smooth work" (hereinafter referred to as the "notice"). The "Notice" requires that all efforts be made to smooth the transportation channels. It is strictly prohibited to block or close the lock of expressway, ordinary highway and waterway without authorization. It is not allowed to shut down expressway service areas, ports and wharves, railway stations and air airports without authorization, or stop the shift change of vessels and crew of international navigation without authorization. During the closure of expressway service areas, basic public service functions such as refueling should be maintained.

《通知》明确，因出现确诊或密接人员等情况确需关停或停止的，应报经省级联防联控机制（领导小组、指挥部）批准后方可实施。同时，要提前向社会公布关停信息，关停后要积极采取措施尽快恢复。

According to the notice, those who need to be shut down or stopped due to confirmed cases or close contacts should be approved by the provincial joint prevention and control mechanism (leading group and headquarters) before implementation. At the same time, we should announce the closure information to the society in advance, and take active measures to recover as soon as possible after the closure.

《通知》提出，要科学合理设置防疫检查点并及时通报设置情况，高速公路防疫检查点应设在收费站外广场及以外区域，具备条件的地方要配套设置充足的货车专用通道、休息区。严禁在普通公路同一区段同一方向、同一航道设置2个（含）以上防疫检查点；严禁在高速公路主线和服务区设置防疫检查点；严禁擅自在航道船闸设置防疫检查点。

According to the notice, epidemic prevention checkpoints should be set up scientifically and rationally and the setting situation should be notified in a timely manner. Epidemic prevention checkpoints on expressways should be set up in plazas and areas outside toll stations, and sufficient special channels for trucks and rest areas should be set up where conditions permit. It is strictly prohibited to set up two or more epidemic prevention inspection points in the same direction and channel in the same section of ordinary highways. It is strictly prohibited to set up epidemic prevention checkpoints in the main line of expressways and service areas; It is strictly prohibited to set up epidemic prevention inspection points in waterway locks without authorization.

《通知》要求，优化防疫通行管控措施。各地区要根据货运车辆和司乘人员实际行程、是否涉疫等情况，精准实施通行管理。不得随意限制货运车辆和司乘人员通行，不得以车籍地、户籍地作为限制通行条件，不得简单以货车司乘人员、船员通信行程卡绿色带＊号为由限制车辆船舶的通行、停靠。

The Notice requires that the control measures for epidemic prevention be optimized. All regions should accurately implement traffic management according to the actual itinerary of freight vehicles and drivers and whether they are involved in epidemics. The passage of freight vehicles and crew members shall not be arbitrarily restricted, the vehicle domicile and household registration place shall not be used as the conditions of restricted passage, and the passage and docking of vehicles and ships shall not be restricted simply by the green belt * on the travel card of freight vehicle drivers and crew members.

《通知》要求，全力组织应急物资中转。疫情严重地区要依托周边物流园区（枢纽场站、快递园区）、高速公路服务区等，加快设立启用物资中转调运站、接驳点或分拨场地，并及时向社会公告；对需跨省域设立的，相邻省份要给予支持。

The "Notice" requires that all efforts be made to organize transit of emergency supplies. Relying on the surrounding logistics parks (hubs and express delivery parks) and expressway service areas, the severely affected areas should speed up the establishment and operation of material transfer and transportation stations, connecting points or distribution sites, and timely inform the public; For those that need to be set up across provinces, neighboring provinces should give support.

《通知》要求，切实保障重点物资和邮政快递通行。封控区内的港口企业应提前安排作业人员进驻港口，实行封闭管理。对来自涉疫地区的内贸船舶，实行非必要不下船、非必要不登轮，推行非接触式作业，确保港口运行正常。对涉疫地区港口码头、铁路车站、航空机场的集疏运货运车辆实行“场区—公路通行段—目的地”全链条的闭环管理和点对点运输。

Notice "request, guarantee key goods and postal express passage effectively. Port enterprises in the enclosed control areas shall arrange their operators to enter the ports in advance for closed management. Domestic trade vessels from affected areas will not disembark or board unless necessary, and non-contact operations will be carried out to ensure normal port operation. The closed-loop management and point-to-point transportation of the whole chain of "field-road traffic section-destination" shall be implemented for the collection and distribution of freight vehicles at port terminals, railway stations and aviation airports in epidemic-related areas.

《通知》强调，对遭遇突发性、紧迫性、临时性基本生活困难的货车司机、快递员，要及时采取有效措施，帮助解决问题、渡过难关。

The "Notice" emphasizes that for truck drivers and couriers who encounter sudden, urgent, and temporary basic living difficulties, effective measures must be taken in a timely manner to help solve problems and tide over difficulties.
