民航局印发《全国民航系统法治宣传教育第八个五年规划（2021-2025）》

法治宣传教育是推进民航系统法治建设的长期性基础性工作。日前，为深入学习贯彻习近平法治思想，认真做好民航系统第八个五年法治宣传教育工作，进一步加大民航普法力度，民航局印发《全国民航系统法治宣传教育第八个五年规划（2021-2025）》（以下简称《规划》），持续推动民航业尊法学法守法用法，为加快民航强国建设提供有力法治保障。

《规划》明确了2021年~2025年全国民航系统法治宣传教育的总体要求和目标。根据《规划》，到2025年，民航系统普法依法治理水平显著提升，普法工作体系更加健全。民航系统干部职工和行业从业人员对法律法规的知晓度、法治精神的认同度、法治实践的参与度显著提高，尊法学法守法用法的自觉性和主动性显著增强。民航系统依法治理深入推进，办事依法、遇事找法、解决问题用法、化解矛盾靠法的法治环境显著改善。民航普法制度完备、实施精准、评价科学、责任落实的工作体系基本形成。

《规划》明确了宣传教育的六项重点任务。一是突出学习宣传习近平法治思想。民航系统各单位各部门必须用习近平法治思想武装头脑、指导实践，推动普法工作守正创新、提质增效、全面发展。要把学习宣传习近平法治思想作为民航业普法的首要政治任务，深入学习宣传习近平法治思想的重大意义、丰富内涵、精神实质和实践要求。要把习近平法治思想融入各类学习教育培训主要内容，推动习近平法治思想入脑入心、走深走实。二是深入学习宣传宪法。深入持久开展宪法宣传教育活动，全面落实宪法宣誓制度，开展“宪法宣传周”活动，加强国旗法、国歌法等宪法相关法律的学习宣传。以现行宪法颁布实施40周年为契机，加大宪法学习宣传教育力度。三是深入学习宣传民法典。深入学习宣传习近平总书记关于民法典的重要指示精神，广泛开展民法典普法工作，推动民航各级行政机关带头学习宣传民法典，推动领导干部做学习、遵守、维护民法典的表率。组织开展民法典专项宣传活动，让民法典走到群众身边、走进群众心里。四是深入学习宣传应知应会的国家基本法律。继续把宣传中国特色社会主义法律体系作为普法基本任务，大力宣传与民航业密切相关的国家基本法律，强化“十四五”时期制定和修改的法律法规宣传教育。进一步强化对行政处罚法、行政强制法、行政许可法、行政复议法、行政诉讼法等常用行政法律法规的学习宣传，大力宣传有关平等保护、公平竞争、激发民航业市场主体活力和防范风险的法律法规，大力宣传总体国家安全观和国家安全法、反分裂国家法、反外国制裁法、数据安全法、个人信息保护法、国防法、反恐怖主义法、国境卫生检疫法、安全生产法、突发事件应对法等与民航运输安全生产密切相关的法律法规，组织开展“4·15”全民国家安全教育日普法宣传活动。五是深入学习宣传民航行业法律法规。持续突出强化《中华人民共和国民用航空法》《民用机场管理条例》《民用航空安全保卫条例》《民用航空器适航管理条例》等民航法律、行政法规的普及程度，加大民航安全、服务、发展等方面规章的学习宣传，将新制定或修改的法律法规规章列入年度普法工作重点，大力加强宣传贯彻。六是深入学习宣传党内法规。突出学习宣传党章，教育民航系统广大党员干部以党章为根本遵循，尊崇党章、遵守党章、贯彻党章、维护党章。把学习掌握党内法规作为合格党员的基本要求。以党章、准则、条例等为重点，深入学习党内法规，注重将党内法规宣传同国家法律宣传相协调，将党内法规学习与党风廉政建设、党的优良传统教育、反腐倡廉教育、理想信念教育相结合，教育引导民航系统党员干部做党章党规党纪和国家法律的自觉尊崇者、模范遵守者和坚定捍卫者。

《规划》明确了宣传教育的五类主要对象，明确要加强民航系统领导干部、民航各级行政机关工作人员、民航监察员、民航行业从业人员和服务对象、民航系统院校师生的法治宣传教育。《规划》还提出了做好民航系统法治宣传教育工作的具体要求：一要加强组织领导, 把推进民航普法和守法摆上重要工作日程，各单位各部门主要负责人切实履行推进法治建设第一责任人的职责；二要完善制度建设，完善民航法律顾问、公职律师、公司律师制度，健全完善民航法治宣传教育体制，形成大普法工作格局；三要落实经费保障，从人员配备、经费、装备等方面加大投入，确保法治宣传教育工作全面有效开展；四要丰富内容方式，构建民航普法宣传产品供给新模式，打造普法精品内容；五要强化指导检查，加强普法日常指导工作，确保民航普法工作有声有色、有力有效。
