谈及《意见》出台的背景和考虑，国家发展改革委负责同志透露，《意见》的制定出台，一方面是着眼长远，着力畅通国民经济循环，进一步巩固消费对经济发展的基础性作用；另一方面是聚焦当前，统筹疫情防控和经济社会发展，积极应对疫情对消费的影响，切实保障消费供给，促进消费持续恢复。

据介绍，《意见》按照目标导向和问题导向相结合、短期支持和中长期促进相兼顾的要求，从系统全面促进消费的角度，提出了五大方面20项重点举措。
