宋志勇表示，2022年是党的二十大召开之年，也是“三农”工作重心从脱贫攻坚历史性地转向全面推进乡村振兴的关键之年。民航局党组深入学习贯彻习近平总书记关于全面推进乡村振兴的系列重要指示批示精神，切实扛起政治责任，努力实现“三个转向”，调整实施“五大工程”，在推动定点帮扶的南疆于田、策勒两县巩固拓展脱贫攻坚成果、全面推进乡村振兴上迈出新步伐、取得新成效。他强调，今年是民航局定点帮扶两县25周年，面对新形势新任务新要求，民航各单位、各部门要坚持以习近平新时代中国特色社会主义思想为指引，与两县同心协力、真抓实干，坚决守住不发生规模性返贫的底线，奋力开创全面推进乡村振兴新局面。

围绕做好2023年定点帮扶工作，宋志勇提出三点工作要求。一要深化思想认识、提高政治站位，坚持以习近平新时代中国特色社会主义思想指导定点帮扶工作。要坚持用习近平新时代中国特色社会主义思想凝心铸魂，完整准确贯彻新时代党的治疆方略和习近平总书记在新疆考察时的重要讲话精神，围绕党的二十大各项任务部署真抓实干，以深化调查研究推动谋事成事，以更大帮扶成效作为捍卫“两个确立”、做到“两个维护”的生动实践。

二要坚持系统谋划，强化发展导向，以“五大工程”助力乡村“五大振兴”。发挥行业优势，大力推进于田万方机场运营管理和策勒通用机场规划建设，强化民航帮扶特色；突出标杆引领，打造示范村建设样板工程，提升乡村治理能力；创新思路举措，做好两县“土特产”文章，多措并举促进产业振兴；激发内生动力，持续加强人才、文化、医疗、教育帮扶，牢牢守住不发生规模性返贫底线，不断增强两县自我“造血”能力。
