2月2日，广西壮族自治区与交通运输部以视频连线方式召开西部陆海新通道（平陆）运河项目部区会商会议。广西壮族自治区党委书记刘宁、交通运输部部长李小鹏出席会议并讲话。会议由广西壮族自治区党委副书记、自治区政府主席蓝天立主持。会议同意建立平陆运河项目工作部区会商机制，合力推进平陆运河项目建设。

Liu Ning, secretary of the Party Committee of Guangxi Zhuang Autonomous Region, and Li Xiaopeng, minister of the Ministry of Transport, attended the meeting and made a speech. The meeting was chaired by Lan Tianli, deputy secretary of the Party Committee of Guangxi Zhuang Autonomous Region and chairman of the regional government. The meeting agreed to establish the work of the Pinglu Canal Project Ministry and district meeting mechanism to jointly promote the construction of the Pinglu Canal Project.

平陆运河始于南宁横州市西津库区平塘江口，经钦州灵山县陆屋镇沿钦江进入北部湾钦州港海域，全长134.2公里，全线按内河Ⅰ级航道标准建设，可通航5000吨级船舶。平陆运河是优化提升全国水运网络、加快建设国家综合立体交通网的联网工程，是交通强国建设的标志性工程。项目于2022年8月底开工建设先导工程，预计今年3月全线动工，2026年12月底完成主体工程建设，初步设计批复项目概算总投资727.2亿元。

The Pinglu Canal starts from the mouth of Pingtang River in the Xizu reservoir area of Hengzhou City, Nanning, and enters the sea of Qinzhou Port in Beibu Gulf along Qinjiang River via Luya Town of Lingshan County, Qinzhou, with a total length of 134.2 kilometers, and the whole line is built according to the standard of inland waterway grade I, which is navigable for 5000-ton ships. The Pinglu Canal is a networking project to optimize and enhance the national water transportation network and accelerate the construction of a national comprehensive three-dimensional transportation network, which is a landmark project for the construction of a strong transportation country. The project started construction of the pilot project at the end of August 2022, and is expected to start construction of the whole line in March this year, and complete the construction of the main project at the end of December 2026, with a total estimated investment of 72.72 billion yuan for the preliminary design approval project.

李小鹏指出，平陆运河的顺利开工建设，是深入贯彻落实党中央、国务院部署要求的重大举措，是部区合力推动重大交通项目建设的成功典范，是各方协调联动、攻坚克难的丰硕成果。交通运输部将深入学习、深刻领会、坚决贯彻、扎实落实党的二十大精神和习近平总书记一系列重要指示精神，贯彻落实党中央、国务院决策部署，积极支持平陆运河建设。要锚定目标，全力打造优质工程、绿色工程、廉洁工程。要加强统筹谋划，服务高水平共建西部陆海新通道，奋力谱写加快建设交通强国广西新篇章。当前春运已经进入后半程，要以更高标准、更严要求、更实举措，全力做好运输服务、疫情防控、保通保畅、安全生产等各项工作。

Li Xiaopeng pointed out that the smooth start of construction of the Pinglu Canal is a major initiative to thoroughly implement the deployment requirements of the Party Central Committee and the State Council, a successful example of cooperation between the Ministry and the region to promote the construction of major transportation projects, and a fruitful result of the coordination and linkage of all parties to overcome difficulties. The Ministry of Transport will study in depth, deeply understand, resolutely carry out and solidly implement the spirit of the 20th Party Congress and a series of important instructions from General Secretary Xi Jinping, implement the decision and deployment of the Party Central Committee and the State Council, and actively support the construction of the Pinglu Canal. To anchor the goal, make every effort to build high-quality projects, green projects, clean projects. To strengthen the overall planning, service high level to build a new Western land and sea channel, and strive to write a new chapter to accelerate the construction of a strong transportation Guangxi. The current Spring Festival has entered the second half of the process, to a higher standard, stricter requirements, more real initiatives, do a good job in transport services, epidemic prevention and control, to ensure smooth passage, safety production and other work.

刘宁指出，平陆运河是西部陆海新通道的骨干工程，将开辟广西内陆及我国西南、西北地区运距最短、最经济便捷的出海水运通道，大幅提升西部陆海新通道运输能力，优化提升全国水运网络，促进北部湾国际枢纽海港建设，推动广西持续深化与东盟及RCEP国家经贸合作，更好服务和融入新发展格局。广西将深入贯彻落实习近平总书记重要批示精神，按照“通江达海、整体规划、一次建成、系统运行”的建设方案，与交通运输部携手推进运河全线持续性建设，携手把运河打造成“平安百年品质工程”，携手谋划发挥运河综合效益，高标准高质量高效率推进建设。

Liu Ning pointed out that the Pinglu Canal is the backbone project of the new western land and sea channel, which will open up the shortest distance between inland Guangxi and China's southwest and northwest regions, the most economical and convenient waterway to the sea, significantly improve the transport capacity of the new western land and sea channel, optimize and enhance the national water transport network, promote the construction of Beibu Gulf international hub seaport, promote Guangxi to continue to deepen economic and trade cooperation with ASEAN and RCEP countries, and better serve and integrate into the new development pattern. Guangxi will thoroughly implement the spirit of the important instruction of General Secretary Xi Jinping, follow the construction plan of "reach the sea through the river, overall planning, once completed, system operation", join hands with the Ministry of Transport to promote the continuous construction of the whole canal, join hands to make the canal a "safe and hundred years quality project ", planning together to play a comprehensive benefit of the canal, high standards, high quality and high efficiency to promote the construction.
