河南：出台支持高校毕业生等青年就业创业政策措施

日前，河南人民省政府办公厅印发《2023年河南省支持高校毕业生等青年就业创业若干政策措施》，围绕推动实施2023年河南省高校毕业生就业“323计划”(企业吸纳就业30万人，政策性岗位招录/聘20万人以上，灵活就业及自主创业30万人)，坚持就业促进、创业引领、基层成长、见习培训、权益维护同向发力，按照任务式、条目式、清单式体例，提出一系列具体化举措、标志性成果、可量化目标。

持续扩大高质量就业岗位供给。用好用足支持中小微企业吸纳高校毕业生就业的补贴和税费减免政策。国有企业落实公开招聘制度，对积极扩大高校毕业生招聘计划且符合有关条件的国有企业2023年可给予一次性增人增资。事业单位空缺岗位主要用于招聘高校毕业生，招聘应届高校毕业生的数量原则上不低于2022年。

Make full use of the subsidy and tax reduction policies to support small and medium-sized enterprises in absorbing college graduates for employment. State owned enterprises have implemented a public recruitment system, and those that actively expand the recruitment plan for college graduates and meet relevant conditions can be given a one-time increase in personnel and capital in 2023. Vacant positions in public institutions are mainly used to recruit college graduates, and the number of fresh college graduates recruited should not be less than 2022 in principle.

将拓宽渠道作为扩大就业的重要抓手。持续挖掘政策性岗位开发潜力，扩大大学生志愿服务乡村振兴计划、大学生志愿服务西部计划、医学院校毕业生特招计划、全科医生特设岗位计划招募规模。对到基层就业的高校毕业生，按规定落实待遇编制、定向招录、考试加分等政策。稳定大学生参军入伍规模，在义务兵征集和直招军士、军队文职人员招录中优先吸纳2023届高校毕业生、高级技工学校和技师院校毕业生。按规定落实参军“四优先”、定向招录、生活补助、学费补偿、国家助学贷款代偿等政策。

强化优化就业服务这个基础手段。加强就业指导，健全高校学生生涯规划和就业指导体系，将大学生职业发展与就业指导课、创业基础课列入教学计划，并给予学时学分保障。高校按一定比例配齐配强就业指导教师，就业指导教师可参加相关职称评审。加强校园招聘市场建设，提高招聘活动频次和质量。按照“活动补助+成效补助”对高校校园招聘给予经费补助。推进公共就业服务进校园，开展百日千万网络招聘、“24365”校园招聘等活动，举办区域、行业、专业等定制式招聘活动，持续擦亮“‘职’在河南”高校毕业生系列招聘活动品牌。

着力开展青年就业创业工作提质增效“五项”行动。开展毕业生档案转递接收服务专项行动，做好取消报到证后的政策衔接和服务接续。开展离校未就业服务专项行动，强化毕业生离校前后信息衔接，教育部门建立高校毕业生去向登记制度，人力资源社会保障部门要为有就业意愿离校未就业毕业生免费提供“131”服务。开展就业见习质量提升行动，2023年募集见习岗位10万个以上。开展就业困难结对帮扶行动，做实“一人一档一策”帮扶措施，继续免除2023年及以前年度毕业的贷款学生今年内应偿还的国家助学贷款利息。开展青年专项技能提升行动，扩大青年职业技能培训规模，将有培训意愿的高校毕业生等青年全部纳入职业培训服务范围。开展青年创业服务支持行动，实施青年创业扶持计划，对符合条件的毕业生和在校学生，按规定落实创业培训、创业服务、创业孵化、担保贷款等政策。

Carry out youth specific skill enhancement actions, expand the scale of youth vocational skill training, and include all young people with training intentions, such as college graduates, in the scope of vocational training services. Carry out youth entrepreneurship service support actions, implement youth entrepreneurship support plans, and implement policies such as entrepreneurship training, entrepreneurship services, entrepreneurship incubation, and guaranteed loans for eligible graduates and students in school according to regulations.
