2月15日，国家电投举办全国首单绿色科技创新熊猫债成功发行答谢会暨境外绿色新兴产业推介会。国家电投国际业务部主任陈燕介绍，国家电投境外业务涵盖47个国家和地区(“一带一路”沿线38个国家)。境外发电装机容量868.3万千瓦，清洁能源占比63.9%以上；境外在建电力装机258万千瓦，储备1200万千瓦，全部为清洁能源和新兴产业项目。

此前2月2日，国家电投旗下中国电力国际有限公司在上海证券交易所成功定价三年期8亿元人民币熊猫债，募集资金将全部用于哈萨克斯坦清洁能源项目。这是全国首支绿色科技创新熊猫债。此次融资充分利用了国内和国际市场的利差空间，构建了引入优质境外发行人赴境内资本市场融资、再将募集资金转为美元投入境外项目的商业模式，打通了国内国际双循环。
