国务院同意在北京设立国家植物园

The State Council Agrees to Set up the National Botanical Garden in Beijing

中国政府网日前发布《国务院关于同意在北京设立国家植物园的批复》（以下简称《批复》），根据《批复》，北京国家植物园将由国家林草局、住房城乡建设部、中科院、北京市人民政府四方合作共建。

Recently, China's State Council released a circular on approving the establishment of the National Botanical Garden in Beijing. According to the circular, the Beijing National Botanical Garden will be jointly built by the National Forestry and Grassland Administration, the Ministry of Housing and Urban-Rural Development, the Chinese Academy of Sciences and the Beijing Municipal People's Government.

《批复》表示，国家植物园建设要坚持人与自然和谐共生，尊重自然、保护第一、惠益分享；坚持以植物迁地保护为重点，体现国家代表性和社会公益性；坚持对植物类群系统收集、完整保存、高水平研究、可持续利用，统筹发挥多种功能作用；坚持将植物知识和园林文化融合展示，讲好中国植物故事，彰显中华文化和生物多样性魅力，强化自主创新，接轨国际标准，建设成中国特色、世界一流、万物和谐的国家植物园。

According to the circular, to build the National Botanical Garden, all departments should upholds the philosophy of harmonious coexistence between humanity and nature, protect and respect nature, and pursue fair and equitable sharing of benefits. Also, it is necessary to focus on the translocation conservation of plants that can be seen as the symbols of the country, showing the non-profit nature of the society. At the same time, it is of great importance to adhere to the principle of systematic collection, complete preservation, high-level research and sustainable utilization of plant groups to bring their multi-functional roles into play as a whole. In addition, all departments should integrate the knowledge concerning plants and garden culture, better tell China's stories about plants so that the charm of Chinese culture and biodiversity can be displayed. Furthermore, all kinds of departments are supposed to strengthen independent innovation and conform to international standards to build a world-class national botanical garden with Chinese characteristics where all life are harmonious.

《批复》要求，国家林草局、住房城乡建设部要加强业务指导，会同中科院、北京市人民政府建立四方协调机制，密切协作配合，落实工作责任，统筹研究解决重大问题；抓紧组织编制国家植物园建设方案，突出植物迁地保护及科研功能，落实首都规划管控要求，合理控制建设规模，按程序报批后抓好组织实施。中科院和北京市人民政府共同成立理事会，形成共商、共建、共管、共享的管理模式，依托中科院植物研究所和北京市植物园现有相关资源，构建南、北两个园区统一规划、统一建设、统一挂牌、统一标准，可持续发展的新格局；完善多元化投入机制，加强重点功能区、馆藏设施、科研平台和配套基础设施建设，全面提升建设运行管理水平，稳妥有序推进国家植物园建设各项任务。

The circular requires that the National Forestry and Grassland Administration and the Ministry of Housing and Urban-Rural Development should strengthen their guidance, and establish a mechanism with the Chinese Academy of Sciences and the Beijing Municipal People's Government to take their responsibilities, and research and solve major problems with combined efforts. Also, they should create plans on building the National Botanical Garden as soon as possible, highlight the translocation conservation and scientific research of plants and put planning and control requirements of Beijing city into practice. In addition, they are supposed to reasonably control the scale and implement their plans after submitting them according to procedures. The Chinese Academy of Sciences and the Beijing Municipal People's Government jointly set up a council to form a management mode of extensive consultation, joint contribution, combined administration and shared benefits. Relying on the existing relevant resources of the Institute of Botany of the Chinese Academy of Sciences and the Beijing Botanical Garden, a new paradigm of sustainable development with unified planning, construction, listing and standards for the two parks in the south and north will be built. And the Chinese Academy of Sciences and the Beijing Municipal People's GovernmentWe will perfect the diversified investment mechanism, strengthen the establishment of key functional areas, collection facilities, scientific research platforms and supporting infrastructure, comprehensively improve the capabilities for construction, operation and management, and push forward various tasks about the establishment of the National Botanical Garden steadily and orderly.
