国家乡村振兴局局长：进一步提升农村人居环境治理水平

日前，中共中央办公厅、国务院办公厅印发《农村人居环境整治提升五年行动方案（2021—2025年）》（下称《行动方案》）。在6日举行的国务院新闻办新闻发布会上，来自国家乡村振兴局等部门的相关负责人对《行动方案》予以解读。

中央农办副主任、农业农村部党组成员、国家乡村振兴局局长刘焕鑫介绍：“总的看，农村人居环境整治三年行动方案确定的目标任务全面完成。‘十四五’时期将坚持问题导向，完善政策、健全机制，进一步提升农村人居环境治理水平。”

During the" 14th Five-Year Plan "period, we will adhere to the problem orientation, improve policies and mechanisms, and further improve the level of rural living environment management."

对比三年行动方案，此次发布的新一轮《行动方案》有哪些变化？刘焕鑫从3方面进行了解答：第一，在总体目标上，从推动村庄环境干净整洁向美丽宜居升级。着眼于到2035年基本实现农业农村现代化，使农村基本具备现代生活条件，着力打造农民群众宜居宜业的美丽家园。

Compared with the three-year action plan, what changes have taken place in the new round of Action Plan released this time? Liu Huanxin answered from three aspects: First, in the overall goal, from promoting the clean and tidy village environment to upgrading to beautiful and livable. With a view to basically realizing the modernization of agriculture and rural areas by 2035, the rural areas will basically have modern living conditions, and efforts will be made to build a beautiful homeland that is suitable for farmers to live and work in.

第二，在重点任务上，从全面推开向整体提升迈进。以农村厕所革命、生活污水垃圾治理、村容村貌整治提升、长效管护机制建立健全为重点，全面提升农村人居环境，推动全国农村人居环境从基本达标迈向提质升级。

农业农村部农村社会事业促进司司长李伟国介绍，目前，绝大多数村庄开展了清洁行动。“十四五”期间将重点从两方面加大工作力度：一是常态化开展，组织村民清洁村庄环境，因地制宜拓展“三清一改”内容；二是长效化保持，完善保洁机制，通过“门前三包”等制度明确村民责任。

生态环境部土壤生态环境司司长苏克敬表示，将主要从两个方面开展农村生活污水治理工作：一是分区分类推进治理；二是加强农村黑臭水体治理，到2025年，基本消除较大面积的农村黑臭水体。

Su Kejing, director of the Department of Soil Ecological Environment of the Ministry of Ecological Environment, said that the treatment of rural domestic sewage would be carried out mainly from two aspects: first, the treatment would be promoted in different areas and categories; The second is to strengthen the treatment of black and smelly water bodies in rural areas. By 2025, a large area of black and smelly water bodies in rural areas will be basically eliminated.

住房和城乡建设部村镇建设司司长秦海翔表示，将进一步推动乡村风貌引导工作：加强传统村落保护利用，继续开展中国传统村落的调查认定；提升乡村特色风貌，指导各地以农房为主体，整治提升村容村貌，塑造具有乡土特色的自然景观。

Qin Haixiang, director of the Department of Rural Construction of the Ministry of Housing and Urban-Rural Development, said that he would further promote the guidance of rural features: strengthen the protection and utilization of traditional villages, and continue to carry out the investigation and identification of traditional Chinese villages; We will improve the style and features of villages, guide all localities to take rural houses as the main body, renovate and improve the appearance of villages, and shape natural landscapes with local characteristics.
