硫酸作为基础的工业原料，应用领域涉及国民经济的各个方面。近年来，我国工业产能日益提高，废硫酸产生量快速增加，与此同时，非法转移倾倒废硫酸违法犯罪事件时有发生，严重危害生态环境和人体健康。目前，我国废硫酸利用处置缺乏相应的污染控制标准，废硫酸利用产物中污染物含量缺少明确的标准规定，利用产物在使用过程中存在一定的环境风险。此外，废硫酸利用处置企业环境管理水平参差不齐，部分小型企业在废硫酸贮存、运输、利用、处置等过程中缺乏有效的污染防治措施。

As a basic industrial raw material, sulfuric acid is applied in all aspects of the national economy. In recent years, China's industrial capacity has been increasing day by day, and the production of waste sulfuric acid has increased rapidly. At the same time, illegal transfer and dumping of waste sulfuric acid have occurred from time to time, seriously endangering the ecological environment and human health. At present, there is no corresponding pollution control standard for the utilization and disposal of waste sulfuric acid in China, and the pollutant content in the waste sulfuric acid utilization products lacks clear standard provisions. The utilization products have certain environmental risks in the use process. In addition, the environmental management level of waste sulfuric acid utilization and disposal enterprises is uneven, and some small enterprises lack effective pollution prevention measures in the process of waste sulfuric acid storage, transportation, utilization and disposal.

研究制定废硫酸利用处置污染控制技术规范，明确废硫酸利用处置全过程污染控制要求，将有利于促进废硫酸资源化利用和妥善处置。日前，规范和指导废硫酸利用处置的环境管理，生态环境部组织编制了国家生态环境标准《废硫酸利用处置污染控制技术规范(征求意见稿)》，并公开征求意见。

To study and formulate the pollution control technical specifications for the utilization and disposal of waste sulfuric acid and define the pollution control requirements for the whole process of waste sulfuric acid utilization and disposal will be conducive to promoting the resource utilization and proper disposal of waste sulfuric acid. Recently, to regulate and guide the environmental management of the utilization and disposal of waste sulfuric acid, the Ministry of Ecology and Environment organized the preparation of the national ecological environment standard, Technical Specifications for Pollution Control in the Utilization and Disposal of Waste Sulfuric Acid (Draft for Comments), and solicited public opinions.

该标准包括前言，适用范围，规范性引用文件，术语和定义，总体要求，废硫酸入厂、贮存和运输污染控制要求，废硫酸利用处置过程污染控制要求，废硫酸利用产物污染控制要求，环境监测要求，环境管理要求共十部分内容。

This standard includes ten parts: introduction, scope of application, normative references, terms and definitions, general requirements, pollution control requirements for waste sulfuric acid entering the plant, storage and transportation, pollution control requirements for waste sulfuric acid utilization and disposal process, pollution control requirements for waste sulfuric acid utilization products, environmental monitoring requirements, and environmental management requirements.

该标准适用于现有废硫酸利用处置设施的污染控制和环境管理，以及新改扩建废硫酸利用处置设施的环境影响评价、设计与施工、竣工验收、排污许可管理、危险废物经营许可及建成后运行过程中的污染控制和环境管理(突发环境事件的风险控制、应急准备、应急处置、应急监测、事后恢复等工作应参照《突发环境事件应急管理办法》《突发环境事件应急监测技术规范》等要求不适用)。

该标准规定了废硫酸利用处置过程中的污染控制要求，明确了利用处置过程中需执行的环境标准，对废硫酸利用产物中有害成分含量进行了限定，为废硫酸利用处置行业生产以及废硫酸污染防治工作提供了技术依据。该标准的实施，将促进废硫酸的资源化利用和无害化处置，可有效防止废硫酸利用和处置过程可能发生的二次污染。

This standard specifies the pollution control requirements in the process of waste sulfuric acid utilization and disposal, defines the environmental standards to be implemented in the process of utilization and disposal, defines the content of harmful components in the waste sulfuric acid utilization products, and provides a technical basis for the production of waste sulfuric acid utilization and disposal industry and waste sulfuric acid pollution prevention. The implementation of this standard will promote the resource utilization and harmless disposal of waste sulfuric acid, and effectively prevent the possible secondary pollution during the utilization and disposal of waste sulfuric acid.

按照该标准的要求，废硫酸利用处置企业定期对厂区废气、废水、周边空气、土壤、地表水、地下水以及废硫酸利用产物开展监测，监测费用平均约占企业每年收益的1.0%-1.7%。若企业现有的污染防治设施能够达到要求，则不需要新增投入。

According to the requirements of this standard, waste sulfuric acid utilization and disposal enterprises regularly monitor the waste gas, waste water, surrounding air, soil, surface water, groundwater and waste sulfuric acid utilization products in the plant area, and the monitoring cost accounts for 1.0% - 1.7% of the annual income of enterprises on average. If the existing pollution prevention facilities of the enterprise can meet the requirements, no additional investment is required.
