黑龙江空管分局局长陈东林表示，在坚持新发展理念，全面落实“十四五”时期“一二三三四”民航总体工作思路，准确把握黑龙江地区民航发展的全新历史方位的背景下，空管分局落实《东北空管局与黑龙江机场集团战略合作框架》，与机场集团通力配合，协同发展，战略合作，共同实现了黑龙江地区民航“十四五”的良好开局。分局积极释放运行保障潜力，提升空管服务质量，在优化机坪滑行路线，实施非全跑道起飞等方面，有效地提高了机场运行效率。通过缩小五边间距，开设进近扇区，协调释放空域等工作，有效增加了空域利用率，以供给为牵引，达到哈尔滨机场容量提高的成果。积极发挥运管委作用，依托全国流量管理系统，完善临界航班保障机制，主动协调航班时刻，提高了航班正常率和机场放行率。在未来的工作中，分局将全面贯彻党的十九大和十九届历次全会以及中央经济工作会议精神，以全国民航工作会议精神为根本遵循，坚持稳字当头、稳中求进的工作总基调，立足黑龙江地区民航新发展阶段，贯彻东北空管局和省机场集团的战略合作协议，深化合作，实现哈尔滨机场旅客吞吐量恢复至2000万的目标。

座谈中，黑龙江空管分局与大庆机场签订了合作共建协议。双方将本着“长期合作、优势互补、服务民航、共同发展”的宗旨，以落实民航局和民航局空管局关于支持中小机场空管业务发展为目标，推进省内支线机场空管运行体系建设，树立支线机场空管服务标杆，促进中小机场空管业务健康发展。
