近日，中央网信办、农业农村部、国家发展改革委、工业和信息化部、国家乡村振兴局联合印发《2022年数字乡村发展工作要点》（下称《工作要点》）。通知要求，坚持以习近平新时代中国特色社会主义思想为指导，全面贯彻党的十九大和十九届历次全会精神，深入贯彻中央经济工作会议、中央农村工作会议精神，认真落实《中共中央 国务院关于做好2022年全面推进乡村振兴重点工作的意见》《数字乡村发展战略纲要》《“十四五”国家信息化规划》，充分发挥信息化对乡村振兴的驱动赋能作用，加快构建引领乡村产业振兴的数字经济体系，构建适应城乡融合发展的数字治理体系，不断推动乡村振兴取得新进展，推动数字中国建设迈出新步伐。

《工作要点》部署了10个方面30项重点任务。一是构筑粮食安全数字化屏障，包括加强农业稳产保供信息监测、提高农田建设管理数字化水平。二是持续巩固提升网络帮扶成效，包括加强防止返贫动态监测和帮扶、优化完善网络帮扶措施。三是加快补齐数字基础设施短板，包括持续推进乡村网络基础设施建设、推动农村基础设施数字化改造升级。四是大力推进智慧农业建设，包括夯实智慧农业发展基础、加快推动农业数字化转型、强化农业科技创新供给、提升农产品质量安全追溯数字化水平。五是培育乡村数字经济新业态，包括深化农产品电商发展、培育发展乡村新业态、强化农村数字金融服务、加强农村资源要素信息化管理。六是繁荣发展乡村数字文化，包括加强乡村网络文化阵地建设、推进乡村优秀文化资源数字化。七是提升乡村数字化治理效能，包括推进农村党建和村务管理智慧化、提升乡村社会治理数字化水平、推进乡村应急管理智慧化、运用数字技术助力农村疫情防控。八是拓展数字惠民服务空间，包括发展“互联网+教育”、发展“互联网+医疗健康”、完善社会保障信息服务、深化就业创业信息服务、推动农村消费升级。九是加快建设智慧绿色乡村，包括提升农村自然资源和生态环境监测水平、加强农村人居环境数字化治理。十是统筹推进数字乡村建设，包括加强统筹协调和试点建设、强化政策保障和金融服务、加强数字乡村人才队伍建设。

1. 加强农业稳产保供信息监测。强化粮食购销领域数字化监管，加快建设中央和地方政府事权粮食全覆盖、全链条、全过程数字化监管系统。建立健全重要农产品市场监测预警体系，分类分品种加强调控和应急保障。升级完善国省农业气象业务服务一体化平台，推进卫星遥感、土壤水分数据融合等气象监测技术的应用，开展精细化农业气象灾害预报预警，提升粮食安全气象服务保障能力。

6. 推动农村基础设施数字化改造升级。进一步完善农村公路数字化管理机制，加强基础数据统计、归集和共享机制建设。大力推进智慧水利建设，持续开展数字孪生流域和数字孪生水利工程先行先试。加快完善农村地区水利基础设施体系，推动水利基础设施智能化改造。继续实施农村电网巩固提升工程，提高农村供电可靠性和供电保障能力。支持商务流通、邮政、快递企业加强农产品产地冷链物流基础设施建设，积极推进冷链物流信息化。

9. 强化农业科技创新供给。加强高端智能农机装备研发制造，实施国家重点研发计划“工厂化农业关键技术与智能农机装备”“乡村产业共性关键技术研发与集成应用”重点专项。利用专项支持适应于南方丘陵山区水稻种植机械等一批农机装备。实施农机购置与应用补贴政策，推进北斗智能终端在农业生产领域应用。加快国家农机装备产业计量测试中心筹建工作。搭建科技特派员信息管理服务系统，提升科技特派员服务效能。

10. 提升农产品质量安全追溯数字化水平。完善国家农产品质量安全追溯管理信息平台。持续完善有机产品认证追溯信息系统，进一步优化食品农产品认证信息系统的公众查询服务。引导粮食加工龙头企业、“中国好粮油”示范企业开展质量追溯。加快推进中国农资质量安全追溯平台应用，建设完善全国棉花产业信息平台。

12. 培育发展乡村新业态。强化乡村旅游重点村镇品牌建设，加大乡村旅游品牌线上宣传推广力度。完善乡村旅游监测工作体系。继续举办长三角乡村文旅创客大会，推动创业创新和乡村振兴有效结合。推进休闲农业、创意农业、认养农业等基于互联网的新业态发展。依托中国·国家地名信息库，深化乡村地名信息服务提升行动。

12. Cultivate and develop new rural formats. Strengthen the brand building of key rural tourism villages and towns, and increase the online promotion of rural tourism brands. Improve the rural tourism monitoring system. 13. 强化农村数字金融服务。持续推动农村数字普惠金融发展，积极稳妥开展普惠金融改革试验区建设。加大金融科技在农村地区的应用推广，加快研发适合广大农户、新型农业经营主体需求的金融产品。深入推进农村信用体系建设，不断提升授信覆盖面。持续推进农村支付服务环境建设，推广农村金融机构央行账户业务线上办理渠道及资金归集服务，推进移动支付便民服务向县域农村地区下沉。
