中方呼吁会员国及时足额向联合国缴费

China calls on Member States to contribute to the United Nations in full and on time

新华社联合国10月3日电 （记者王建刚）中国常驻联合国副代表戴兵3日呼吁会员国特别是会费大国及时足额向联合国缴费，以实际行动兑现承诺，保障联合国正常开展工作并履行授权。

UNITED NATIONS, Oct. 3 (Xinhua) -- China's Deputy Permanent Representative to the United Nations Dai Bing called on Member States, especially large contributors, to pay their contributions to the United Nations in full and on time, to honour their commitments with practical actions, and to ensure that the United Nations carries out its work normally and fulfills its mandate.

戴兵在第七十七届联合国大会行政和预算委员会（第五委员会）开幕式上说，财政是联合国治理的基础和重要支柱，维护联合国作用需要所有会员国都以负责任的态度履行各自应尽义务。当前，联合国财政状况仍令人担忧。尽管广大会员国一再呼吁，秘书长多次致函会员国表达关切，但个别主要会费大国仍然长期欠费，这是造成联合国流动性危机的主要原因。中方一向积极履行对联合国各项财政义务，已缴清今年会费。

Speaking at the opening of the 77th session of the UN General Assembly's Administrative and Budgetary Committee (Fifth Committee), Mr. Dai Bing said that finance is the foundation and an important pillar of UN governance, and maintaining the role of the UN requires all Member States to fulfill their respective obligations in a responsible manner. At present, the financial situation of the United Nations remains a cause for concern. Despite repeated appeals by the general membership and the Secretary-General's many letters to Member States expressing concern, individual major contributors remained in chronic arrears, which was the main cause of the United Nations liquidity crisis. China has always been active in meeting its financial obligations to the United Nations and has paid its contribution for this year in full.

戴兵说，本届五委常会将审议多项重要议题，中方呼吁各方坚持广泛协商，谋求合作共赢。方案计划要始终坚持会员国主导地位，充分反映会员国利益与合理诉求。方案预算要保持合理规模，优先保障发展领域资源，不断强化全面预算绩效管理，切实节支增效，管好用好会员国的每一分钱，同时要严肃财政纪律，及时处理存在的问题。各机构、各部门应聚集核心职能，避免不必要的扩张和职能重叠，防止影响效率，更要避免造成浪费。

Dai Bing said that the current regular session of the five committees will consider a number of important issues, and China calls on all parties to adhere to broad consultations and seek win-win cooperation. The program plan should always adhere to the leading position of Member States and fully reflect their interests and reasonable demands. The program budget should maintain a reasonable scale, prioritize resources for development, continuously strengthen comprehensive budget performance management, effectively save money and increase efficiency, and manage every penny of the Member States' money well, while taking financial discipline seriously and dealing with existing problems in a timely manner. Agencies and departments should gather core functions, avoid unnecessary expansion and overlapping functions, and prevent the impact on efficiency and, more importantly, avoid waste.

他说，关于试行年度预算，中方认为预算模式应当科学合理，切实有助于提高预算编制的准确性和稳定性，促进预算及方案的落实。

He said that regarding the trial annual budget, China believes that the budget model should be scientific and reasonable, which will effectively help improve the accuracy and stability of the budget preparation and promote the implementation of the budget and the program.

戴兵表示，审计委员会作为最重要的外部审计机构，要发挥其独立监督职能。有关方面应认真汲取联合国项目事务厅财务违规问题的教训，有针对性采取措施，加强财务管理和监督问责，防止类似事件重演。

Dai Bing said that the Board of Auditors, as the most important external audit body, should play its independent oversight function. The parties concerned should seriously learn from the lessons of the UNOPS financial irregularities and take targeted measures to strengthen financial management and supervision and accountability to prevent the recurrence of similar incidents.

他说，中方愿一如既往本着建设性姿态参与本次会议各项讨论和磋商，支持主席开展工作，同各方一道共同推动会议完成既定议程，实现预期目标。

He said that China is willing to participate in the discussions and consultations at this meeting in a constructive manner, as always, and support the President in his work, and work with all parties to promote the completion of the established agenda of the meeting and achieve the expected goals.
