Huai Jinpeng went to Shanghai universities for investigation

10月16日，教育部党组书记、部长怀进鹏赴上海调研，深入上海交通大学、华东师范大学、华东理工大学、上海财经大学，了解各高校学习宣传贯彻党的二十届三中全会和全国教育大会精神，推进教育综合改革、教师教育、教育研究、科研成果转化、高层次人才培养、智库建设等工作情况。

On October 16, Huai Jinpeng, Secretary of the Party Leadership Group and Minister of the Ministry of Education, went to Shanghai for investigation. He visited Shanghai Jiao Tong University, East China Normal University, East China University of Science and Technology, and Shanghai University of Finance and Economics to learn about the universities’ efforts in studying, publicizing, and implementing the spirit of the Third Plenary Session of the 20th Central Committee of the Communist Party of China and the National Education Conference, and to promote work such as comprehensive education reform, teacher education, educational research, transformation of scientific research achievements, high-level talent cultivation, and construction of think tanks.

怀进鹏指出，习近平总书记在全国教育大会上发表的重要讲话，吹响了建设教育强国的动员令。要全面学习宣传贯彻全国教育大会精神，牢牢把握教育的政治属性、人民属性、战略属性，切实把总书记擘画的教育强国宏伟蓝图转化为推动高等教育改革发展的实践力量。

Huai Jinpeng pointed out that the important speech delivered by General Secretary Xi Jinping at the National Education Conference has sounded the mobilization order for building a strong education nation. We should comprehensively study, publicize and implement the spirit of the National Education Conference, firmly grasp the political attributes, people’s attributes of education, and effectively transform the grand blueprint for a strong education nation drawn by the General Secretary into a practical force to promote the reform and development of higher education.

怀进鹏强调，要深刻领会教育、科技、人才是中国式现代化的基础性、战略性支撑，统筹推进教育科技人才体制机制一体改革。瞄准解决当前制约国家发展的关键核心问题，加强基础研究，发挥新型举国体制优势，高效组织高水平大学力量，有机结合科技创新、人才培养和学科发展。要深化高等教育综合改革，加快构建立德树人新格局，推进建立新型评价体系，建设高水平高校智库，探索拔尖创新人才培养新模式。要大力推动高校科技成果转移转化，形成人才、科技、产业和政府政策合力，把知识的创造价值和知识的市场化转移价值结合起来，强化校企科研合作，让更多科技成果尽快转化为现实生产力。要鼓励引导高水平大学发起和参与国际大科学计划、建设大科学装置、主持重大国际科研项目，为早日建成教育强国、科技强国、人才强国做出贡献。

Huai Jinpeng emphasized that we should deeply understand that education, science and technology, and talents are the fundamental and strategic support for Chinese-style modernization, and coordinate and promote the reform of education, science and technology and talents system and mechanism as a whole. Aiming to solve the current key core issues that constrain the development of the country, strengthen basic research, give play to the advantages of the new national system, and efficiently organize the strengthen of high-level universities, organically combining scientific and technological innovation, talent cultivation and discipline development. It is necessary to deepen the comprehensive reform of higher education, accelerate the construction of a new pattern of moral education, promote the establishment of a new type of evaluation system, build a high-level university think tank, and explore a new mode for the cultivation of top-notch innovative talents. It is necessary to vigorously promote the transfer and transformation of scientific and technological achievements of universities, to form a synergy of talents, science and technology, industry and government policies, to combine the creation value of knowledge and the marketable transfer value of knowledge, to strengthen the scientific research cooperation between universities and enterprises, and to let more scientific and technological achievements be transformed into real productivity as soon as possible. It is necessary to encourage and guide high-level universities to initiate and participate in international major scientific programs, build major scientific devices, and host major international scientific research projects, so as to contribute to the early establishment of a powerful country in education, science and technology, and talents.
