左文学：打造西部山地农村促进共同富裕样板

Zuo Wenxue: building a model of promoting common prosperity in western mountainous rural areas

“聆听了政府工作报告，深深感受到过去一年是党和国家历史上具有里程碑意义的一年，取得的成绩来之不易。”全国人大代表，贵州省安顺市平坝区乐平镇塘约村党总支书记、村委会主任左文学表示，政府工作报告中提到的“扎实稳妥推进农村改革发展”令他印象深刻。

Representative of the National People's Congress, Tangyue, Leping Town, Pingba District, Anshun City, Guizhou Province Zuo Wenxue, secretary of the village party branch and director of the village committee, said that he was deeply impressed by the "solid and steady promotion of rural reform and development" mentioned in the government work report.

这几年来，左文学立足“三农”问题，积极围绕巩固脱贫攻坚成果、助力乡村振兴等工作建言献策，将基层群众的呼声带到两会，得到国家有关部门关注和重视。左文学表示，今年他准备了来自各领域的40多个建议，并从中筛选“含金量”更高的提案带上两会。作为基层的全国人大代表，左文学说他最侧重的还是乡村如何发展、乡村如何建设、乡村如何治理以及生态文明建设等方面的话题。

As a grass-roots National People's Congress representative, Zuo Wenxue said that he focuses on topics such as how to develop the countryside, how to build the countryside, how to govern the countryside, and the construction of ecological civilization.

“报告中提到开展好第二轮土地承包到期后再延长30年试点，深化供销社、集体产权、集体林权、国有林区林场、农垦等改革，启动乡村建设行动，加强水、电、路、气等基础设施建设。”左文学认为，推进农村改革发展，这一系列扎实的举措对未来乡村发展、乡村建设、乡村治理提供了根本遵循。

2015年，塘约村被列为安顺市深化农村综合改革的试点村，围绕党建引领、改革推动、合股联营、村民自治、共同富裕这一主线，对集体产权、林田、水田、宅基地使用权、集体建设用地经营权、房屋所有权等方面进行了确权、颁证入股，推动了脱贫攻坚的进程。“塘约村的群众都过上了好日子。”左文学用这句话分享塘约村的幸福生活。

左文学表示，塘约村将按照政府工作报告要求，想方设法破解村集体经济薄弱、乡村振兴缺乏专业人才、产品缺乏市场竞争力、旅游缺乏文化内涵、实用土地空间有限等发展瓶颈，进一步找准思路举措，以改革为动力，努力创造更多“塘约经验”，打造西部山地农村促进共同富裕样板，带领群众过上更高品质的幸福生活。
