《方案》明确，广西将充分发掘既有及在建高铁车站货运服务功能潜力，加大旅客动车组和确认车捎带运输量，培育高铁货运市场。力争到2023年实现广西高铁货运发到量超50万件；至“十四五”期末，建成投产南宁、柳州、桂林、玉林、北海、百色、河池、梧州、凭祥、东兴等10个高铁货运基地一期工程，初步完成全区范围内基地布局工作，实现点线配套联动，推动广西高铁货运发到量超150万件；到2035年，全面完成广西高铁货运基地布局建设，通过高铁货运动车组办理高铁货运业务成为常态。届时，广西高铁货运动车组运输网络将形成“产业+动货”良性循环，实现高铁货运发到量超11.8亿件。

《方案》提出，要依托高铁货运物流基地，以“延伸物流链、拓展产业链、提升价值链”为引领，大力吸引电商、快递、仓储、商贸、流通加工等类型企业入驻，聚集物流产业链，打造高铁货运产业生态圈。加快高铁路网建设，形成以南宁为核心节点，依托区内高铁网，构建与公路、航空等有机衔接的综合交通运输体系，形成空铁、公铁等多式联运服务，优化运输结构，降低物流成本，实现与寄递枢纽无缝衔接。升级铁路高端货运枢纽，全面升级南宁、柳州、桂林等铁路高端货运重要枢纽地位，依托城市产业集聚和发展优势，打造为广西高端货运枢纽的重要基础设施和高铁货运业务的营销窗口、生产基地、经营“码头”，成为发展货运枢纽经济的主阵地。
