Good morning! Thank you to the Academy for inviting me to this great event and for being the guest speaker. I have fond memories of visiting the beautiful city of Kakata last year and attending the opening of the Kakata Community Public Library and Science Lab. I would like to extend warm greetings and good wishes to the people of Kakata and to the administrators, faculty and students of Booker T. Washington College. The graduation ceremony marks the beginning of a new phase of life. I sincerely congratulate all recent graduates on the successful completion of their studies and wish you all the best in your future endeavors!

Today, I would like to talk about three issues: China's development, China-Africa and China-Liberia friendship and cooperation, humanistic exchanges and advice to students.

First of all, please allow me to share with you some of the latest developments about China, in the hope that this will help you better understand China and promote friendly, practical and win-win cooperation between the two countries by exchanging views and experiences on issues such as economic and social development, poverty reduction and governance.

There are two major events in China this month. One is the celebration of the Year of the Tiger, which began on February 1. The tiger is majestic and we have reason to believe that the Year of the Tiger will bring us success, health and good luck. Secondly, China successfully hosted the Beijing Winter Olympics from February 4 to 20. The Beijing Winter Paralympic Games will be held next month. Beijing is thus the first and only city in the world to have hosted both the summer and winter Olympics. Guided by the Olympic philosophy of "green, inclusive, open and clean", Beijing strives to provide the world with a simple, safe and exciting Olympic Games and a magnificent "ice and snow feast". The athletes enjoyed the games, Chinese food, culture and hospitality.

This is an important year for the Communist Party of China and the Chinese people. Later this year, the 20th National Congress of the Communist Party of China will be held in Beijing. This congress will elect a new leadership of the CPC to lead the Chinese people towards the second century goal of fully building a modern socialist country by the middle of this century, when the 100th anniversary of the founding of the People's Republic of China is celebrated.

Last July, we celebrated the 100th anniversary of the founding of the Communist Party of China, and in November the Sixth Plenary Session of the 19th Party Central Committee was held triumphantly. Xi Jinping, General Secretary of the CPC Central Committee and President of the country, declared the triumphant achievement of the first 100-year goal of building a moderately prosperous society in all aspects. He also declared a comprehensive victory in our battle against poverty. In the past 40 years or so, China has lifted more than 770 million rural people out of absolute poverty. Last year, China's GDP grew by 8.1 percent to 114 trillion yuan (about $17.7 trillion) while successfully responding to the new crown pneumonia outbreak. China's GDP per capita reached $12,000, approaching the threshold of a high-income country. These achievements are particularly significant for China, which has a population of 1.4 billion and was impoverished and weak when New China was founded in 1949. China has found the right path for economic, social and human rights development that best suits its national conditions.

Over the past 100 years, the Chinese Communist Party has led the Chinese people to victory in revolution, socialist construction, reform and socialism with Chinese characteristics in the new era. reform and opening up, which began in 1978, has fundamentally changed the face of China. over the past 40 years, China's total economy has grown 33.5 times, with an average growth rate of 9.5%. As the world's second largest economy, China now contributes 18 percent of global GDP. Since the 18th CPC National Congress in 2012, the Central Committee of the COMMUNIST Party of China (CPC) with Comrade Xi Jinping at its core has led the country to further deepen reform and implemented more than 1,600 reform plans. Let me give you a few examples. Over the past decade, the CPC has waged a decisive battle against poverty, lifting nearly 100 million rural people out of absolute poverty. Guided by the belief that lucid waters and lush mountains are invaluable assets, China has made unremitting efforts and made significant progress in pollution control and environmental protection. The COMMUNIST Party of China (CPC) has cracked down on corruption in the past decade, bringing hundreds of corrupt officials to justice. Since the outbreak of COVID-19, the CPC has put the people first and led the Chinese people to successfully control the epidemic.

With rapid and sound economic and social development, all 56 ethnic groups in China, including Xinjiang, Tibet and Hong Kong, are living a happy life today. China is one of the safest countries in the world. According to a global government trust survey, Chinese people's trust in government is 91 percent, the highest in the world. Some Western politicians and media outlets spread rumors about "genocide and forced labor" in Xinjiang and "human rights violations in Hong Kong" in order to discredit China and block its progress and national rejuvenation.

China firmly supports and practices multilateralism and promotes the building of a community with a shared future for mankind. President Xi Jinping proposed the Belt and Road Initiative in 2013 and the Global Development Initiative in 2021. Guided by the principle of extensive consultation, joint contribution and shared benefits, the Belt and Road initiative aims to promote infrastructure construction and connectivity, strengthen coordination of economic policies and synergy of development strategies, promote coordinated development and achieve common prosperity. The GLOBAL Development Initiative aims to support the development of developing countries, promote global economic recovery in the post-COVID-19 era, and strengthen international development cooperation.

The brotherly friendship and practical cooperation between China and Africa and Between China and Libya go back to ancient times. In his speech at the opening ceremony of the 8th Ministerial Conference of the Forum on China-Africa Cooperation (FOCAC) held in Dakar, Senegal last November, President Xi Jinping stressed that the key to the sustainable development of the spirit of China-Africa friendship and cooperation is sincerity, equality, mutual benefit, common development, fairness and justice, keeping pace with The Times, openness and inclusiveness.

China upholds the principle of truthfulness and sincerity and the correct concept of righteousness and benefit, actively promotes the development of China-Africa and China-Liberia comprehensive strategic partnership, and safeguards the common interests of the majority of developing countries. In recent years, China-Africa and China-Liberia have been working together to achieve win-win cooperation, linking the "Belt and Road" and the FOCAC Action Plan with the "AU Agenda 2063" and Liberia's "Pro-Poor Agenda for Prosperity and Development "It focuses on economic growth and development, and poverty reduction through human resource capacity development to ensure sustainable peace and security on the African continent and in Liberia.

The meeting of the Forum on China-Africa Cooperation in Dakar is a milestone for China-Africa and China-Liberia cooperation in the new era. President Xi put forward four propositions on building a China-Africa community of destiny in the new era, including uniting against the new epidemic, deepening pragmatic cooperation, promoting green development and upholding fairness and justice. He also announced that China will work closely with African countries to implement "nine projects", including health care, poverty reduction and agricultural development, trade promotion, investment promotion, digital innovation, green development, capacity building, humanistic exchanges, and peace and security.

Since the outbreak of COVID-19, China has provided assistance to many developing countries, especially African countries, by sending expert teams, donating anti-epidemic materials and conducting vaccine cooperation. China is committed to making novel Coronavirus vaccines a global public good. So far, China has delivered over 2.1 billion doses of coronavirus vaccines to more than 120 countries and international organizations, and has provided various types of anti-epidemic assistance to 53 African countries and the African Union in response to the needs of the African side. Last year, construction of the Headquarters of the African CENTER for Disease Control and Prevention with Chinese assistance began ahead of schedule. China has provided vaccine assistance to 47 African countries and the African Union. At the last FocAC meeting, President Xi announced that China will provide another 1 billion doses of vaccines to Africa, of which 600 million doses will be donated and 400 million doses will be provided through joint production between Chinese enterprises and relevant African countries.

Unlike Western practices, China has never attached any political conditions to its loans and aid to Africa. China pays great attention to the debt sustainability of recipient countries and fully respects the will of the governments concerned. China will forgive the outstanding interest-free loan debts of African LDCs due at the end of 2021. Among China's partners in Africa and other regions, no country has fallen into debt crisis as a result of its cooperation with China.

China has been and will continue to be a good friend of Liberia. Under the leadership of President Xi Jinping and President Weah, China and Liberia have steadily promoted practical cooperation in economic and trade, infrastructure development, agriculture, education, public health and other areas through dovetailing the "Belt and Road" initiative and the "Pro-Poor Agenda for Prosperity and Development", with fruitful results. China is fully involved in post-war reconstruction in Liberia, from supporting UN peacekeeping operations to building infrastructure and human resources capacity. China was the first country to rush to assist Liberia in fighting Ebola in 2014 and the new crown epidemic in 2020. since 2020, China has donated four batches of anti-epidemic materials to the Liberian side, including surgical masks, personal protective equipment, infrared thermometers, ventilators, oxygen machines, etc. We have also proposed vaccine cooperation with Liberia.

I would like to tell you more about the agricultural cooperation project in question. The Agricultural Demonstration Center, located near the Institute of Agricultural Sciences, enrolls 10 local youths for vegetable cultivation training for three months each. The trainees are provided with meals and a monthly allowance of US$50. The pig breeding scale was expanded from 60 to 140 head and a new wood processing line was added to create more local jobs. The bamboo and rattan program has trained more than 900 skilled young people in bamboo and rattan weaving and vegetable farming, and graduates account for about 50% of the market share of the products woven and vegetables grown. People-to-people exchanges are an important means of deepening understanding and friendship between the two peoples. Over the years, the Chinese government has provided a large number of scholarships and training opportunities for Liberian trainees. Every year, the Chinese side provides dozens of full scholarships for bachelor, master or doctoral degrees to the Liberian side, and hundreds of Liberian government officials, scholars, doctors and technicians participate in short-term or long-term training scholarship programs. Each year, the Chinese Embassy also provides ambassadorial scholarships to more than 100 outstanding students from the University of Liberia, Catonton University and Tubman University. since 2020, most exchange programs have been postponed due to the epidemic. While online courses have been offered since last year, we are doing our best to resume offline exchange programs.

Booker T. Washington College was founded in 1929 as Liberia's first agricultural and vocational school and has educated hundreds of thousands of students over the past century. We appreciate the academic achievements of the College and pay tribute to the contributions of generations of administration and faculty.

In recent years, The Chinese side has conducted some beneficial exchanges and cooperation with the College, and some faculty members of the College have participated in and benefited from short-term training programs in the agricultural field provided by the Chinese government. We have received a request from the College to resume exchange programs in agriculture and other technical/vocational areas. I am pleased to inform you that your requirements have been included in the 2022 Short-term training program offered by the Chinese government. We will actively consider applications from faculty members once the Long Term Training Scholarship scheme is launched. At the same time, given the uncertainties of the pandemic, we encourage faculty members to actively consider participating in online training courses on sugar production and edible fungi techniques, respectively, for students from developing countries. Participation in these programs does not affect future participation in long Term training scholarship programs. I am also pleased to announce that the Chinese Embassy in Liberia will donate us $2,000 to the College for the expansion of the clinic, as well as a number of books, VCDS and 10 footballs about China.

Young liberian talents represent the future of the country, and you must give full play to your strengths and talents to promote sound and rapid economic and social development of the country.
