为落实各级林长工作职责，东台市从最初实践开始，就实施高规格人员配置，责任区域划分到人，实现“人林一体化”。重要林区由分管副市长担任林长；森林面积最大的黄海国家森林公园、森林资源最多的乡镇、重点保护小区，均由市委常委、常务副市长担任林长；结合全市森林、湿地资源分布特点，综合考量生态区位、森林资源面积、林地种类等因素，由各行政区域党委、政府主要负责人担任区域林长。
