2023年，陕西省咸阳市三原县以乡村振兴“星火”行动为引领，充分挖掘镇村文化、生态等资源禀赋优势，精心规划、精致建设、精美呈现，以生态柴窑、产业焦寅、文化大寨、民俗东里为基点，连点成线，聚线成面，因势利导、因地制宜高质量打造宜居宜业和美乡村，带动全域全面乡村振兴。

加强动态监测帮扶，持续巩固“两不愁三保障”和饮水安全成果。统筹用好8600万元专项衔接资金，把180个项目向旱腰带镇村、乡村振兴示范村倾斜，切实惠及重点村和低收入人口，巩固脱贫成效。

Strengthen the dynamic monitoring and support, and continue to consolidate the achievements of "two worries and three guarantees" and drinking water safety. Coordinate the use of 86 million yuan of special articulated funds, 180 projects to the dry belt towns and villages, rural revitalization demonstration villages, effectively benefiting key villages and low-income population, and consolidate the effectiveness of poverty alleviation.

深化农村集体经营性建设用地入市改革，完善联农带农机制，培育农民合作社、家庭农场等新型经营主体，新增10个超50万元、5个过百万元的集体经济强村。

Deepen the reform of the rural collective management construction land into the market, improve the joint farming with farming mechanism, cultivate farmers' cooperatives, family farms and other new business entities, the addition of 10 over 500,000 yuan, 5 over a million yuan of collective economic power village.

加快实施乡村建设行动，投资3.4亿元，升级农村电网44.1公里，支持引汉济渭、西气东输过境段项目建设，全面完成农田排水渠建设任务，改造提升三马路、朱峪路等县乡公路30公里，积极创建省级“四好农村路”示范县，夯实和美乡村根基。

强化人居环境提升，重点实施西阳、大程农村生活污水治理整县推进项目试点，扩大新兴、独李2个省级镇域生活垃圾治理试点范围，常态化整治“三堆六乱”，下大力气改善镇区面貌，推进农村人居环境由基础整治向宜居宜业和美升级。

发挥示范带动作用，持续推进“十个一”示范创建，立足镇村资源禀赋，在巩固好第一批20个村示范村成果的基础上，用好5000万元资金，精心打造第二批20个示范村，通过重点突破、示范带动、典型引领、观摩互促等方式，进一步探索乡村振兴的新路径、新模式。
