2022年12月8—9日,2022世界慕课与在线教育大会在线上召开,大会以“教育数字化引领未来”为主题,由世界慕课与在线教育联盟和联合国教科文组织教育信息技术研究所联合主办。12月9日,联合国教科文组织教育助理总干事斯蒂芬妮亚•贾尼尼(Stefania Gianini),经济合作与发展组织技能司司长安德烈亚斯•施莱歇尔(Andreas Schleicher),印度尼西亚高等教育、文化、研究与技术部部长纳迪姆•安瓦尔•马卡里姆(Nadiem Anwar Makarim),吉尔吉斯斯坦教育与科技部部长乌兰贝克•曼彼塔库涅夫(Ulanbek Mambetakunov)在线出席主会议并致开幕辞。

会上,中国教育部介绍了中国慕课与在线教育发展成就。慕课发展十年来,中国在线教育日新月异,中国慕课数量已经达到6.19万门,注册用户超过3.7亿人。十年间,慕课数量增加了上万倍,注册用户增加了上百万倍。以慕课为牵引,中国推动高校持续深化教育教学改革,在全国高校掀起了一场学习革命,正在改变教师的教、学生的学、学校的管和教育的形态。实施“慕课西部行”计划,积极扩大优质资源开放共享,促进更有质量的公平。特别是2022年中国教育部启动实施了教育数字化战略行动,利用丰富的慕课资源,建设上线了全球最大的国家高等教育智慧教育平台。平台与教学支持服务平台联合提供课程全过程服务,上线以来,访问总量达292亿次,选课学习接近5亿人次,已经成为中国高等教育提高质量、推进公平、改进方法、变革模式、深化合作的关键抓手。提出了四点中国倡议,一是加快资源开放共享,推进教育公平,二是深化技术应用,重塑高等教育形态,三是完善标准规范,推动在线教育创新健康发展,四是扩大开放合作,构建全球教育共同体。
At the meeting, China's Ministry of Education introduced the achievements of the development of catechism and online education in China. In the past ten years, the number of catechism courses in China has reached 61,900, with over 370 million registered users. With MU as the traction, China has pushed universities to deepen education and teaching reform, and set off a learning revolution in universities nationwide, which is changing the teaching of teachers, learning of students, management of schools and the shape of education. China has implemented the "MU West" program, actively expanded the open sharing of high-quality resources, and promoted more quality and equity. In particular, in 2022, China's Ministry of Education launched a strategic initiative to digitize education, using rich catechism resources to build and launch the world's largest national higher education smart education platform. The platform and the teaching support service platform jointly provide the whole course service, and since its launch, the total number of visits has reached 29.2 billion, and the number of course selection and learning is close to 500 million, which has become a key grip for Chinese higher education to improve quality, advance equity, improve methods, change models and deepen cooperation. Four Chinese initiatives were put forward: first, accelerate the open sharing of resources to promote educational equity; second, deepen the application of technology to reshape the form of higher education; third, improve the standards and norms to promote the innovative and healthy development of online education; and fourth, expand open cooperation to build a global education community.
会上,世界慕课与在线教育联盟主席、清华大学校长王希勤发布《无限的可能—世界高等教育数字化发展报告》。报告由来自全球72所高校、机构的200余位专家共同编写,汇聚了世界各国和国际组织高等教育数字化的经验成就,共分为“全球在行动”“变革与挑战”“共同向未来”三部分。报告凝练了全球教育数字化九大行动共识、三大变革趋势、四大变革内容,针对当前面临的挑战提出了六大倡议。报告创造性提出了高等教育数字化发展“转化、转型、智慧”三阶段论,创新性构建了“世界高等教育数字化发展指数”,为世界各国准确观测和把握世界高等教育数字化发展进程和态势,衡量其高等教育数字化发展水平提供重要参考。
At the conference, Wang Xiqin, President of Tsinghua University and Chairman of the World Alliance for Catechism and Online Education, released the "Infinite Possibilities - World Report on Digital Development of Higher Education". The report was prepared by more than 200 experts from 72 universities and institutions around the world, which brings together the experiences and achievements of higher education digitalization of countries and international organizations around the world. The report is divided into three parts: "Global in Action", "Changes and Challenges", and "Towards the Future Together". The report summarizes nine major consensus actions, three major trends and four major changes in the global digitalization of education, and proposes six major initiatives to address the current challenges. The report creatively proposes a three-stage theory of "transformation, transformation and wisdom" in the digital development of higher education, and innovatively constructs the "World Higher Education Digital Development Index", which provides an accurate observation and grasp of the process and situation of the digital development of higher education in the world for all countries in the world, as well as a measure of the level of digital development of higher education.
