今年以来，国际形势复杂严峻，国内疫情影响持续，对就业造成了一定压力。但经过各方面共同努力，就业形势总体保持基本稳定。

数据显示，一季度全国城镇新增就业285万人，完成全年目标任务的26%；全国城镇调查失业率平均值为5.5%，与上年同期基本持平。

Data show that in the first quarter, 2.85 million new jobs were created in cities and towns across the country, achieving 26% of the annual target. The national urban survey unemployment rate averaged 5.5%, basically unchanged from the same period last year.

“尽管就业工作仍面临不少困难和挑战，但就业局势继续保持总体稳定，依然具备许多有利条件。”人社部就业促进司副司长陈勇嘉说。

陈勇嘉表示，中央高度重视就业工作，坚持把就业摆在“六稳”“六保”首位。接下来，随着统筹疫情防控和经济社会发展继续显效，就业优先政策持续发力，减负稳岗扩就业各项措施深入实施，重点群体帮扶和就业服务力度不断加大，都将有助于稳定和扩大就业。

日前，国务院常务会议决定对特困行业实行阶段性缓缴养老保险费政策，加大失业保险支持稳岗和培训力度。人社部失业保险司司长桂桢介绍，具体举措可归纳为“降、缓、返、补、扩”5个方面，即延续降低失业保险、工伤保险费率，加大缓缴社保费力度，提高稳岗返还标准，加大职业技能培训补助力度，延续实施扩围政策等。

“下一步，人社部将会同财政、税务等部门加大工作力度，加强指导，优化服务，推动失业保险各项惠企利民政策尽快落地见效。”桂桢说。

全力支持企业稳定扩大就业。人社部将落实失业保险支持稳岗和培训系列举措，延续实施阶段性降低失业、工伤保险费率政策，对部分特困行业实行社会保险费阶段性缓缴政策，提高中小微企业失业保险稳岗返还比例，继续实施企业吸纳重点群体补贴政策，支持市场主体纾困发展，稳定扩大企业吸纳就业规模。

全力支持自主创业和灵活就业。陈勇嘉介绍，人社部将通过加强创业培训和服务，落实担保贷款、创业补贴、场地支持等政策，开展“中国创翼”大赛系列活动，促进创业带动就业。同时，完善灵活就业社会保障政策，推进新就业形态职业伤害保障试点，加强零工市场建设，优化灵活就业招聘服务，支持多渠道灵活就业。

全力促进重点群体就业。突出做好高校毕业生就业，聚焦困难问题，实施百万就业见习岗位募集、城乡基层岗位募集计划，接续开展公共就业服务进校园活动和未就业毕业生服务攻坚行动，积极拓展就业渠道，扎实做好服务保障。稳定农民工特别是脱贫人口务工规模，加强地区间劳务协作和信息对接，推进劳务品牌建设，实施乡村振兴重点帮扶县、易地搬迁大型安置区就业帮扶行动。加强困难群体就业帮扶，健全就业援助机制，开发一批公益性岗位托底安置。

全力开展系列招聘活动。延长大中城市联合招聘、民营企业招聘月活动，提前启动百日千万网络招聘专项行动，提高劳动力市场热度。畅通信息发布、简历匹配、远程面试等线上服务，稳妥有序举办线下招聘会，促进供需匹配。

全力优化服务培训。完善企业用工服务保障机制，助力重点企业复工复产，努力缓解“招工难”问题，畅通就业服务和政策申领在线办理，推广“打包办”、不见面办，增强劳动者获得感。深入实施职业技能提升行动，瞄准市场需求，大规模开展重点群体、重点行业专项培训，提高劳动者就业能力。

Optimize service training. Improve enterprise employment service guarantee mechanism, help key enterprises to resume work and production, and strive to alleviate the problem of "recruitment difficulties", smooth online processing of employment services and policy applications, promote the "packet office", do not meet to do, and enhance the sense of access to workers. In-depth implementation of vocational skills upgrading action, targeting market demand, large-scale special training for key groups and key industries to improve the employability of workers.

此外，今年高校毕业生规模达到1076万新高，促进就业的任务更重。今年年初，人社部组织开展了“公共就业服务进校园”活动。截至目前，各地共组织各类活动1万余场，提供岗位信息近500万个，服务毕业生近600万人次。
