一本本“民心日记”，密密麻麻记着一件件要紧事、闹心事、家务事，一页页翻看，生活气息扑面而来……从去年开始，辽宁省丹东市宽甸满族自治县的干部，手里都有了本“民心日记”，详细记录他们每月至少4次到一线调研、为群众办实事的情况。

“1月3日。纠纷。桦树沟里的果园被邻界村民挖土扩道，要求调解处理。”宽甸县古楼子乡南荒沟村党支部书记杜元东的“民心日记”里记录着一件南荒沟村村民李树的“大事儿”。
"January 3. Dispute. The orchard in the birch ditch was dug up and expanded by the villagers in the neighboring border, and requested mediation to deal with it." 杜元东说，这种纠纷在村子里经常发生，一年能有50多起。看起来“鸡毛蒜皮”，但一条垄一道沟，都是村民心头的大事。一碗水端得不平，就可能结下梁子、留下心结。
Du Yuandong said that this kind of dispute often happens in the village, there can be more than 50 cases a year. It may seem "trivial", but a monopoly or a ditch is a major issue on the villagers' minds. If a bowl of water is not evenly distributed, it may create a conflict and leave a knot in the heart.
“听到的是暖心的话语，看到的是满意的表情。搭起了民心桥，密切了党群关系。”杜元东在“民心日记”中写道，一年多时间，他已写满一大本，既有自己的感悟，但更多的是实事和干货。

“民心日记”制度，专门针对党员干部深入群众不够、为民办实事不精准等问题，对从县级领导干部到村（社区）两委成员和驻村干部都有量化要求，干部们带着日记下到基层，通过入户走访、集体座谈、民意调查等方式开展社情民意调研，并详细记录下基层的“时间、地点、受访对象、反映问题、解决思路、心得体会”等要素，把群众的大小事记下来，上心去办。

一进屋，王玉琴就发现了异常，大晌午烧着炕，屋里却寒意不减，老两口裹着棉衣。前前后后察看，王玉琴发现是铝合金门关不严导致透风的问题。老人一句话没说，王玉琴却上心了，把事记到了“民心日记”里。回去一商量，村干部立即行动，备料上工，赶在雪前为老人的房子加装了一个钢结构门斗。
As soon as she entered the house, Wang Yuqin noticed an anomaly. The bed was burning at midday, but the house was cold and the old couple were wrapped in cotton clothes. Looking backwards and forwards, Wang found that the problem was that the aluminium door was not closed tightly enough, causing a draught. The old man didn't say a word, but Wang Yuqin was concerned and wrote the matter down in his "People's Diary". When they returned to discuss the matter, the village cadres immediately took action, preparing materials for the work and adding a steel structure to the old man's house in time for the snow.
“两位老人少遭了罪，我们心里也暖和了。”王玉琴坦言，“民心日记”解决群众的实际问题，也解决干部的思想问题。

宽甸县委常委、组织部部长王兆义说，党组织战斗堡垒作用和党员干部先锋模范作用发挥得怎么样，直接影响着基层治理水平，建立“民心日记”制度就是要让战斗堡垒强起来，让党员身份亮出来。

宽甸地处鸭绿江中下游，“九山半水半分田”，山色很美，但路桥不给力曾经是村民的一件烦心事。

“扑棱棱……”南荒沟村村民何振海正修剪板栗树，惊起了栖落在枝头的喜鹊，一座修葺一新的小桥把道路引往山中的燕红桃林。
"Fluttering ......" He Zhenhai, a villager in the village of South Desolation Gully, was pruning chestnut trees, startling the magpies perched on the branches, and a small repaired bridge led the way to the Yanhong peach forest in the mountains.
“每到雨季，路就被山水漫灌。”何振海说，家里种了燕红桃，成熟时能产三四万斤。但由于道路问题，成熟的桃子运不出去，压一天新鲜度就大打折扣。

架桥铺路，是村民的一大心愿。杜元东通过“民心日记”台账制度，向乡里申请资金，解决村民上山难问题。最终，何振海的烦心事，被列进了古楼子乡“民心日记”台账，乡里协调资源，在南荒沟村架设了5座桥，当年开工当年完工。
The construction of bridges and roads is a major wish of the villagers. Du Yuandong applied to the township for funds to solve the problem of villagers' difficulties in accessing the mountains through the "people's diary" ledger system. Eventually, He Zhenhai's worries were listed in the Gulouzi township "people's diary" ledger, the township coordination of resources, in the village of South Arakou built five bridges, the year the construction was completed.
宽甸县通过建立“民心日记”台账制度，提升工作层级，集中资源解决群众反映的共性需求和存在的普遍性问题、亟待解决的痛点难点问题、长期未能解决的历史遗留问题。一旦录入“民心日记”台账，实事项目就进入了快车道：快办快结，能马上解决的从快，一时解决不了的限期；本级解决不了的向上级报告，协调帮助解决。宽甸县还规定，实事项目办结后，要及时将处理结果进行反馈，在一定范围内公开，确保群众行使知情权、参与权和监督权。

“我们制定了‘民心日记’制度工作流程图，重点对深入调研、记录内容、梳理问题、建立台账、推动办结、群众评议6个环节进行统一规范。”王兆义说，目前已确定自来水管网改造、农村危房改建、农业实用技术培训等12件民生工程项目，作为重点项目全力推进。

Wang Zhaoyi said that 12 livelihood projects, such as the renovation of the tap water network, the reconstruction of dilapidated rural houses and the training of practical agricultural techniques, have been identified as key projects for full promotion.
日记本里种幸福
Growing happiness in a diary
步达远镇步达远村驻村第一书记包德军的“民心日记”里，记录着他为村子找出路的思考过程。从面对产业缺乏、集体经济薄弱开始寻求突破到找专家咨询、实地调研、向村民问策，最终找准了产业发展方向——种植红提葡萄。去年村里新建了8个温室大棚，并成立了产业园，盖州市红提专业合作社无偿提供技术帮扶服务。如今，红提已成为步达远村特色农业品牌，每年吸引大量外地游客前来观光采摘。

望着满山红松，石柱子村党支部书记陈希金感慨，“这就是一座绿色银行！”从2006年起，石柱子村就开始发展红松果林兼用林基地建设，荒山、荒地、荒坡重披新绿，现在全村红松基地建设总量达1.5万亩。

Chen Xijin found that some online videos on red pine cultivation and management techniques were often wrong. He wrote in his "people's diary", "Our villagers have no discernment and accept everything as it is. Practical technical guidance must be provided to the villagers." He also set out a work plan: to arrange a training course on red pine cultivation and management techniques, focusing on issues such as grafting, truncation and pest control; and to organise technical staff to prepare a "red pine cultivation technical calendar", in which what to do and how to do it in different seasons each year is clearly written and explained.
以“民心日记”为载体，宽甸县广大党员干部走进田间地头，认真倾听群众诉求，积极推动解决了一大批急难愁盼问题，既让群众得实惠，也让干部受历练。干部群众想在一起，干在一处，焕发出干事创业的强大力量。

截至今年3月，通过“民心日记”工作机制，宽甸已解决民心实事项目1359件。一本本日记，记录着奋斗历程，也种下了幸福的种子。
As of March this year, through the "people's diary" mechanism, Kuandian has solved 1,359 practical projects for the people. The diary is a record of the struggle and the seeds of happiness have been planted.
