兔年新春伊始，上海推出《上海市加强集成创新持续优化营商环境行动方案》，即6.0版行动方案，进一步激发市场主体活力和发展内生动力。

从2018年起，上海持续在年初出台优化营商环境行动方案。1月28日，上海举行2023年全市优化营商环境建设大会，上海市委书记陈吉宁在会上表示，要充分认识新征程上优化营商环境是落实国家战略任务的重要内容，是提升国际核心竞争力的内在需要，是当前稳预期、强信心的关键举措。

此次6.0版行动方案推出的27个大项、195个小项的任务措施，主要着眼于市场化、法治化、国际化、便利化等多维度，聚焦在“深化重点领域对标改革，提升营商环境竞争力”“优化全生命周期服务和监管，提升市场主体满意度”“支持重点区域创新引领，提升营商环境影响力”“组织保障”等四个方面。

In the 6.0 version of the Action Plan, the tasks and measures for 27 major items and 195 minor items were added. They primarily focus on marketization, rule of law, internationalization, convenience, and other multi-dimensions, focusing on four aspects: "supporting innovation in key areas, enhancing the influence of business environment," "deepening benchmarking reform in key areas, enhancing the competitiveness of business environment," "optimizing service and supervision in the whole life cycle, improving the satisfaction of market subjects," and "organizational guarantee"

与以往行动方案相比，6.0版行动方案突出创新性，以深入推进国家营商环境创新试点和世界银行新评估体系对标改革为抓手，注重进一步鼓励浦东新区以及临港新片区、张江科学城、虹桥国际中央商务区、长三角一体化示范区等重点区域先行先试。为巩固实效性，6.0版行动方案关切到企业开办变更注销全程网办、工程建设领域一站式施工许可、综合竣工验收、区域评估、代办服务、免申即享、高效监管一件事、轻微违法免罚等改革举措，进一步提升市场主体的满意度。

在1月29日召开的2023年上海长宁区重大项目签约大会暨重大工程开工仪式上，长宁区委副书记、区长张伟表示，长宁将坚持“容缺、容错，扶新、扶特”理念，以加强制度创新、系统集成、升级迭代为主攻方向，争取更多先行先试政策，以改革创新激发市场活力，助力企业更好发展。在这次会上，长宁区推出2023版“八张改革特色牌”，即高效直达的政务服务、自主便利的贸易投资、优质贴心的企业服务、活力迸发的人才服务、公平有序的市场秩序、审慎均衡的监管机制、精准有效的信用赋能、规范高效的法治保障。

为使营商环境再迈新台阶，1月28日，上海宝山区举办优化营商环境强化招商引资大会，投资总额达528亿元的50个重大项目集中启动。在这次会上，宝山区推出的2023年优化营商环境重点改革举措中，涉及打造50名“联合首席代办”服务制度、实施“开工一件事”主题套餐式集成审批服务等八个方面内容。宝山区委书记陈杰说，宝山将持续做优全生命周期服务，与企业分享发展红利，全力支持产业转型升级。
