习近平总书记指出：“好干部要做到信念坚定、为民服务、勤政务实、敢于担当、清正廉洁。”近年来，四川省广元市把建设高素质专业化干部队伍作为重要工作，坚持“育、选、管、用”，努力锻造优秀干部，为推动事业发展提供坚强组织保证。

坚持梯次“育”，增强干部能力本领。干部成长，既靠自身努力，又靠组织培养。近年来，广元分层分类培养年轻干部、女性干部、党外干部和专业干部，常态化墩苗历练和培养选拔了一批涵盖各年龄段、各层级的干部队伍，形成选拔任用梯队。通过合理方式推进干部思想淬炼、政治历练、实践锻炼、专业训练，特别是年轻干部经历必要的基层历练、摔打磨砺，有助于积累经验、开阔视野、开拓思路，关键时刻扛得起重担、打得了硬仗、经得住考验。

We will continue to train officials in echelons to enhance their capabilities.The growth of cadres depends not only on their own efforts but also on organizational training.In recent years, Guangyuan has trained young cadres, female cadres, non-party cadres and professional cadres in different levels. A group of cadres covering all ages and levels have been trained and selected on a regular basis, forming a selection and appointment echelon.Promoting ideological, political, practical, and professional training for cadres in a reasonable way, especially for young cadres who have had necessary experience at the grassroots level and have been honed by hard fights, will help them accumulate experience, broaden their horizons, and broaden their thinking so that they can shoulder heavy burdens, win tough battles, and stand tests at critical moments.

坚持择优“选”，强化班子整体功能。在选配各部门各单位领导班子成员时，广元注重综合考量干部的实绩、年龄、学历、专业等因素，不脱离实绩空谈才干，力争选出德才兼备、群众公认的干部。在这个过程中，坚持在重大任务中看实绩、在长期工作中看德才。立足广元山区农业市实际，选配了66名熟悉农业农村工作的干部充实到县区领导班子中，占比近60%；同时，推动市级部门班子成员全日制专业匹配度达到48%，市管学校、医院、企业专业匹配度达到90%以上。把握好正确用人导向，做到选贤任能、用当其时、知人善任、人尽其才，把好干部及时发现出来、合理使用起来。

Adhere to the best "selection", strengthen the overall function of the group.In the selection of various departments and units of the leading group members, Guangyuan pays attention to the comprehensive consideration of the performance of cadres, age, education, professional and other factors, not out of the performance of the talent, and strive to choose both integrity and talent, the masses recognized cadres.In this process, we will continue to see tangible results in major tasks and merit in long-term work.Based on the reality of agricultural city in Guangyuan Mountain area, 66 cadres familiar with agricultural and rural work were selected to enrich the county leadership, accounting for nearly 60%;At the same time, the matching degree of full-time majors of members of municipal departments shall reach 48%, and the matching degree of majors of municipal schools, hospitals and enterprises shall reach more than 90%.We should ensure that good officials are identified in a timely manner and put them to good use.

坚持从严“管”，深化纪律作风建设。好干部是选出来的，更是管出来的。严管就是厚爱，是对干部真正负责。广元严格落实从严管理要求，聚焦“一把手”和重要岗位干部，建立干部日常行为量化监管预警机制，常态化开展纪律作风整顿，出台一系列规章制度，规范领导干部配偶、子女及其配偶经商办企业行为，严肃查处群众身边的不正之风和腐败问题，促进干部干净干事、清廉从政。把从严管理干部贯彻落实到干部队伍建设全过程，坚持从严教育、从严管理、从严监督，让每一个干部深刻懂得，当干部必须付出更多辛劳、接受更严格的约束。

坚持大胆“用”，激发内生动力活力。对看得准、有潜力、有发展前途的干部，敢于给他们压担子，有计划地安排他们经受锻炼。广元坚持健全激励机制，给优秀的年轻干部创造平台，出台容错纠错办法，旗帜鲜明地为勇于负责的干部负责、为勇于担当的干部担当；健全待遇保障体系，完善困难帮扶、定期慰问等措施，关心关爱基层干部身心健康，对高寒山区乡镇开展集中供暖，改善基层干部工作生活条件。通过制度上激励、工作上支持、待遇上保障、心理上关怀，切实让干事的人感受到组织温暖，进而更加满怀激情地干事创业。
