湖北省孝感市孝昌县自2019年创建“湖北省森林城市”工作启动以来，在湖北省林业局和省关注森林活动执行委员会的指导和支持下，围绕建成“森林孝昌”的目标，按照打造“绿色崛起”新引擎、绘就“美丽孝昌”新画卷、打通“两山转换”新通道的创森思路，以共同缔造的理念和方法，全面推动森林城市创建。创森以来，孝昌县完成造林绿化面积7.5万亩，其中城区完成绿地建设2700亩，镇区完成绿地建设3690亩，村庄完成造林绿化2.78万亩，新增通道绿化644.2公里，新增水系岸线绿化285.9公里，新建农田林网林带1300公里，完成宜林地和无立木林地绿化1.3万亩，完成受损弃置地生态修复3240亩，省级森林城市各项指标要求的建设内容均已完成，成功创建湖北省森林城市。

高点站位抓创建。党政主导、高位推进。成立以县长为指挥长的创森工作指挥部，下设创森工作办公室（县林业局），负责该项工作的统筹谋划和协调推进；各乡镇（区）相应成立创森工作办公室，形成上下联动、齐抓共管的工作格局。将创森工作纳入全县经济社会发展总体布局，投入资金7.8亿元，强力推进绿满孝昌、精准灭荒、全域绿化、一村万树等行动，持续提高城乡绿化覆盖率。县“四大家”负责人带头开展义务植树，参与活动的干部群众达到50万人次以上，营造浓厚的爱绿、植绿、护绿氛围。

精准施策抓创建。将创森与乡村振兴相结合。投入2.7亿元建设和美乡村，分类推进示范村、提升村、整治村建设，大力开展道路沟渠、房前屋后、公共场所绿化，常态化举办园艺技能大赛、美丽庭院大赛，建成国家森林乡村3个、全省绿色示范村117个、全省森林村庄3个、省级美丽乡村17个。投入4.5亿元打造功能镇区，将绿化作为镇区“标配”，推动集镇建成区能植尽植、应绿尽绿，建成全省森林城镇3个。目前县城建成区绿化覆盖率35.08%，城区树冠覆盖率25.04%，人均公共绿地12.8平方米。同时，坚持“人是最美的风景”，鼓励千家万户打造“一米阳台”“家庭花园”，让小区变得更美好，邻里之间更有爱。

At present, the green coverage rate of built-up areas in county towns is 35.08%, the crown coverage rate of urban areas is 25.04%, and the per capita public green space is 12.8 square meters. At the same time, adhere to the principle that "people are the most beautiful scenery", and encourage thousands of families to build "one-meter balcony" and "family garden", so as to make the community better and have more love among neighbors.

健全机制抓创建。健全投入机制。相继整合市政工程、交通、“三项行动”等项目资金1.25亿元，撬动社会资金6.2亿元，投入到创森工作中。构筑点、线、面相结合的绿色带、生态网，实现民居变民宿，农副产品变旅游商品，真正把绿水青山变成金山银山。健全管护机制。坚持政府主导与市场运作相结合，采取政府租地、公司化经营、公开竞标、企业承包等模式，择优选择6家专业绿化公司负责林木栽植养护。与14支造林专业队签订精准灭荒合同，聘请750名村级生态护林员，加强森林防火、防虫、防病，确保绿化质量。健全督办机制。进一步加大调度频率，将工作细化到周，指标明确到单位，任务具体到人，深入一线开展检查督办，每周通报进展，跟踪问责问效，对推动不力的及时约谈督办，确保创建工作扎实开展。

Signed contracts with 14 afforestation professional teams to eliminate wasteland accurately, and hired 750 village-level ecological rangers to strengthen forest fire prevention, pest control and disease prevention to ensure greening quality. Improve the supervision mechanism. Further increase the dispatching frequency, refine the work to weeks, clarify the indicators to units, and specify the tasks to people, carry out inspection and supervision in the front line, report the progress every week, track the accountability and ask for efficiency, and interview and supervise the ineffective promotion in time to ensure the solid development of the creation work.

绿水青山就是金山银山。截至目前，孝昌县林地总面积40.8万亩，其中林木面积35.4万亩，活立木蓄积量148万立方米；全县林木覆盖率20.81%，林业总产值17.9亿元。
