2021年以来，浙江省绍兴市不断完善林长制度体系，建立起市县乡村四级林长体系，全市2114名各级林长成为森林守护人。

绍兴市全面推行林长制改革，通过构建林长履职责任体系、林长制运行体系、林长制网格体系，层层压实森林资源保护责任。2022年以来，全市各级林长累计开展巡林履职和协调林业重点问题3638人次。

为了让制度落地见效，全市印发了《林长制市级会议制度》等5项配套制度，建立市领导联系重要生态功能区（自然保护地）的林长制联系点模式，将林长制工作纳入市对区、县（市）政府目标责任考核体系，确保高质量完成各项工作任务。

全市以网格化治理为抓手，建立健全市县乡村四级林长体系，构建“林长+警长+护林员”管护机制。目前，已设立各级林长2114名、林区警长462名，护林员1650名，开展巡林1706人次，巡护山林702万亩。

绍兴市通过山地造林、城镇公园建设、绿道建设、乡村四旁植树等多途径开展国土绿化工程。2022年完成国家造林7041亩，完成率103%；完成百万亩国土绿化新造林11184亩，完成率124%。完成珍贵彩色树种提苗11.6万株，千万亩森林质量精准提升工程10.22万亩，完成率140%。

护林行动同步推进。绍兴市成立工作专班，严格落实林木采伐限额和林地定额管理，在内业调查和现地核查基础上，完成全市9475亩补充林地申请入库。严格实施省级以上公益林生态补偿制度。同时，推进森林督查案件的查处整改，严厉打击破坏森林资源和侵害野生动物违法行为。通过开展“2022清风行动”联合执法，巡查相关场所398处，查办案件29起，处理违法人员53人，收缴、救护野生动物68只。

Through the joint law enforcement of "Operation Breeze 2022," 398 relevant places were inspected, 29 cases were investigated and dealt with, 53 lawbreakers were dealt with, and 68 wild animals were seized and rescued.

通过筑牢“三防”屏障，绍兴市有效提升了防灾减灾水平。

筑牢森林风险防范屏障。全市开展联防联控行动，高质量完成全市森林火灾风险普查、评估与区划，开展森林火灾隐患排查整治专项行动。目前，共出动督察组224组684人次，排查整改隐患点338处；完善林业有害生物监测预报网络，建立病虫害监测点52个，聘用监测员1429名，发布《森林病虫防治简报》12期。

筑牢森林防火屏障。人防、物防、技防、联防多管齐下，全市森林火灾防护取得阶段性成效。创新聘任森林防火专家10名，建设森林防火蓄水池385个，林火阻隔带45公里，新增高位监控108个。全市全年国有森林经营单位零火情、零火灾、零伤亡、零事故。

筑牢病虫害除治屏障。2022年，清理枯死松树24.39万亩、16.52万株，注药保护松树约73863株，省级质量抽检核查整体合格率居全省第二；全市发生松材线虫病面积减少4.56万亩，枯死松树株数减少9.93万株。全市现存松材线虫病发生面积和枯死松树较去年同期分别下降24.7%和72.32%。

全市充分发挥林业数字化改革引领作用，完善林业“一张图”，实现各类数据应落尽落。推广使用“林业智治”“防火码”“数字森防平台”“野生动物一件事”等多个应用，使用覆盖率达100%。积极打造多跨协同应用场景，推进生态感知体系建设，“古榧保护和利用集成系统”“榧香诸暨”等应用已上线使用，绍兴鉴湖国家湿地公园数字化场景正在建设中。

The digital scene of Shaoxing Jianhu National Wetland Park is under construction.

围绕林业高质量发展，全市推进整体设计与基层探索相统一，争取全省林业工作试点示范5个。柯桥区自2022年9月入选林业有害生物检疫监管“一件事”省级试点以来，成功上线“柯桥区浙里森防”应用场景，完成与省“数字森防”的应用场景对接，并接入“浙里办”App用户端。

Since Keqiao District was selected into the provincial pilot project of "One Event" for forestry pest quarantine supervision in September 2022, it has successfully launched the application scenario of "Zhejiang Province Prevention in Keqiao District," completed the docking with the application scenario of provincial "digital forest prevention," and connected to the App client of "Zhejiang Office."
