新华网济南11月9日电 初冬时节，走进山东省高青县蓑衣樊村，不由得放慢脚步。一条条干净的水泥路，一栋栋古朴典雅的民宿掩映在村子中，更多了一份静谧和淳朴。

11月8日，“黄河安澜”暨“绿色发展看山东”网络主题采访团走进蓑衣樊村，畅游黄河人家，探索他们如何实现乡村振兴，走向致富道路的故事。

On November 8th, the online theme interview group of "An Lan of the Yellow River" and "Looking at Shandong with Green Development" went into suoyifan village to visit the families near Yellow River and explore their stories of how to realize Rural revitalization and get rich.

蓑衣樊村位于山东省高青县东部，黄河南岸，大芦湖湿地自然保护区中心。村周围三面环水，湿地面积万余亩，湖塘星罗棋布，原生态的蒲苇满地、荷叶连天，营造出一片诗意的画面，蓑衣樊村犹如江南水乡。

Suoyifan village is located in the east of Gaoqing County, the south bank of the Yellow River and the center of Dalu Lake Wetland Nature Reserve. Surrounded by water on three sides, the village covers an area of more than 10,000 mu, lakes and ponds are dotted, the original ecological pampas reeds and lotus leaves are all over the ground, creating a poetic picture. Suoyifan Village is like a water town in the south of the Yangtze River.

面对如此美景，谁能曾想，10年前的蓑衣樊村竟是这样的景象：蓑衣樊村困于“水”，难于“地”。村子因多次遭受黄河水侵袭，产生大片盐碱地，庄稼收成寥寥。

In the face of such beautiful scenery, who could have thought that Suoyifan Village 10 years ago was trapped in "water" and difficult to "land". Because the village has been invaded by the Yellow River water for many times, a large area of saline-alkali land has been produced, and the harvest of crops is few.

“以前的村子下雨一身泥，刮风一身土，村民们的生活苦不堪言。”蓑衣樊村党支部书记司国营回忆说，2011年村集体经济收入几乎为零。

"The village used to be covered in mud when it rained and dirt when it blew, and the villagers' lives were miserable." Si Guoying, secretary of the party branch of Suoyifan village, recalled that the collective economic income of the village was almost zero in 2011.

“村子的变化太大了，放在十年前，这样的生活连想都不敢想。”村民司方华正在村子里转悠。风一吹，泛黄的落叶沙沙作响。

"The changes in the village are too great. Ten years ago, this kind of life didn't even dare to think about it." Si Fanghua, a villager, is wandering around the village. When the wind blows, the yellow leaves rustle.

蓑衣樊村距离黄河仅一公里，以“水”而生。因紧邻“引黄济淄工程”，村里成了澄清黄河水的沉沙池，耕地减少了三分之二。

The village of Suoyifan is located just one kilometre from the Yellow River, and develope upon "water". The village became a sink for clarifying the water of the Yellow River, and its arable land was reduced by two thirds due to its close proximity to the "Yellow River to Zizi Project".

如何突破这个困境？

2001年，引黄济淄供水工程建成通水之后，蓑衣樊村形成了三面环绕沉沙池的格局。经过多年沉积，沉沙池水面衍生出4000余亩原生态湿地。

In 2001, after the water supply project from the Yellow River to Zi was completed, Suoyifan Village formed a pattern surrounded by grit basin on three sides. After years of deposition, more than 4000 mu of original ecological wetlands have been derived from the water surface of the settling basin.

“我们靠着黄河，就要欣然接受天然的馈赠。”司国营说。

"When we rely on the Yellow River, we must gladly accept natural gifts." Si Guoying said.

依托良好的自然生态环境，蓑衣樊村牢牢坚持“黄河风情、湿地风貌”的发展思路，大力发展乡村旅游。

Relying on a good natural ecological environment, Suoyifan Village firmly adheres to the development idea of "Yellow River Customs and Wetland Style" and vigorously develops rural tourism.

三面环水，湿地连片，蒲苇满地，白鹭成群。“如今的蓑衣樊村犹如江南小水乡。”司国营望着村子，展露笑容。

十年前的蓑衣樊村困于“水”，难于“地”；如今的蓑衣樊村以“水”而生，靠“地”而兴。

蓑衣樊村位于黄河南岸，三面环水，早年村民多以种稻打鱼为生。如今，蓑衣樊村依靠政策支持，凭借得天独厚的生态优势，在村内修鱼池、挖藕塘、种稻米。

Suoyifan Village is located on the south bank of the Yellow River, surrounded by water on three sides. In the early years, villagers mostly planted rice and fished for a living. Nowadays, Suoyifan Village relies on policy support and unique ecological advantages to repair fish ponds, dig lotus ponds and plant rice in the village.

“平常一斤大米卖2元5角，俺村的蟹田米一斤卖到8到12元。”司国营所说的蟹田米，正是近两年村里探索的“稻蟹共生，稻虾共养”项目的产物。

"Usually a pound of rice sells for 50 cents in 2 yuan, and a pound of crab rice in our village sells for 8 to 12 yuan." The crab rice mentioned by Si Guoying is the product of the project of "symbiosis of rice and crab, co-cultivation of rice and shrimp" explored in the village in recent two years.

“在水稻里养蟹、虾，好处太多了。虾、蟹能清除稻田杂草、吃掉害虫，排泄物还能肥田，水稻又为虾、蟹提供天然饵料和栖息条件。纯绿色养殖，无农药、无化肥、无污染，所以价钱普遍比市场高。”司国营说，“稻田的收益高了，村民们的分红也就多了。”

"There are too many benefits to raising crabs and shrimps in rice. Shrimps and crabs can remove weeds and eat pests in rice fields, and excrement can fertilize the fields. Rice also provides natural bait and habitat conditions for shrimps and crabs. Pure farming, no pesticides, no fertilizers, no pollution, so the price is generally higher than the market. " Si Guoying said, "The higher the income of rice fields, the more the dividends of the villagers."

村民的收益上去了，但村集体的收入还是寥寥无几。

The income of the villagers has gone up, but the income of the village collective is still very small.

为了提高村集体的增收，2020年，蓑衣樊村党支部领办成立了蓑衣渔乡乡村旅游专业合作社，村集体以村土地、池塘、房屋等旅游基础设施以及蓑衣樊国家级旅游乡村品牌等资源入股。

“当年合作社收入14万元，村集体增收7万元，入股社员每人分红2000元，全体村民每人分得一袋米、一桶油。”司国营满脸自豪地说。

"That year, the cooperative income of 140,000 yuan, the village collective income of 70,000 yuan, shareholding members each share of 2,000 yuan, all villagers each share of a bag of rice, a barrel of oil." Si Guoying said with pride.

蓑衣樊村依托天鹅湖国际温泉慢城、黄河安澜湾等生态资源优势，大力发展乡村旅游，开发了垂钓、采摘、民宿等乡村体验游特色项目。

Suoyifan Village, relying on the advantages of ecological resources such as Swan Lake International Hot Spring Slow City and An Lan Bay of the Yellow River, has made great efforts to develop rural tourism, and developed special rural experience tours such as fishing, picking and homestay.

“俺家的民宿一年收入七八万元，自家房子，俺老两口自己干，几乎无成本。”司方华指着自家的民宿高兴地说。

"My family's homestay earns 70,000 yuan to 80,000 yuan a year, and my own house, the old couple do it themselves, almost without cost." Si Fanghua said happily, pointing to his homestay.

今年64岁的司方华，现在“坐拥”两个院子，包括4个标间、2个套房。

“现在的乡村旅游已经进入一个新的发展时代。要求不光玩得好，还要吃得好，住得好。”司国营说道。

据司国营介绍，目前，村里共发展了58家星级农家乐。2021年，蓑衣樊村累计接待游客20万人次，村民人均可支配收入从2016年0.8万元提高到2021年3万元。

According to Si Guoying, at present, 58 star-rated farmhouses have been developed in the village. In 2021, Kuyifan Village received a total of 200,000 tourists, and the per capita disposable income of villagers increased from 0.8 million yuan in 2016 to 30,000 yuan in 2021.

“预计今年村集体收入能达100万元，合作社为村集体收入增加30万元。”司国营高兴地说。

"It is estimated that the village collective income will reach 1 million yuan this year, and the cooperative will increase the village collective income by 300,000 yuan." Si Guoying company said happily.

“黄河宁，天下平”。黄河安澜、海晏河清，是中华民族的千年梦想。确保黄河安澜是治国理政的大事，更是山东推进黄河保护的头等大事。

"The Yellow River is peaceful, the world is flat". The Yellow River and Haiyan River are clear, which is the Millennium dream of the Chinese nation. Ensuring the An Lan of the Yellow River is a major event in governing the country, and it is also a top priority for Shandong to promote the protection of the Yellow River.
