Insight of the "Cause of Spring": Helping the Weak and Achieving All-around Development and Common Prosperity of Persons with Disabilities

央视网消息：回顾过去，中国在冬残奥会上奖牌从无到有，充分见证了我国残疾人事业发展的进步。去年7月，《“十四五”残疾人保障和发展规划》发布以来，各地各部门出台多项措施，从帮扶城乡残疾人就业创业、提升残疾人教育质量等多方面发力，积极营造残疾人事业发展的新局面。

CCTV News: Reflecting on the past, China has won medals at the Winter Paralympics from scratch, representing the achievement we've made on the cause of persons with disabilities. Since the Plan for Protection and Development of Disabled People during the 14th Five-Year Plan (2021-25) Period was unveiled last July, local governments implemented multiple measures from several aspects including assistance for employment and self-employment of persons with disabilities and improvement of their education quality, so as to open up a new vista for persons with disabilities in the new era.

北京2022年冬残奥会开幕在即，来自湖南省邵阳市城步苗族自治县的“90后”女孩杨淑亭将作为火炬手参加火炬传递活动，这两天，她正在北京为火炬传递做着准备。

The Beijing 2022 Winter Paralympics is about to open. Yang Shuting, a "post-90s" girl from Chengbu Miao Autonomous County of Shaoyang City, Hunan Province, will take part in the torch relay as a torch bearer. She is preparing for it in Beijing these two days.

杨淑亭：能以这样的方式作为残疾人代表参与到冬残奥会中，我感到非常荣幸，同时也希望每一位运动员都能够享受冰雪运动的快乐，取得自己满意的成绩。

Yang Shuting: It's a great honor to participate in the Winter Paralympics as a representative of persons with disbilities in this way. And I also hope that every athlete can enjoy winter sports and get satisfactory results.

2011年，杨淑亭因为车祸导致高位截瘫，但她身残志坚，通过做电商客服、开网店等方式重新拥抱生活。2016年，在当地政府的支持下，杨淑亭创办了公司，优先安排贫困群众、残疾人就业，带动了当地1300多困难群众和残疾人稳定增收致富。

In 2011, Yang Shuting suffered from high paraplegia due to a car accident, but her physical disability didn't defeat her. She embraced her misfortune and be positive to her life by being an e-commerce customer service and opening online stores. In 2016, with the support of the local government, Yang Shuting set up a company that provided jobs to the poor and people with disabilities. It helped more than 1,300 local needy people and people with disabilities to increase their income and become rich steadily.

杨淑亭：总书记曾经说过，残疾人完全有志向、有能力为人类社会作出重大贡献。我想落实总书记的指示最有力的行动就是投身到乡村振兴中去，如今，我们在城步县也建成了4个乡村振兴车间，接下来争取能为家乡的乡亲们提供更多的就业岗位。

Yang Shuting: The General Secretary once said that persons with disabilities are fully ambitious and competent to make significant contributions to the society. In my view, the most appropriate action to implement his instruction is to devote ourselves to the rural revitalization. Now, we have also built four rural revitalization workshops in Chengbu County, and then we will strive to provide more jobs for the villagers in our hometown.

一年多来，各地通过推动涉残企业安置更多残疾人就业、加大残疾人自主创业的扶持力度等方式全力推进残疾人多元化就业体系建设。2021年10月27日，中组部、中央编办、人社部等五部门共同印发《机关、事业单位、国有企业带头安排残疾人就业办法》，明确相关单位按比例安排残疾人就业，要为残疾人参加招录（聘）考试提供合理便利等；在四川，省残疾人服务中心联动120多家单位成立全国首个省级助残公益联盟，今年将推动全省每个县（市、区）建立一所辅助性就业机构，重点帮助精神、智力和重度残疾人实现辅助性就业。

Over the past year, local governments have made all efforts to establish the diversified employment system for persons with disabilities by providing more jobs for them and stronger assistance for their self-employment. On October 27, 2021, Guidance of Employment Arrangement of People with Disabilities for Government Offices, Public Institutions and SOE was issued by five departments including the Organization Department of the Central Committee of the CPC, State Commission Office of Public Sectors Reform and the Ministry of Human Resources and Social Security of the P.R.C. It stipulates that relevant units should provide jobs to people with disabilities proportionally and facilitate them in recruitment test properly. In Sichuan Province, cooperating with over 120 units, Sichuan Service Center for People with Disabilities established the first provincial-level charity alliance for the disabled in China. Besides, it planned to establish auxiliary employment agencies which target on persons with intellectual, mental and severe disabilities in each county.

四川省成都市青白江区残疾人创新创业基地培训老师 张小君：通过联盟组织的非遗面塑培训，我学到了一门技能，也认识了更多的朋友，通过不懈努力，我现在也成了一名面塑培训老师，我愿意把我学到的技能教给更多的残疾人朋友，让他们学到一技之长。

Zhang Xiaojun, Training Tutor of Innovation and Entrepreneurship Base for People with Disabilities of Qingbaijiang District in Chengdu City, Sichuan Province: Through the dough figurine training organized by the alliance, I have learned the skill and had more friends. Through unremitting efforts, I have now become a dough figurine training tutor. I am willing to impart the skill I have learned to more disabled friends so that they can equip themselves with a skill.

四川省残疾人联合会党组成员、副理事长 黄卫德：目前，我们设立了联盟专项基金，建立了助残项目库，开展了残疾人技能培训、校企双选会、网上招聘会、新媒体营销大赛、励志巡讲等活动、赛事，使近万名残疾人直接受益。下一步，我们希望更多的爱心企业、爱心单位加入到这个联盟中来，从而开启一条推动残疾人就业创业的新路子。

Huang Weide, Member of the Party Committee and Vice-chairman of the Sichuan Disabled Persons' Federation: Now we have set up a special fund for the Federation and a pool of assistance projects for the disabled. Besides, we carried out activities such as skill training classes for the disabled, school-enterprise double selection meetings, online job fairs, as well as speech with inspirational targets, and competitions including new media marketing competitions. These have directly benefited nearly 10,000 people with disabilities. For the next stage, we hope that more enterprises and units will join the alliance, thus opening a new way to promote the employment and self-employment of the disabled.

教育关系着残疾人的未来。不久前，教育部等部门联合印发《“十四五”特殊教育发展提升行动计划》，部署各地加快推进特殊教育高质量发展，增加各学段残疾儿童青少年入学机会。眼下在海南，还未建立特教学校的琼中、白沙等市县正在加紧建设。在这所已经建成的海南（海口）特殊教育学校，学校有56个教学班，在校学生671人，集九年义务教育、职业高中教育为一体，除了学习文化课外，学校还进行聋儿语言康复、自闭症儿童康复和职业技能培训，并根据学生特点开设了多项职业课程，鼓励学生个性发展。

Education is related to the future of people with disabilities. Not long ago, the Ministry of Education and other departments jointly issued the "Action Plan for Promoting the Development of Special Education during the Period of 14th Five-Year Plan", so as to deploy local governments to accelerate the high-quality development of special education and increase the opportunities for disabled children and adolescents at all levels to attend school. At present, in Hainan Province, local cities and counties such as Qiongzhong and Baisha, which have not yet established schools for special education, are stepping up their efforts. In the Hainan (Haikou) school for special education, there are 56 classes with 671 students, integrating nine-year compulsory education and higher vocational education. In addition to learning culture, the school also conducts classes such as language rehabilitation for deaf children, rehabilitation for autistic children and vocational skills training. It also offers a number of vocational courses according to the characteristics of students to encourage students' personality development.

海南省教育厅基础教育处处长 韩小雨：目前，我们正在推动20万左右人口的市县区要建设一所特殊教育学校，今年我们要力争建成3到4所，为我们残疾儿童提供就近入学的保障。

Han Xiaoyu, Director of the Basic Education Department of Hainan Provincial Education Department: At present, we are pushing local cities and counties with a population of about 200,000 to build schools for special education. This year, we will strive to build 3 to 4 schools for children with disabilities to enter schools nearby.
