民用机场命名有了新规范！《民用机场名称管理办法》10月1日起施行

《中国民航报》、中国民航网 记者肖敏 报道：日前，民航局首部专门针对民用机场命名、更名及使用的行政规范性文件——《民用机场名称管理办法》（以下简称《办法》）正式印发。《办法》细化完善了现行规章中机场名称管理相关内容，将进一步推动民用机场名称管理法治化、科学化、规范化水平有效提升。

The Measures refine and improve the relevant contents of airport name management in the current regulations, which will further promote the effective improvement of the legal, scientific and standardized level of civil airport name management.

党中央、国务院高度重视地名管理工作。去年国务院颁布实施了新《地名管理条例》，并将“民用机场命名、更名审批”作为分列子项纳入“地名命名、更名审批”行政许可事项。为落实《地名管理条例》最新要求，进一步规范并加强民用机场名称管理工作，民航局组织制定了《办法》。

The CPC Central Committee and the State Council attach great importance to the management of geographical names. Last year, the State Council promulgated and implemented the new Regulations on the Administration of Geographical Names, and included "Approval of Naming and Renaming of Civil Airports" as a sub-item into the administrative licensing items of "Approval of Naming and Renaming of Geographical Names". In order to implement the latest requirements of the Regulations on the Administration of Geographical Names and further standardize and strengthen the management of names of civil airports, the Civil Aviation Administration has formulated the Measures.

《办法》明确了民航局和民航地区管理局的管理职责：民航局负责对全国民用机场名称实施统一监督管理，并负责运输机场命名、更名审批；地区管理局负责对辖区内的民用机场名称实施监督管理，并受民航局委托实施通用机场命名、更名审批或者备案。《办法》还明确了通用机场名称管理要求，其中A类通用机场参照运输机场实施管理，B类通用机场名称采用备案管理。

The Measures define the management responsibilities of CAAC and CAAC regional administrations: The Civil Aviation Administration is responsible for the unified supervision and administration of the names of civil airports throughout the country, and is responsible for the examination and approval of the naming and renaming of transport airports; The regional administration shall be responsible for the supervision and administration of the names of civil airports within its jurisdiction, and shall be entrusted by the Civil Aviation Administration to carry out the examination and approval or filing of the naming and renaming of general airports. The Measures also specify the management requirements for the name of general airports, in which Class A general airports shall be managed with reference to transport airports, and Class B general airports shall be managed by filing.

《办法》优化了机场命名规则。按照《地名管理条例》有关规定，《办法》将机场名称构成由原来的“行政区划名+机场专名”调整为“一级专名+二级专名+通名”，进一步细化运输机场命名、更名规则。同时，明确了对于特殊情况下确需不以规则命名的机场，需遵循“有利于弘扬社会主义核心价值观、促进民族团结或者推动地方经济发展”的基本原则，并强调“不以人名、外国地名、企业名称、商标名称或者当地物产作为机场专名”等具体要求，既保持了政策的适度灵活，又防止了机场随意命名、更名。

The Measures optimize the airport naming rules. In accordance with the relevant provisions of the Regulations on the Administration of Geographical Names, the Measures adjust the composition of airport name from the original "administrative division name + airport proper name" to "first-class proper name + second-class proper name + general name", further detailing the naming and renaming rules of transport airports. At the same time, it is clear that airports that do not need to be named according to rules under special circumstances shall follow the basic principle of "promoting socialist core values, promoting national unity or promoting local economic development", and emphasize the specific requirements of "not taking personal names, foreign geographical names, enterprise names, trademark names or local products as the proper names of airports", which not only maintains the appropriate flexibility of policies, but also prevents the airport from naming and renaming at will.

《办法》强化了机场名称使用监督管理。《办法》明确“机场管理机构或者运营人违反本办法规定的，由民航地区管理局按照《地名管理条例》等法律、行政法规的规定予以处罚”，进一步强化对机场名称使用的监督检查，加大对不使用或者不规范使用机场名称情形的查处力度，避免因机场名称造成不良影响。

The Measures strengthen the supervision and management of the use of airport names. The Measures clearly state that "if the airport management organization or operator violates the provisions of these Measures, the regional administration of civil aviation shall impose penalties in accordance with the Regulations on the Administration of Geographical Names and other laws and administrative regulations", further strengthen the supervision and inspection on the use of airport names, strengthen the investigation and punishment of non-use or irregular use of airport names, and avoid adverse effects caused by airport names.
