安徽马鞍山推深做实林长制高质量实施“五大森林”行动

安徽省马鞍山市自实施林长制以来，深入学习贯彻习近平生态文明思想和习近平总书记对安徽作出的系列重要讲话指示批示精神，高质量推进平安森林、健康森林、碳汇森林、金银森林、活力森林“五大森林行动”，持续巩固林长制改革创新成果，现有国家级森林公园2个，省级森林公园1个、省级自然保护区1个、省级湿地公园1个、国有林场8个。

It now has 2 national forest parks, 1 provincial forest park, 1 provincial nature reserve, 1 provincial wetland park,and 8 state-owned forest farm.
打造平安森林，筑牢绿色之本。构建市、县、乡、村四级林长共管、共建、共治的监管体系，建立巡护制度，实现巡护全覆盖，全市各级林长1194名。开展“林长制进党校”活动，引导市县乡村四级林长知责于心、担责于身、履责于行。深入开展打击毁林专项行动和森林督查工作，核实打击毁林专项行动疑似问题图斑396个、森林督查疑似问题图斑1793个，坚决遏制破坏森林资源的违法犯罪行为。开展“我为马鞍山古树名木送温暖”认养认捐活动，全市149株古树名木得到有效管理、妥善保护。对枯死松树进行集中除治，实现枯死松树及其枝桠除治清除率100%，枯死松树、伐桩除害处理率100%，疫木检疫检查率100%。
We should create a safe forest, solidating the core of green. We had established a supervision system of co-management, co-construction and official management of forest leaders at city, county, township and village levels, and performed a patrol system to realize full coverage of patrol, with 1194 forest leaders at all levels in the city. We would guide the four-level forest chiefs of cities, counties and villages to know their responsibilities in heart, bear responsibilities in themselves and perform responsibilities in practice by launching "Forest Chief System Entering Party School" events. Carrying out special action against deforestation and forest supervision work, we had verified 396 suspected spot in the special action against deforestation and 1793 in forest supervision to resolutely curb the illegal and criminal acts on the destruction of forest resources. Through the campaign of "I Send Warmth to Ancient and Famous Trees in Ma 'anshan", 149 ancient and famous trees in the city were effectively managed and properly protected. We concentrated to wipe out the dead pine, realizing 100% clearance rate of dead pine and branches, 100% treatment ratepf the dead pine and stump pest , and 100% quarantine inspection rate of the infected wood.
打造健康森林，筑牢绿色之基。全面建立林长履职记录簿、一林一技履职记录簿、一林一警履职记录簿、一林一员履职记录簿、一林一策记录簿“一林五簿”履职记实制度，作为“一长三员”履职尽责、定期调度、日常督查、跟踪问效的重要依据，全力推动林长制“五个一”服务平台提档升级。严格落实森林防火责任，开展森林防火巡查督查，组织森林防火培训、森林火灾应急演练。全市首次开展飞机防治美国白蛾作业，投入防治资金600万元，出动直升机1架、高射程喷雾机、烟雾机、担架式喷雾机等设备2000余台次、专业防治人员266人，共完成防治作业21.5万亩，筑牢全市绿色生态屏障。

打造碳汇森林，筑牢绿色之源。加快构建林业碳汇计量监测体系，完成石臼湖等湿地碳汇监测项目招标。深化“四旁四边”国土绿化提升行动，“十三五”以来，长江岸线15公里范围内及联动区新增人工造林8.41万亩、封山育林10.37万亩、退化林修复4.53万亩、森林抚育57.31万亩，努力打造林业休闲美地、林业致富高地、林业生态福地。近年来，完成长江干流和主要支流两岸10公里范围内废弃矿山生态修复治理64个，完成治理面积1044公顷，投入治理资金约1亿元。全市累计拆除长江干、支流非法码头153家，腾退长江岸线约10公里、滩地1000多亩，整治散乱污企业704家，2984户10757名渔民告别“水上漂”。如今的薛家洼生态游园、杨树林、滨江文化公园等一批湿地公园已成为广大市民的“城市生态客厅”。

Since the 13th Five-Year Plan, we have added within 15 kilometers of the Yangtze River shoreline and the linkage area, 84,100 mu of artificial afforestation, 103,700 mu of mountain closure for afforestation, 45,300 mu of degraded forest restoration and 573,100 mu of forest tending, striving to create a beautiful land for forestry leisure, a highland for forestry prosperity and a blessed land for forestry ecology. In recent years, we have invested about 100 million yuan to achieve a great success within 10 kilometers of the main stream of the Yangtze River and its main tributaries, with 64 abandoned mines being restored and treated, covering an area of 1044 hectares In total. Moreover, 153 illegal wharfs on the main and tributaries of the Yangtze River were dismantled, about 10 kilometers of Yangtze River shoreline and more than 1000 mu of beach land were vacated, 704 scattered pollution enterprises were rectified, and 10757 fishermen from 2984 households bid farewell to "floating on water." 打造金银森林，筑牢绿色之重。严格执行《马鞍山市建设项目占用林地定额管理办法》，进一步规范建设项目使用林地报批程序，实现林业生态保护与经济发展双赢。2017年至2021年，上报获批永久占用林地项目126个，总面积442.7396公顷。探索建立“亩均论英雄”审核机制，将计划开工时间、亩均投资、亩均预期产值、亩均预期税收等亩均数据，作为初审、复审参考。在政策、资金、服务等全方位扶持下，新型林业经营主体蓬勃发展，全市林业总产值将突破60.6亿元。
We should create gold and silver forest, putting green in weight. By strictly implementing of the "Ma'anshan City Construction Project Occupation of Forest Land Quota Management, We should further standardize the use of forest land approval procedures on the construction projects to achieve a win-win between the forestry ecological protection and the economic development. From 2017 to 2021,126 projects with a total area of 442.7396 hectares were reported and approved for permanent occupation of forest land. We explored the establishment of a review mechanism, "Being a Hero per mu", and took such references for preliminary review and re-review as the planned commencement time, investment per mu, expected output value per mu , expected tax revenue per mu and other data per mu. Supported all-round by the policies, funds and services, the main parts of new forestry management develop vigorously, which will bring the total forestry output value of exceeding 6.06 billion yuan to the whole city.
打造活力森林，筑牢绿色之力。聚焦“山绿、林活、农富”思路，积极参加2021年度中国·合肥苗木花卉交易大会，马鞍山市林业局荣获优秀组织奖，马鞍山展馆荣获展馆设计布置奖银奖，参展盆景艺术品摘得2金2银1铜，4家企业分别获优秀参展企业奖。积极探索“合作社+基地+农户”的发展模式，创建省级以上示范社4家、省级以上家庭林场3家。进一步拓展林业融资渠道，用好用活“五绿兴林·劝耕贷”等财政贴息政策，成功为博望区部分企业申请贷款，在一定程度上解决了林业企业融资难问题。
We should create a vibrant forest, tapping the prosperous power of green. Focusing on the thought of "green mountains, living forests and rich farmers", the main parts participanted in the annually trade conference of trees and flowers in Hefei, China, in 2021, with Ma'anshan City Forestry Bureauand winning the Excellent Organization Award, Ma 'anshan Exhibition Hall the Silver Award for Exhibition Hall Design and Layout, the exhibition bonsai artworks 2 gold, 2 silver and 1 bronze, and 4 enterprises the Excellent Exhibitor Award respectively. We actively explored the development mode of "cooperatives + bases + farmers", establishing 4 demonstration cooperatives and 3 family forest farms above provincial level. Further expanding the financing channels of forestry, we made good use of the "five green forest, encouraging farming loan" and other financial discount policies, successfully applying for loans for some enterprises in Bowang District, which, to a certain extent, solved the financing difficulties of forestry enterprises.
