用制度推进领导干部能上能下常态化

“治国之要,首在用人。”以高标准严要求锻造堪当时代重任的执政骨干队伍,是关系党和人民事业的关键性问题。近日,中央办公厅在2015年出台的《推进领导干部能上能下若干规定(试行)》基础上,印发了新修订的《推进领导干部能上能下规定》(以下简称《规定》),聚焦突出问题,重点围绕调整不适宜担任现职干部,细化完善具体情形、调整程序、调整方式等,鲜明亮出了干部优与劣的标尺、上与下的准绳,对于进一步贯彻落实新时代党的组织路线、推进领导干部能上能下常态化具有重要意义。
"The most important thing in governing a country lies in the using of talents." It is a key issue related to the cause of the Party and the people to forge a ruling backbone team with high standards and strict requirements. Recently, on the bais of several regulations in 2015 of the promotion of leading cadres, the General Office of the Central Committee has issued the newly revised Regulations on Promoting Leading Cadres to the Upper Position and Lower Position" (hereinafter referred to as "Regulations"), focusing on highlighting problems and adjusting cadres who are not suitable for serving, refining and perfecting specific situations, and adjusting procedures and methods, etc., which clearly highlights the yardstick of cadres' excellence and inferiority, and the criterion of top and bottom. It is of great significance for further implementing the Party's organizational line in the new era and to promote the normalization of leading cadres' ability of upper position and lower position.
从组织建设的一般规律来看,对干部进行适当的动态调整是避免干部队伍封闭僵化、激发干部队伍生机活力的必然要求。干部岗位不是“铁饭碗”,理应做到选贤任能、人岗相适、用当其时。只有坚持选人用人和严格管理相统一,既把德才兼备的好干部选出来、用起来,又加强管理监督,推动形成能者上、优者奖、庸者下、劣者汰的用人导向和从政环境,才能保障执政骨干队伍的长久生命力。

The posts of cadres are not "iron-rice bowls". They should be selected for their talents, suitable for their posts and used at the right time. Only by adhering to the unity of selecting and employing personnel and strict management can the long-term vitality of the ruling backbone team be guaranteed, which is not only selecting and using good cadres with both moral integrity and ability, but also strengthening the management and the supervision, further promoting the formation of a personnel orientation and political environment in which the capable and the superior should be employed and the mediocre and the inferior should be eliminated.
我们党一直高度重视领导干部“能上能下”问题。邓小平深刻指出:“多少年来,我们对干部就是包下来,能上不能下。”“唯一的出路是要能下。这是一项很艰巨的工作。”党的十八大以来,以习近平同志为核心的党中央站在以党的伟大自我革命引领伟大社会革命的战略高度,对全面从严治党、推进领导干部能上能下作出一系列重大决策部署,在解决干部下的问题上取得突破性进展。时至今日,问责、党纪政务处分、组织处理等干部“能下”的渠道已经较为成熟,用制度推进领导干部能上能下常态化各方面条件已经具备。

Since the 18th National Congress of the Communist Party of China, the Party Central Committee with Comrade Xi Jinping at the core has made a series of major decisions and arrangements for comprehensively and strictly governing the Party and promoting the leading cadres to be able to go upper and lowers by tanding at the strategic height of leading the great social revolution with the great self-revolution of the Party, and has made breakthrough progress in solving the problems under the cadres. Up to now, the channels for cadres to "be able to go lower" have been relatively mature, like the accountability, the Party discipline and the administrative punishment, the organization and handling, and the conditions have been met for promoting the normalization of leading cadres' ability to go upoer position and lower with the system.
推进领导干部能上能下,重点是解决能下问题,难点是做好调整不胜任现职领导干部职务的工作。每一名领导干部都处于自身动态发展的过程中,处于所承担的岗位职责动态变化的过程中。过去是好干部,不等于现在和将来一定都是好干部;在某个岗位能做到实绩突出,不代表在其他岗位都能顺利履职尽责。干部的德、能、勤、绩、廉如果与所任职务要求不符,不宜在现岗位继续任职却得不到及时调整,将会对党和国家事业发展造成贻误。从实际情况看,我们的干部队伍整体上是过硬的,在脱贫攻坚、疫情防控、构建新发展格局、推动高质量发展等急难险重任务中冲锋在前、勇于担当,但也存在一些与新时代新征程新任务不适应的现象,尤其是有少数干部身处领导岗位,却出现不担当、不作为、乱作为、庸懒散躺、推拖绕躲等问题,与新时代新征程新任务不适应,挫伤了其他干部的工作积极性,严重影响着干部队伍的整体活力。因此,整合“下的渠道”,完善“下的依据”,规范“下的程序”,用制度保障不适宜担任现职干部调整工作常态化、机制化,势在必行。

If the morality, the ability, the diligence, the performance and the honesty of cadres do not conform to the requirements of their posts, they should not continue to hold their posts but cannot be adjusted in time, which will delay the development of the cause of the Party and the country. Our cadres of the Party as a whole is excellent in the actual situation, in the poverty alleviation, the epidemic prevention and control, the construction of new development pattern, the promotion of high-quality development and other urgent, the difficult and dangerous tasks, but there are also some phenomena that do not adapt to the new era, new journey and new tasks, especially a small number of cadres in leading posts, not bearing the responsibilities, not acting, acting in disorder, mediocre lazy lying, pushing and dragging around and hiding and other problems, which is not adapt to the new era, new journey and new tasks, which dampens the enthusiasm of other cadres and seriously affects the overall vitality of the cadre team. Therefore, it is imperative to integrate the "lower channels", perfect the "lower basis," standardize the "lower procedures" and ensure the normalization and institutionalization of the adjustment work of cadres who are not suitable for serving.
制度的生命力在于执行。《规定》通过充实完善不适宜担任现职的具体情形、优化核实认定和调整程序等方面为调整不适宜担任现职干部提供了总体性、系统化的制度遵循。要贯彻落实好《规定》,各地区各部门需要树立推进能上能下常态化是落实全面从严治党战略方针的重要任务的意识,根据所面临的具体情况,进一步细化完善、探索方法,提高制度的针对性、可操作性,让制度真正运转起来。干部队伍也应大力破除“官本位”思想和“先来先得”的固有思维,正确看待进退留转。领导干部能上能下走向常态化,我们党方能在干部队伍永葆“赶考”的清醒和坚定中不断提升长期执政能力,以朝气蓬勃的精神面貌在新时代新征程上赢得更加伟大的胜利和荣光。

According to the specific conditions, they need to further refine and improve, explore methods, improve the pertinence and operability of the system, making the system really work. Cadres should also vigorously get rid of the "official standard" thinking and the inherent thinking of "first come first served", a correct view of the advance and retreat stay. Only when leading cadres are able to move up and down towards the normalization can our Party continuously improve its long-term ruling ability and win greater victories and glory in the new era and new journey with a vigorous mental outlook while maintaining the soberness and firmness of the cadre team to "catch up with the examination."
