记者从7月21日召开的长三角地区交通运输信用一体化建设半年度座谈会上获悉，长三角地区交通运输信用一体化工作已进入全面启动阶段。会上，江苏省交通运输厅发布了《江苏省交通运输信用体系建设白皮书（2021）》（简称《白皮书》），这是全国首部省级交通运输领域信用体系建设白皮书，全方位、系统化展示了江苏省信用交通建设成效。

From the semi-annual symposium on the integration of transportation and credit in the Yangtze River Delta region held on July 21,the reporter learned that the integration of transportation and credit in the Yangtze River Delta region had entered a full-scale start-up stage. At the meeting, the Department of Transportation of Jiangsu Province issued the "White Paper on the Construction of Jiangsu Province's Transportation Credit System (2021)" (referred to as the "White Paper") which was the country's first white paper on the construction of a provincial-level transportation credit system, comprehensively and systematically demonstrating the effectiveness of credit transportation construction in Jiangsu Province.

年底建立评价转换和互认机制

2021年4月，长三角地区三省一市交通运输部门共同签署了《长三角地区交通运输信用一体化建设合作协议》，去年年底联合印发了工作方案和专班建设方案，建立了组织机构，明确了各省（市）任务分工。一年来，三省一市交通运输厅（委）紧密合作、协同发力，各项工作稳步推进。

In April 2021, the transportation departments of three provinces and one city in the Yangtze River Delta region jointly signed the Cooperation Agreement on the Construction of Transportation Credit Integration in the Yangtze River Delta region. At the end of last year, they jointly issued the plan and the construction plan of special class , with establishing the organizational structure, and clarifing the responsibilities of tasks of each province (city). Over the past year, the transportation departments (committees) of the three provinces and one city worked closely and collaboratively to advance steadily various tasks.

下半年是长三角一体化交通信用体系建设第一阶段的关键时期，三省一市将继续做好长三角交通信用合作事项的落实工作，计划于今年年底发布关于建立长三角地区一体化交通运输信用评价转换和互认机制的指导意见。同时，统筹谋划好明年工作要点，确保交通信用一体化建设出成效出亮点，共同推动长三角地区交通运输高质量一体化发展。

The three provinces and one city would continue to implement of the Yangtze River Delta transportation credit cooperation, planning to issue the guiding opinions on the establishment of the Yangtze River Delta integrated transportation credit and on the conversion and mutual recognition mechanism of evaluation at the end of this year. At the same time, they made overall plans for the main points of next year's work to ensure that the construction of transportation credit integration would achieve and highlight the results, jointly promoting the high-quality integrated development of transportation in the Yangtze River Delta.

江苏省交通运输厅将继续履行轮值单位职责，做好组织协调工作，积极配合上海制定长三角地区交通运输公共基础信用信息共享目录，配合安徽形成长三角地区信用信息数据资源交换与共享工作方案，配合浙江发布长三角地区超限超载严重失信主体对象名单联合整治备忘录。

The Department of Transportation of Jiangsu Province would continue to perform the duties of the rotating unit in organization and coordination, actively cooperating with Shanghai to formulate a public basic credit information sharing catalogue for transportation in the Yangtze River Delta region, with Anhui to form a plan for the exchange and sharing of credit information data resources in the Yangtze River Delta region, and with Zhejiang to issue a memorandum on the joint rectification of the list of serious untrustworthy persons who were overloaded in the Yangtze River Delta region.

创新落实分级分类监管

近年来，江苏省以“信用交通省”建设为契机，加快推进全省交通运输信用体系建设，聚焦政务诚信、交通工程建设、运输生产、行政执法、安全生产等重点领域，以及信用信息归集、共享、评价、奖惩和宣传等关键环节，为行业高质量发展提供了有效支撑。

In recent years, Jiangsu Province, regarding the construction of the "Credit Transportation Province" as an opportunity, accelerated the construction of the province's transportation credit system, and focused on key areas such as government integrity, transportation engineering construction, transportation production, administrative law enforcement, and safety production, as well as the collection, sharing, evaluation, rewards and punishments and publicity of the credit information, which provided effective support for the high-quality development of the industry.

《白皮书》显示，江苏交通信用信息归集共享质量有效提升。江苏省交通运输信用信息共享应用服务平台（二期）正积极推进，全省船舶过闸信用管理系统、港口经营人信用管理平台（试运行版）已上线运行，“信用交通·江苏”网站与省公共信用网站实现全面对接。2021年，江苏省交通运输领域归集公共信用数据超226万条，交通运输信用数据库共归集“双公示”数据约26万条。

The White Paper showed that the quality of Jiangsu traffic credit information collection and sharing had been effectively improved. The Jiangsu Province Transportation Credit Information Sharing Application Service Platform (Phase II) was being actively promoted, with the province's ship pass-through credit management system and port operator credit management platform (trial run version) being put into operation, and the "Credit Transportation · Jiangsu" website being fully connected with the provincial public credit website. In 2021, more than 2.26 million pieces of public credit data were collected in the transportation sector of Jiangsu Province, among them about 260,000 pieces of "double publicity" data being collected in the transportation credit database.

全流程信用监管助力交通运输市场营商环境持续优化。江苏交通创新落实分级分类监管，强化重点监管，试点“一体化+智慧执法+信用监管”执法模式，去年对6.2万辆违法超限超载车辆实施信用记分；首创水运跨省合作模式，与京杭运河山东段联合实施船舶信用管理；“网上司机之家”信用修复模式进一步打通“线上+线下”信用修复双渠道。

The business environment was continued to be optimized contributed by the full-process credit supervision. The hierarchical and classified supervision was implemented innovatively in Jiangsu's transportation, with the emphsis on the key supervision. And Jiangsu piloted the "integration + intelligent law enforcement + credit supervision" law enforcement mode, implementing credit scoring for 62,000 illegal overloaded vehicles last year. The first inter-provincial cooperation model for water transportation was initially created, achieving the joint implementation of ship credit management with the Shandong section of the Beijing-Hangzhou Canal.The credit-repairing model, named "Online Driver's Home", had further opened up the "online and offline" credit-repairing dual channels.

江苏省交通运输厅围绕信用交通区域性示范创新工程，积极推动长三角地区交通运输信用一体化，有序推进“信用交通城市”建设；围绕“信易+”交通应用示范创新工程，推行“信易行”“信易租”“信易贷”“信易保”应用场景；围绕诚信缺失突出问题专项治理示范创新工程，深入开展交通运输执法领域突出问题专项整治。
