发改委：确保特色小镇在规范健康发展轨道上稳步前行

国家发展改革委16日召开8月份新闻发布会。国家发改委政策研究室主任金贤东表示，县城是我国城镇体系的重要组成部分，县城及县级市城区人口占全国城镇常住人口的近30%。推进以县城为重要载体的城镇化建设，对优化城镇空间布局、促进城乡融合发展具有重要意义。

一方面，持续完善支持县城建设的政策举措。一是支持县城培育发展特色优势产业，建设农产品加工集聚区和返乡创业园区，优化县乡村物流网点布局。二是支持县城完善市政设施体系，加快排水防涝、垃圾污水收集处置等设施建设，加强县城与周边大城市互联互通。三是支持县城强化公共服务供给，加强县城中学标准化建设，普通高中“大班额”比例降至4.8%，三级医院对口帮扶县级医院覆盖了940个县。四是支持县城加强历史文化和生态保护，划定289片历史文化街区。五是提升县城辐射带动乡村功能，推进教师“县管校聘”管理制度改革和县域医疗卫生共同体建设。六是强化县城建设的要素支撑，统筹利用中央预算内投资、地方政府专项债券、政策性信贷等支持县城项目建设。

Fourth, support the county seat to strengthen historical, cultural and ecological protection and demarcate 289 historical and cultural blocks. Fifth, improve the rural function driven by radiation in the county, and promote the reform of the management system of "county-managed school recruitment" for teachers and the construction of the county medical and health community. Sixth, strengthen the support of the elements of county construction, and make overall use of investment in the central budget, local government special bonds, policy credit, etc. to support the construction of county projects.

关于特色小镇建设情况，金贤东表示，近年来，国家发改委认真贯彻落实党中央、国务院决策部署，建立健全特色小镇规范纠偏机制，各省(市、区)人民政府按照“少而精”要求，建立特色小镇清单，实施严格管理，特色小镇数量大幅精简、质量有效提升。

金贤东介绍，下一步，我们将引导有关方面抓紧抓好常态化规范纠偏，确保特色小镇在规范健康发展轨道上稳步前行。一是坚持“一张清单管到底”，指导地方动态跟踪清单内特色小镇发展情况，及时优胜劣汰。摸排疑似问题线索，防止房地产、康养、文旅等清单外项目冠名为“特色小镇”。二是严守合规用地、生态环保、债务防控、房住不炒、安全生产等“五条底线”，督促地方加强对清单内特色小镇监督监管，对违规行为发现一起、处理一起。三是及时宣传推广特色小镇聚力发展主导产业、促进产城人文融合的好经验好做法，营造特色小镇发展的良好氛围。
