  • 5月12日,民航局在京召开2025年航班正常和服务质量工作会暨雷雨季节保障部署会,总结去年航班正常和服务工作的成功经验,研究部署今年重点工作。民航局副局长马兵出席会议。
    On May 12, the Civil Aviation Administration of China held a meeting in Beijing to discuss flight punctuality and service quality for 2025, as well as to deploy arrangements for the thunderstorm season. The meeting summarized the successful experiences in flight punctuality and service work from the previous year and examined key tasks for the current year. CAAC Vice Minister Ma Bing attended the meeting.

    The meeting reviewed the work on flight operations support during the 2025 Spring Festival travel season and interpreted the Overall Plan for Civil Aviation Operations Support During the 2025 Thunderstorm Season. Representatives from 10 units, including the Air Traffic Management Bureau of the CAAC and the North China Regional Administration of the CAAC, delivered speeches on experience exchange.
  • 马兵指出,去年,全行业认真落实习近平总书记重要指示批示精神,认真落实党的二十大和二十届二中、三中全会精神,始终坚持“以人民为中心”的发展理念,抓源头、强基础,航班正常和服务工作能力进一步夯实。他强调,要观大势、识大局,深刻认识国际形势多变带来新挑战、提振消费政策带来新要求和综合交通竞争带来新考验,切实增强航班正常和服务工作的责任感和使命感。要促改革、求实效,努力推动航班正常和服务工作迈上新台阶。一是优化布局,打造便捷通畅的航空运输网络。做深做实“干支通、全网联”,推动国内中转服务产品优化升级;提升国际航线运营品质,积极拓展新兴市场。二是聚焦需求,提振民航运输市场消费活力。不断优化民航旅客特色需求服务供给,持续提升民航旅客出行的便利化水平,切实增强民航服务治理能力。三是强化协同,狠抓雷雨季节航班运行保障。强化对航班运行的动态管理,准确识变、科学应变、主动求变,全面、及时共享关键信息;真正把“五早”融入决策链条中,实现快速响应;突出工作的前瞻性和预见性,高度重视复杂天气应对工作,确保运行安全、平稳有序。
    Ma Bing pointed out that last year, the entire industry thoroughly implemented the guiding principles of the General Secretary’s important instructions, as well as the spirit of the 20th National Congress of the Communist Party of China and the Second and Third Plenary Sessions of the 20th Central Committee. Upholding the "people-centered" development philosophy throughout, efforts were made to address issues at their source and strengthen foundational work, further solidifying capabilities in flight punctuality and service quality. He emphasized the need to assess broader trends and understand the larger landscape, deeply recognizing the new challenges posed by a volatile international environment, the new demands arising from policies aimed at boosting consumption, and the new tests presented by competition within the integrated transportation sector. It is essential to strengthen the sense of responsibility and mission in ensuring flight punctuality and improving service quality. Reforms must be advanced to achieve tangible results, striving to elevate flight punctuality and service quality to new heights. Efforts should focus on optimizing the layout to build a convenient and efficient air transport network, deepening and solidifying the "trunk-feeder and network connectivity" initiative, and promoting the optimization and upgrade of domestic transfer services. The operational quality of international routes should be enhanced, and emerging markets actively expanded. Additionally, attention must be directed toward meeting demand and revitalizing consumption vitality in the civil aviation market. This involves continuously optimizing services tailored to the unique needs of air passengers, improving the convenience of air travel, and strengthening governance capabilities in civil aviation services. Furthermore, coordination must be strengthened to ensure robust flight operations support during the thunderstorm season. This includes enhancing dynamic management of flight operations, accurately identifying changes, responding scientifically and proactively, and ensuring comprehensive and timely sharing of critical information. The "Five Early Measures" (early forecasting, early warning, early planning, early deployment, and early action) should be integrated into decision-making processes to enable rapid response. Emphasis must be placed on foresight and predictability, with high priority given to addressing complex weather conditions to ensure safe, stable, and orderly operations.
