The cooperation between Pearl River Basin and Qiongzhou Strait Deepen Traffic Law Enforcement

4月9日，珠江流域及琼州海峡交通运输区域执法协作第二次联席会议在广西壮族自治区南宁市召开。会上，广东、江西、广西、海南、贵州、云南六省（区）交通运输厅和交通运输部珠江航务管理局、广东海事局、广西海事局、海南海事局相关负责人，围绕联合执法行动，共谋珠江流域及琼州海峡交通运输区域执法协作试点工作纵深推进。

At the meeting, Guangdong, Jiangxi, Guangxi, Hainan, Guizhou, Yunnan six provinces (regions) Department of Transport and the Ministry of Transport Pearl River Navigation Authority, Guangdong Maritime Affairs Bureau, Guangxi Maritime Affairs Bureau, Hainan Maritime Affairs Bureau relevant person in charge, around the joint law enforcement action, seek to the Pearl River Basin and Qiongzhou strait transport regional law enforcement cooperation pilot work to promote in depth.

会议总结了珠江流域及琼州海峡交通运输区域执法协作试点工作，通报了一批好经验、好做法、好案例，并讨论通过《区域交通运输高频违法事项行政处罚裁量基准（第一批）》《珠江流域及琼州海峡区域货物运输超限治理非现场执法指导意见》等9项制度成果，为促进珠江流域及琼州海峡区域执法协作奠定坚实基础。

The meeting summarized the pilot work of law enforcement cooperation in the Pearl River Basin and Qiongzhou Strait transportation area, reported a number of good experiences, practices, and examples, and discussed nine institutional outcomes including the "Administrative Penalty Criteria for High Frequency Violations in Regional Transportation (First Batch)" and the "Non-site Law Enforcement Guidance for Overload Control of Goods Transport in the Pearl River Basin and Qiongzhou Strait Region," laying a solid foundation for promoting law enforcement cooperation in the Pearl River Basin and Qiongzhou Strait region.

2023年，在交通运输部的大力支持下，珠江流域及琼州海峡区域执法协作各成员单位在广州签订《珠江流域及琼州海峡交通运输区域执法协作框架协议》，积极构建经验互鉴、执法互动、信息互通、联席互商的跨区域执法联动工作机制，在法规政策制度建设、执法业务开展、队伍素质能力提升、科技信息化等方面取得显著成效。

In 2023, with the strong support of the Ministry of Transport, the member units of the Pearl River Basin and Qiongzhou Strait Regional Law Enforcement Collaboration signed the Framework Agreement on Regional Law Enforcement Collaboration in Transportation in the Pearl River Basin and Qiongzhou Strait in Guangzhou, and actively constructed the inter-regional law enforcement linkage working mechanism of mutual learning of experience, law enforcement interactions, information exchange and joint consultations, and achieved significant results in the construction of regulations and policies, law enforcement operations, quality and capability of the team, and the enhancement of scientific and technological informatization. It has achieved remarkable results in the construction of regulations, policies and systems, the development of law enforcement operations, the quality and capacity of the team, and the enhancement of scientific and technological information.

下一步，广西壮族自治区交通运输厅将继续推进实施“一套标准”，进一步深化区域执法协作信息共享，围绕“两客一危”车辆等重点领域协同开展联合执法专项行动；细化落实毗邻地区常态化磋商机制、联合执法常态化机制以及执法协作素质能力共建机制，推动区域执法协作制度化、规范化、体系化、数字化。

Next, the Transport Department of the Guangxi Zhuang Autonomous Region will continue to promote the implementation of a "standardized set," further deepen regional law enforcement cooperation and information sharing, and carry out joint law enforcement special operations focusing on key areas such as "passenger and freight transport vehicles." They will refine the implementation of regular consultations with neighboring regions, regular mechanisms for joint law enforcement, and mechanisms for joint construction of law enforcement cooperation quality and capabilities, promoting the institutionalization, standardization, systematization, and digitalization of regional law enforcement cooperation.
